The City and the DIF social service agency delivered ecological stoves to families in the Continental Zone   LINK  
This initiative is possible with the support of the foundations "Kahoba" and "Todo por Ayudar", allowing to reduce polluting emissions by up to 98% by using alternative technologies
     In order to support the economy of island families and provide them with better opportunities for life in a healthier environment, the City of Isla Mujeres in coordination with the DIF social service agency, delivered ecological stoves to the families of the Agricultural Zone and Francisco May.
      This initiative has the support of the "Kahoba" and "Todo por Ayudar" foundations, benefiting 50 island households, and provides an alternative to the use of propane or firewood for cooking, supporting not only the family economy, but also to the environment, since it allows a reduction ofup to 65 percent in the consumption of firewood and 98 percent in the emission of pollutants into the environment. 
    The general director of the Municipal DIF agency, Hilda Christina Gómez Ávila, explained that this program seeks the implementation of an integral solution for the promotion of  sustainable development in the municipality, mainly serving the families of the areas with the highest needs.

The National Anti-Rabies week for cats and dogs began with a big success LINK   
National Canine and Feline Anti-Rabies Vaccination Week, began this Sunday with great success with the application of the vaccine to a total of 412 dogs and 36 cats on the island and Rancho Viejo. 
         This activity is carried out by the State Ministry of Health in coordination with the City of Isla Mujeres, through the Municipal Health Department. Juana Millián González, municipal director of Health, invited the general public to participate in this rabies prevention campaign,which is done every year.
   The times and locations of the vaccinations stations are:  
 Sunday, March 11, the park in colonia la Gloria;
Monday, March 12, kiosk of colonia Salina Chica;
Tuesday March 13, at the sports field known as La Jaula in the Salina Grande neighborhood;
Wednesday, March 14 in the park of the colonia La Gloria,

A personnel transport vehicle was consumed by the flames this afternoon; A short circuit apparently caused the fire. VIDEO   LINK   
       A vehicle used to transport personnel from the new "IZLA" hotel in Sac-Bajo,  caught fire Sunday afternoon, apparently because of a short circuit of the battery. Around 1:30pm, residents living near "Las Hormiguitas" park alerted the municipal authority about a burning vehicle. 
     The Mercedes Benz vehicle, plate # UVT-592-D, was parked beside the sidewalk. Its driver, Diego Canché, driver of the unit, said he had made his last transport of personnel before noon and then left the vehicle outside his home. 
        "I was taking a bath when the neighbors alerted me about the vehicle's fire," he said. He said the vehicle is new and has been working perfectly, without problems, until this fire happened today.

  The first effects of Cold Front #36 are expected to be felt on Monday evening, and the populace is advised to take precautions for the elderly and children under 5, who may be affected by the change in temperature during the early morning of Tuesday.

More security for visitors with the Tourist Assistance Program: Gov. Carlos Joaquín LINK  
      "The Government of Quintana Roo, through the Ministry of Tourism, will launch the Tourist Assistance Program to provide assistance, guidance and monitoring to national and foreign visitors in situations of emergency, security or affectation to their person or belongings, ", said Governor Carlos Joaquín.
      Annually, Quintana Roo receives 35.4 percent of international tourists and 34.1 percent of foreign currency from tourism that enters the country. Tourists report an average stay of 4.6 days, a return rate of 52 percent and a satisfaction rate of 95 percent; hence the importance of this program," explained the governor of Quintana Roo. 
      Carlos Joaquín said that in previous governments, the Ministry of Tourism did not have mechanisms to ensure the safety of tourists and providers of tourism services. "This included a lack of analysis and collaboration with the institutions responsible for public safety, as established by the General Tourism Law of the State of Quintana Roo," he said. 
       The Ministry of Tourism (SEDETUR), headed by Marisol Vanegas Pérez, announced that there will be tourist assistance agents located in the south, the Riviera Maya and the north of the state, with a profile of lawyers and lawyers with professional licenses, sensitivity and sense of service, to offer the necessary assistance in cases of emergencies such as accidents, diseases and natural disasters. 
        Gabriela Garza, tourism services provider, said, "These programs are important, because although hotels and institutions have policies for customer satisfaction and security, now, through this agency, we continue to improve our tourism destinations."

      SEDETUR announced that tourist assistance agents will also be, after acceptance and consent of tourists, their legal representatives before the administrative, judicial, ministerial and any other authority in charge of imparting justice.

Bomb in Barcos Caribe ferry was neither terrorism nor organized crime: PGR  LINK  

      Alberto Elías Beltrán, Deputy Attorney General for International Affairs, held a press conference in Mexico City, where he announced progress on the investigation he is carrying out in the case of the explosion in one of the Barcos Caribe ferries, and said that the attack was not the work of terrorists or criminal groups. 
      Mr. Elías Beltrán said, "On February 21, 2018, around 12:15 a.m., at the Playa del Carmen dock, in the state of Quintana Roo, an explosion occurred, where several people were injured, partially affecting a boat which provides passenger transportation service between the Island of Cozumel and Playa del Carmen ".
      Since becoming aware of the facts, the Attorney General of Mexico, through its Delegation in Quintana Roo, initiated an investigative file, and they sent experts from the Agency of Criminal Investigation, assigned to the Coordination General of Expert Services, specialists in forensic photography, field crime, fire and explosives, as well as forensic chemistry, to the location, according to Mr.Elías Beltrán. 
      He added that on March 2, the Investigation Folder was established by the Deputy Attorney General in Organized Crime Investigation.
To date, several diligences have been carried out, among those which can be reported are:- Inspection of the area of the incident by experts in chemistry, criminology, photography, and fires & explosives.
-Secure and establish a secure perimeter and carry out the securing and inspection of the vessel.
-Gather various documentation.
-Get videos from security cameras.
-Interview witnesses.
-To carry out the transfer of evidence to the General Coordination of Expert Services in Mexico City.
-Derivative of the investigations, it can be concluded that it is a rudimentary or homemade bomb.

Based on what has been done up to now, it has been ruled out that this work was done by a terrorist organization or organized crim. Regarding the former, no organization took credit, nor do the conditions exist that would motivate an incident of this type and magnitude. Regarding criminal organizations, that was ruled out because the escalation of such acts is contrary to their interests, because acts such as these cause an increase in the levels of security and attention of the federal authorities," said the Deputy Attorney General and of International Affairs of the PGR. 

        "From the beginning, this Office of the Attorney General has maintained a close and coordinated work with the Ministry of the Interior and Navy-Armada of Mexico, as well as with the authorities of the State of Quintana Roo.  I would also like to mention the immediate collaboration in the forensic procedures of the Federal Bureau of Investigation (FBI) and the Department of Alcohol, Tobacco, Firearms and Explosives (ATF) of the United States of America," he said. 
      However, he noted that "there are still several pending procedures to be carried out, aimed at ruling out or corroborating various lines of investigation, as well as identifying, arresting and presenting the probable perpetrators to the courts". 
       At the press conference Manelich Castilla Craviotto, Commissioner General of the Federal Police, said, "The Ministry of the Interior through the National Security Commission and the Federal Police, in coordination with the Ministries of Tourism and of Communications and Transportation, as well as state and municipal authorities, inform you of the following: Mexico is a tourist power at an international level, with a diversified offering of services and competitive destinations." 
      He said that tourist activity triggers investment and economic growth in each of the regions of the country, and the Mexico has the capacity to guarantee the best security conditions for national and foreign visitors.
      He said, "The Federal Police participated in the investigation carried out by the Office of the Attorney General of the Republic, of the incident on February 21 in Playa del Carmen and we will assist with all our capabilities until it is determined, with certainty, what happened."
       He said, "Apart from these investigations, the Mexican Government has implemented a series of actions in the state of Quintana Roo, with the aim of providing certainty and security to the population and both national and foreign visitors, during the next holiday season."
       " Together with the efforts already being made by the Department of the Navy of Mexico, the Ministry of National Defense and the State and Municipal authorities, the National Security Commission through the Federal Police has expanded its deployment in the state of Quintana Roo, prioritizing the attention of centers where tourists are concentrated," explained Mr. Castilla Craviotto.
       With an approximate strength of 900 officers of the seven divisions of the Federal Police, 195 units and canine teams, surveillance has been strengthened in the road network and in the three airports of the state, Cozumel, Cancún and Chetumal, with personnel from the Regional Security Division. " 
      Staff of the Gendarmerie Division will increase its presence in the Hotel Zone and discotheques in Cancun and Puerto Morelos, while officers of the Federal Forces Division support patrol tasks in Playa del Carmen and in the housing areas, mainly in the municipality of Benito Juárez. 
       In coordination with federal and state authorities, the Federal Police are also participating in intelligence and cybersecurity tasks, to prevent crimes such as drug trafficking or human trafficking. 
        Also, 60 officers of the Federal Police have been provided who will carry out checks and surveillance inside the passenger and vehicle ferries, in the loading areas, waiting rooms, as well as in the different boarding and descending points, in order to provide security to users. " 
       He said that "to fulfill this mission, personnel of the agencies include canine teams trained in the detection of firearms, explosives and narcotics, who remain attentive mainly at the points of greatest influx of passers-by".
Results from Federal Operation
       The Commissioner General of the Federal Police pointed out that this "Increasing of surveillance actions will allow us to expand the results that have been achieved to date with the Escudo Titán operation in the state of Quintana Roo."
        From January 29 to date, in the framework of the Escudo Titán Operation, in this state,  74 suspects have been arrested for various crimes, as well as the rescue of  four women from trafficking and 13 undocumented migrants," he said. "Eleven firearms have been removed from the streets, three of them of high caliber and 243 cartridges, in addition to which 35 vehicles have been recovered which had been reported stolen.
      As part of this operation, approximately 39 kilos of marijuana and various doses of drugs such as cocaine, crystal or ecstasy were confiscated. Also, one thousand liters of illegally obtained fuel and about two million contraband cigarettes were seized.
        It is important to note that both work and tourism activities have not stopped and are continuing  in a climate of complete serenity, to receive all visitors, as only Mexicans know how to do.
          At this moment we can clearly share that there have been no cancellations of reservations and that the beaches, without exception, are open, without incident and it is reported that the hotels operating normally with usual levels of occupancy.  
      It should be remembered that this southern state receives 19 million tourists per year, including 50 percent of international tourists, which is why it makes the region the most important tourist destination in Latin America.
       For the Government of Mexico, the promotion of the regional development of the states and the tourism sector is very important, for which it reiterates its commitment to guarantee the safety of the inhabitants and the visitors in the main tourist spots of Quintana Roo and throughout the country, and reiterates that citizen attention and complaint channels are at your disposal, with the sole objective of maintaining a Mexico in Peace.

The state of Quintana Roo recognizes the work of the PGR  LINK  
* Message from the Government of Quintana Roo regarding the information released by the PGR on the investigation of the February 21 event at the Fiscal Pier of Playa del Carmen.
Chetumal, Q. Roo.- As the Government of the State, we recognize the work of the PGR and we trust in its investigative work. We remain vigilant so that the investigations determine what actually happened and we continue collaborating with the agency to clarify the events.

      What happened was a very serious incident, so we will not rest in working and collaborating with the Federal Government, so that the guilty pay for their cowardly actions, who sought to affect our tourist destinations and cause anxiety in the Quintana Roo. 
    The Government of the State of Quintana Roo and the municipal governments have reinforced the security in all population zones and especially in the tourist sites, to avoid that even these "isolated events", as the PGR described them, could hinder the tranquility of the population and the normality of tourist activity. 
   We hold in high regard that the investigation has discarded that this was the work of a terrorist organization or organized crime. 
      In Quintana Roo we work so that the governments of the countries where the tourists come from know that their citizens are safe in our tourist destinations.

There was a false alarm at the Cozumel International Cruse dock when a 'suspicious object' was reported which was not an explosive. Navy Authorities, Federal Police, Public Security Department, and the State Attorney General's Office analyzed the object, who concluded that it is for oceanographic monitoring or experimental. No explosives were found and it had a floating base of styrofoam and a bag around it.
     The Ministry of Public Security (SSP) reported that 911 received a report this morning about a suspicious object near the International Cruise Pier in Cozumel. The report was a false alarm and it was ruled out that it was an explosive device.
        The Ministry of Public Security will attend all the reports and calls to complain and will act with responsibility in the face of facts that the federal authorities have identified as isolated (como aislados) and with objectives in an attempt to destabilize the State, as well as resistance to change. 
        The SSP stressed that in coordination with the police and military corporations, security is reinforced in Quintana Roo, especially in areas where tourists are concentrated. LINK  

Mexico City.- The Commissioner General of the Federal Police, Manelich Castilla Craviotto gave assurances that there are the best security conditions for the residents and  for the national and foreign tourists who wish to visit the state of Quintana Roo. 
     In a radio interview, he reiterated that the explosion on February 21 inside a ferry of Barcos Caribe in Playa del Carmen, was not an act of terrorism or interference by organized crime groups, which was explained by the Attorney General of Mexico. 
      Manelich Castilla Craviotto, said that the Federal Police, with support of canine teams, security has been increased reinforced at the points of greatest concentration of tourists in the state, as well as conducting reviews at the ferries in Cozumel and Playa del Carmen, operations in the port terminals port and random security inspections on roads and at bus stations.
     "We are working to offer the best practices so that national and foreign tourists can enjoy an absolutely safe holiday period and we want to say emphatically that there are full safety conditions to visit this tourist destination, "said the General Commissioner in an interview. 
   And finally, he stressed that Quintana Roo is one of the most requested destinations for national and foreign tourism.
       He said, "That people feel safe, that they do not stop perceiving Quintana Roo as what it is, one of the most wonderful destinations on the planet to go on vacation, not only this area but also the entire Yucatan peninsula, is one of the most beautiful and not-to-be-missed places for foreign tourism, where they will find the conditions to come and have a good time."

QRoo ports, the first with the International Security Certification (PBIP)
* Federal authorities will perform risk analysis in the state ports with an investment of 40 million pesos, to provide protection for 10 maritime terminals
      Alicia Ricalde Magaña, general director of APIQRoo (the Quintana Roo Integral Port Administration)(Apiqroo),  said that within six months the ports of this state will be the first in Mexican cabotage -with routes to the interior of the country-, to have the Ship and Port Facilities Protection Code (PBIP) that until now is only applied to ports of 'high altura', which cover international routes. 
     The official said that in recent days authorities of the three levels of government held working meetings in Mexico City, Playa del Carmen and Cozumel, in which they agreed on various actions to strengthen, in a coordinated manner, the safety of the marine terminals, including the incorporation of 30 officers of the Federal Preventive Police (PFP) to monitor the facilities of the maritime terminal of San Miguel, Cozumel, where the APIQRoo will assist with the food and lodging for the police.
      The General Director of Ports, Alejandro Hernández Cervantes, with the General Coordinator of Ports and Merchant Marines, Guillermo Ruiz de Teresa, is providing the necessary support to carry out a diagnosis of risks in the maritime terminals of Quintana Roo, which will be the responsibility of the Institute of Nautical Education and Port AC (IENPAC), while the Director of  UNICAPAM of the SEMAR (Department of the Navy), Admiral Jorge Manuel Sainz Zamorano, undertook to send a team of experts to participate in the risk analysis. 
    She also noted that the SCT provided a special item of 40 million pesos for the protection of maritime terminals with the Ministry of Finance and Public Credit (SHCP), through the General Directorate of Ports, for the acquisition of state-of-the-art equipment. , training of personnel for its management and adjustments in the facilities of the port terminals. 
     Ms. Ricalde Magana indicated that the instructions of Governor Carlos Joaquín are to guarantee security to users of port terminals, residents or vacationers. 
      The measures were agreed upon by the representatives of the Institute of Nautical and Port Education A.C. (IENPAC) Captain of Height Miguel Ángel Ozuna Rodríguez, of the Port Captaincies and Maritime Affairs Unit, Captain Sergio Varela of the Federal Secretariat of Tourism, José Luis Montemayor Jasso, of the Federal Police Juan Manuel Ayala Guarro, of the Public Ministry of the Federation, Luis Enrique Alférez Kantun, of the shipping companies and authorities of both municipalities, as well as the head of the APIQRoo, Alicia Ricalde Magaña.

See TVIM section  This article notes that the fire caused significant damage, 'nearly totaling' the vehicle and that "Las Hormiguitas" park is in colonia Meteorológico. A member of the Civil Protection staff said that the amount and cause of damage couldn't be determined without expertise. This is the first event of this kind on the island in several years, and everything seems to indicate that overheating of the engine caused the spark. No fire extinguisher was available, which complicated the situation. Neighbors were concerned that the gas tank could explode. Luckily the vehicle was not located in a highly populated area, and the nearest home was 10 meters away.

    Saturday night in colonia La Gloria, Pablo Santiago Hernandez, of Chiapas, was arrested for yelling and swearing at a minor, following a complaint by the mother. He was taken to the Police station and was apparently under the influence of alcohol, which is noted to be common on the weekends among workers in the construction industry.

Playa Centro has become very popular among children and adults, both foreigners and Mexicans, according to staff of Civil Protection (the lifeguards). There are lifeguards stations in this areas to prevent swimmers from entering the navigation channel.

March 11  Yesterday morning southeast winds decreased and the Harbor Master of Isla Mujeres reopened the port to minor navigation, after they had been restricted since Saturday. Many fishermen take a day of rest on Sundays, but about a third of the fleet, who fish from small boats 'la flota ribereña' was out working. Boats providing tourism services were also operating, and no problems were reported.  
       The weather forecast of the Secretary of the Navy (Semar) said there is a probability of northwesterly winds for Monday along the coast of Quintana Roo, which could regain strength due to the arrival of a new cold front.The intensity of the winds could  be up to 35 kilometers per hour with gusts of over 40 kilometers per hour, which could cause the harbor to close again for the smaller boats..
