   The primary school textbooks for the school year 2017-2018, for primary schools are expected to arrive at 8 o'clock this morning, Wednesday, since classes are scheduled to start on Monday, August 21st. About 4500 books will be distributed to the three primary schools on the island: Andrés Quintana Roo,  César Mendoza Santana, and Julio Sauri Espinoza, with two shifts, for the ~4500 students who attend these schools.

With great success, Isla Fest 2017 began to celebrate the 167th anniversary of the founding of #IslaMujeres. We enjoyed the performance of the Polifacetic Orchestra and the Ballet Folklorico "Quinto Sol", who shared their talent with dozens of islanders.

Celebrations began for the167th anniversary of the founding of Isla Mujeres, with the procession in honor of the Virgin Of the Immaculate Conception and the realization of the Night of Traditions in the streets downtown,  led by Mayor Juan Carrillo Soberanis and his wife  Paola Orrico de Carrillo. The festival is taking place August 15-20 with about 50 artists. The evenings entertainment on the Town Square included Vaqueria dances by the local group "Mestizas de Agua Salada" and a stellar performance by the Multifaceted Orchestra and the Ballet Folklorico "Quinto Sol", from the municipality of Felipe Carrillo Puerto. Names of other officials in attendance are given.

Join us this Thursday August 17 to the Fourth Public Special Session of the City Council on the occasion of the 167th anniversary of the founding of Isla Mujeres, to be held on the Town Square. The public is invited to attend this event which will include the reading of the Decree of Foundation of the People of Dolores and giving recognition to the descendants of the founders of Isla Mujeres, as well as awarding the medals to the Citizen Award and Tourism Award. In addition there will be music and fun, which residents and tourists are encouraged to enjoy.

For the benefit of all the working mothers of Isla Mujeres, DIF Isla Mujeres is extending Cendi's service schedule with an afternoon shift from 4p to 9p, starting on Sept. 4th. Children👶👦👧 can be registered from August 21 to September 1. The facility cares for 72 children, in a total of six classrooms, who are who are in the categories of infant, maternal, and first year of preschool, which is from 45 days old to 3 years old.

     The specialists at Dolphin Discovery are working to save another dolphin, with support from the local government. He was brought from our neighboring state of Yucatan to the facilities at the Tortugranja this morning. He is underweight and dehydrated, with an injury to his right side. He refuses to eat food and cannot float by himself, therefore he will require assistance 24 hours a day.
     You might recall the DD specialists recently spent weeks saving "Paki", a dolphin who washed up onto the eastern coastal rocks. He was underweight, dehydrated, with parasites & a serious gastric infection & no appetite. This one is receiving similar, intense medical intervention, but is weaker and requiring support to float.
        This is a male dolphin, estimated to be about 20 years old, who was stranded on the shores of the Yucatan port of Telchac, and brought to Isla from Punta Langosta in Cancun. He is of the species Stenella Attenuata, (which the internet says is a PanTropical spotted / brindled dolphin). He has received hydration, antibiotics and analgesics, and they administered blood chemistry tests to determine his state of health. It appears that this one is weaker with a more guarded prognosis.

     Carlos Barranco García, director of Environment and Ecology, reported that staff of the Federal Environmental Protection Agency (PROFEPA) and the Department of the Navy, as part of the Protocol for the Care of Marine Mammals, were responsible for supervising the transfer of the animal from the neighboring state of Yucatan to Isla Mujeres, due to the fact that there are adequate facilities here, as well as specialists in marine animals who are experienced in the management of dolphins after they become stranded on a beach.

     The dolphin that was stranded on a Yucatan beach and brought to Isla Mujeres on Tuesday morning to receive care from the veterinarians and marine mammal specialists at Dolphin Discovery, is in a weak state of health     So far he has been diagnosed with dehydration, liver malfunction and gastric bleeding. Because the dolphin can not swim by himself, the team of specialists designed a floating stretcher, which has undergone modifications for the comfort of the animal.      He was also fed liquefied squid and fish and medications that will contribute to his rehabilitation. He has been given massages to compensate for the lack of movement in the last couple days.
       "At the moment, the dolphin's prognosis is reserved, but we will continue monitoring him and working toward his recovery.  We will be informing the community about his health status, "said Dr. Roberto Sánchez, Director of Veterinary Medicine at Dolphin Discovery.

A grey Jetta Volkswagen, model 2001, with plates of circulation DHW-25-32 from the state of Campeche, was recovered when the ministerial agents were on the streets Hidalgo between Bravo and Allende of downtown (That's the section of Hidalgo that is south of the Town Square where it isn't a pedestrian street).  When the vehicle was  verified in the REPUVE (Public Vehicle Registry) it had a report of robbery in the state of Mexico, dated November 21, 2015. The car was in the possession of a woman LLNG and there were anomalies with the serial numbers.

Motorcycle hit

    A vehicle that was allegedly traveling at an excessive rate of speed hit a motorcycle, injuring its driver and damaging the motorcycle. The accident occurred in front of the Naval base on Rueda Medina Avenue, where the vehicle was traveling from south to north. The Red Cross ambulance took the motorcycle driver, Armando Caamal, to the hospital. His motorcycle, plate B91BD, was taken to the impound yard to begin the process of determining the facts.   
    The impact damaged the the front of the motorcycle, the rim, the forks, headlight and faring. It is estimated that there is several thousand pesos worth of damage to the medium sized Honda motorcycle. The accident happened shortly after 9 o'clock. Apparently Mr. Caamal tried to turn around (make a U turn... dar la vuelta para tomar el carril) to enter the lane, but the speeding vehicle that came did not give him time to advance or evade the collision.
    There are many drivers who break the official authorized speed barrier in this area. The Traffic Police recommend that all drivers take precautions so there is no major problem during this final stretch of the summer season.        So far, there have been only a few accidents involving injuries to drivers and passengers of  motorcycles and golf carts, without major consequences.

  This has the same information as the article above, noting that the first dolphin that was successfully rescued and cared for by the Dolphin Discovery specialists in September 2013, and that "Paki" was released after about two months of care on June 23 of this year.

     Details will be announced on Friday in Cancun for the tournament which begins on August 27. There will be a northern and a southern division, with eight teams in each division. Two Isla Mujeres teams are expected to compete in the tournament,  the Cocteleros and the Pescadores. There should be good games on Sundays during the tournament.

   The City Council of Benito Juarez has said they don't have money to pay the debt owed to the municipality of Isla Mujeres for use of the land where the landfill is located. This debt is estimated to be more than 10 million pesos. An agreement was signed in 2012 for payment of 200,000 pesos per month. However, the Benito Juarez Mayor Remberto Estrada announced a few days ago that they have obtained resources of 620 million pesos to improve his budget, but he does not want to cover this debt.   Isla Mujeres Mayor Juan Carrillo Soberanis announced two months ago that legal action was being prepared to demand this payment in the courts. The  head of the para-municipal Solid Waste Solution (Siresol), Pablo Lemmen, expressed his own position on the matter,saying  there is no money allocated for that commitment.
     Isla Mujeres wants to use the money to facilitate emptying out the Trash Transfer Facility and improve trash services.  There are concerns about pollution from the 1600 tons of accumulated trash and the potential for a fire, which happened two years ago.
