         In order to solve the problem of the accumulation of garbage at island's Trash Transfer Facility, on Wednesday three "góndolas" (semi-trucks with open cargo areas) will begin helping to transport the trash to the landfill in the  Continental Zone. The Director of Public Services, José Guadalupe Ríos Chalet, said the trucks have been making two trips a day to the landfill on the mainland, and the mechanical seals of the hydraulic ... (?gatos) are worn out. He said this problem is being addressed starting on Tuesday, with the intention of resolving the problems of accumulated trash, and in addition, two or three semi trucks will help with the removal of the trash. These trucks will have a capacity of 30 cubic meters each, and they want to transport between 100 and 120 tons daily during the month of August. (During the summer holiday season, it has been estimated that about 45-50 tons of trash are generated daily).

      Last week the Red Cross began giving plaques to their benefactors to show their appreciation, and delivered the first plaque to Zoetry at Hotel Villa Rolandi.       Because taxi drivers prefer to provide the transport service for tourists, who pay more, employees of various hotels and restaurants have been arriving to work late, since the beginning of the summer vacation period.      The promotional efforts of the City Council of Isla Mujeres, headed by the municipal president Juan Carrillo Soberanis and in coordination with state and federal agencies, to encourage tourism in this Pueblo Magico, has contributed to a larger number of tourists visiting during the current summer season. Thanks to this, the increase in the percentage of hotel occupancy and in tourist activities in general, are economically beneficial for the entire community of Isla Mujeres.
           Port activity is estimated to have risen by almost 20 percent, and hotel occupancy in the municipality is around 80 percent. The Blue Flag is an international emblem that gives recognition and accreditation to the beaches and marinas that meet 33 criteria in four categories. Proudly, #PlayaCentro #IslaMujeres has received this on this recognition. Here are the four categories:  Environmental information and education, water quality, environmental care and maintenance, and safety and security services. 


In order to prevent disasters and respond to emergencies in a timely manner, the National School of Civil Protection will provide courses for updating the staff of Civil Protection during August. Most of this information has already been translated. 
     This article also notes that the classes have course credit since they are endorsed by the SEP (Ministry of Public Education) and cover the topics of: prevention and combat of urban fires, search and rescue, and evacuation of buildings. 
   In addition to staff from the municipal agencies, workers from local businesses are attending, including Dolphin Discovery, Ixchel Hotel and Parque Garrafón. The courses are taught by instructor Hugo Albert Rosales Teco of the National School of Civil Protection, based in the state of Chiapas.Names & agencies of officials in attendance at the inauguration ceremony are given.

Providing deeds and security of ownership for 22 families living downtown 
          The City Council approved the donation by FONATUR of the property known as "La Lavandería".  This is the first step to provide legal certainty to 22 island families who have lived there for more than 30 years. 
        During the Twelfth Session of the City Council, the donation was approved by the National Fund for Tourism Promotion (FONATUR) of this property, which is located downtown at the intersection of López Mateos and Hidalgo avenues, to regularize the land tenure of 801 square meters in favor of the 22 families who have lived on the property for 30 years.
       This is only the first step to start the process, which will be subject to the guidelines and technical standards established by the Cadastre and Urban Development agencies, with the authorization of the City Council.
         Also during the session, the Council authorized the municipal president to act as a representative the City Council, to sign  the Collaboration Agreement with the Federal Prosecutor's Consumer Protection Office (PROFECO) for the installation of a representative of the agency in the municipality. The Mayor said, "The growth of Isla Mujeres is imminent, so it has become necessary to have the support of this agency which regulates commercial behavior, so that consumers are not exposed to abuse by any service provider."

        Some businesses have installed security cameras, but  generally the videos are reviewed after the crime has occurred, and not at the moment of the theft. The most recent case occurred a few days ago when a Mexican tourist identified the thief who had stolen his belongings. As a result of this incident and the arrest of the alleged thief, other complaints have been filed with the prosecution, because it is suspected that this same person has been dedicated to robbing tourists in recent weeks, including foreigners who are willing to return and file a complaint. With this type of theft, the majority of victims are tourists who are visiting for the day. Therefore, the situation is complicated by the fact that filing a complaint can involve several hours or days, and the thieves know this, which is why they continue to commit robberies on the beaches, according to some of the business owners. They are asking for more vigilance and for better coordination between Public Security (the police) and la  Fiscalía (the prosecutors).

      Following the arrest of a man who confessed to being responsible for the robbery of a tourist on the beach, some concessionaires in the Federal Zone have confirmed that there have been several cases of thefts on the two main beaches of the island, but little has been done about it. The entrepreneurs are asking for more police vigilance and are pointing out that thefts cause bad propaganda for this vacation destination and scare away tourism. 
     Some businesses have placed surveillance cameras at their establishments, but when they realize that their customers have had things stolen, it is already late and nothing can be done, especially because there is a lack of coordination between Municipal Public Security with the Attorney General of Quintana Roo.
     They say that when a thief is not caught, he continues with his crimes. During interviews, some of the companies where have been directly affected by the thefts complained about the lack of intervention by the Prosecutor's Office to investigate the suspect who was arrested at colonia La Guadalupana, where he was followed by the tourist whose belongings were stolen.
     Some business owners have agreed to insist that  the municipal president, Juan Carrillo Soberanis, "take measures to redouble security on each of the beaches and thus avoid these thefts that promote a bad image for this tourist destination".
        Not only are robberies carried out on the beaches but also in parking lots of golf carts in Punta Sur, Garrafón, the Caribbean malecón, Sac-bajo and  the Mundaca hacienda. At least half a dozen cases a year come to the ears of the police authority, but only one or two are reported, because the visitors do not have time to go to the prosecution and file a complaint.

          Three dance groups participated Sunday night in the "Noches Magicos of Isla Mujeres" (Magic Nights) on the Town Square, and delighted the visitors and local families at this evening event which has become a tradition. The dance troupes “Taller de Jazz Lírico”, “Añoranzas de Isla Mujeres” and “Entorno” presented colorful choreography and were given recognition and appreciation by the municipal General Secretary Antonio Coronado Rojas. He said, "It is important that the islanders have spaces to spend quality time with their families without having to leave the municipality." Noches Magicos are held on Saturday evenings in the Continental Zone.

   Thousands of tourists continue to visit the island, with no reports of major incidents. Some Mexican families prefer the small boat tours from Puerto Juarez, whose price includes a meal.
     It is also noted that buoys are recommended to protect the whale sharks, to reduce injuries to them from propellers of ships who pass through their feeding area, which include cruise ships and freighters.

     The municipality of Isla Mujeres is taking legal action, since there has been no progress in the dialogue with the municipality of Benito Juarez (Cancun) regarding payment of more that 9 million pesos owed for use of the regional landfill which is located in the municipality of Isla Mujeres. Alderman Carlos Gamboa said the City of Isla Mujeres wants to invest this money in the Trash Transfer Facility on the island and for trash collection and transport vehicles.
      The lawsuit is pending before a judge so that the neighboring municipal government will honor this debt.
         During the administration 2011-2013, two agreements were signed between the two municipalities to use the municipal land of Isla Mujeres for the new regional sanitary landfill, for a payment of 200 thousand pesos a month. These payments were not made to the island government during the previous government's three year administration.
           Currently, the island's trash vehicle fleet has serious problems, and more trucks are need for the collection and transfer of garbage. There are still more than a thousand tons of trash remaining at the Transfer Facility located at the southern part of the island. The problem of accumulated trash at the facility has been ongoing for over a lustrum (five years).

         On Sunday, more than 20,000 visitors arrived to this vacation destination via the boats that transport people from Puerto Juarez, Punta Sam and the Cancun Hotel Zone. Tourists leased all the golf carts from the rental agencies and were using all the taxis, which affected the residents. As of 3pm, there were no incidents according to the Harbor Master, lifeguards, and Traffic police. The area by MUSA was congested with boats, which is also common with the National Marine Parkof the Occidental Costa de  Isla Mujeres, Punta Cancún and Punta Nizuc,and it has been suggested that there should be a capacity limit. 
    The dive shops and tours to Isla Contoy were departing from an early hour and it is said that the 200 person capacity to that island is being exceeded.
     On land, Punta Sur had many people; Traffic to the area began before 10 am and slowed after 4 pm, when the golf carts began to be returned to their agencies.

      A group of volunteers who collaborate for environmental causes participated in cleaning the island's eastern beaches in an effort to raise citizen awareness. Kaiulani Creamer Shorey, one of the volunteers, said that about 30 young people participated. They removed 200 kilograms of trash from a 300-meter stretch  between the FOVISSSTE housing unit and the municipal slaughterhouse. 
     The participating associations included Barracuda Board Co., directed by Marissa Smith; Action for Isla, directed by Kaiulani Creamer Shorey; and the Island Skate & Longboarding Assosiation (ISLA), led by Daniel Ley. They also included children to help raise awareness among young people. 
      They were able to skate along Isla Contoy street in front of the Caribbean, taking advantage of the hill, where they sometimes practice. The government agreed to close that part of the street from 10:00 am to 6:00 pm for this exercise. During this time, it was announced that "next week they have a statewide tournament to go to the nationals". The team representing the island will be sponsored by the Barracuda Board Co.

   Whale shark tour boats do not work on the 30th of each month which included June 30th and July 30th and is scheduled to occur on August 30th. The 240 permit holders are expected to resume work on July 31st. There are about 400 whale sharks in the feeding area, a few miles from Isla Mujeres, in an area estimated at 600,000 hectares of water by the Yucatan Channel, a zone where cargo ships and cruise ships travel, and many of the whale sharks are marked with propeller cuts. It has been recommended that buoys be placed to restrict traffic in the area.
