During the Special Session of the City Council for the 167th anniversary of the founding of Isla Mujeres, the Mayor urged the islanders to work for the welfare of the municipality.
"Welcome to the celebration of one more year of life for the island family, forging a future from 167 years ago," he said. The municipal president of Isla Mujeres, Juan Carrillo Soberanis, spoke on the Town Square during the Fourth Public Special Session of the City Council. held in commemoration of the 167th anniversary of the Pueblo of Dolores, now Isla Mujeres.
The Mayor recalled that it was in 1850 when Bartolomé Magaña recorded his arrival in Isla Mujeres, originally from Campeche, in the civil registry, for the first time, and that was when the first islanders founded a new and prosperous community.
After the reading of the Decree of the Foundation of the Pueblo of Dolores, now Isla Mujeres, by the Secretary General of the City Council, Antonio Coronado Rojas, the mayor gave recognition to the descendants. He awarded the medal for Citizen Merit "Don Alfonso Ríos Azueta" to Fidel Villanueva Martín (sic Madrid), Isla Mujeres historian; and the medal for Tourist Merit "Lic. José de Jesús Lima Gutiérrez" to the family of Don Mariano Martínez Sabido, which was received by his daughters Susana and Isabel Martínez Magaña.
"The determined participation of its people is the basis of well-being on the island. I recognize every time they have dedicated their time to cleaning the mangroves, painting the parks, and picking up junk to maintain the health of people and the environment that, for a long time, almost two centuries, has supported our Isla Mujeres with the assistance of hundreds of hands."
Juan Carrillo Soberanis stressed the importance of educating the new generations on the historical facts that mark Isla Mujeres, because it is the young people who will have to "wear their islander identity (camiseta isleña) with great pride to advance our municipality, as they did its founders," he said.
"Isla Mujeres was founded by people who came from different parts of the Yucatan Peninsula fleeing the horrors of the Caste War, who had to learn new trades and new forms of organization to live in conditions of a land surrounded by sea, something to which they were not accustomed. Thanks to their tireless efforts, today we are a prosperous municipality and one of the favorite destinations for thousands of visitors from around the world attracted by our beautiful history, "said the Mayor.
Finally, Juan Carrillo Soberanis emphasized that the most important lesson that the founders left as a legacy is that the future of the municipality is in the hands of its people, and he urged the islanders to stay united and to follow the example of their work, with which is recorded in the history of Isla Mujeres a very clear and forceful message: Only united can we hope for a better future!"

As part of the 167th anniversary of the founding of Isla Mujeres, the municipal president Juan Carrillo Soberanis, made a dive more than 10 meters deep to place a wreath at the Cruz de la Bahía, located off the southern coast of the island.
This tradition is 23 years old, and the mayor is the first municipal president to immerse himself in the waters of the Caribbean Sea to place the floral wreate at the base of the underwater monument, which is one of the symbols of Isla Mujeres.
The mayor said, "The islanders are people who are proud of our roots and that is why it is a real honor for me to place this floral wreath at this monument which holds special significance for the whole community."
Simultaneously, members of the island community also placed floral wreath as part of the procession of the Virgin of Immaculate Conception, and a Mass was held at sea aboard a ferry. The Mayor invited the community to the evenings events on the Town Square. (see Events section below).

In the City of Isla Mujeres, the commitment to maintain a clean and healthy island is continuous, for that reason, the municipal president Juan Carrillo Soberanis, participated in a campaign of junk removal, in the streets of colonia Salina Chica. The junk removal program that is carried out in all the municipality, in the Continental Zone and on the Island, will be permanent and ongoing during this administration, with the purpose of prevention of the diseases caused by the mosquito that transmits dengue, zika and chikungunya.
He said, "That is why we are inviting the citizens to collaborate with us with their responsibilities and keep their courtyards clean of objects that can accumulate water when it rains, since they can easily become mosquito nesting areas, which must be combated to guarantee the health of island families."
He thanked all the people who are joining the cleaning up campaign, as it shows the enormous commitment that exists among citizens to have a clean island. Since the beginning of the junk removal campaign about 80 tons of junk have removed from the streets of the island.

This dolphin is in a more delicate state of health than the previous one, "Paki" and his prognosis remains guarded. The mammal was rescued from a beach in Yucatan by the Navy of Mexico and immediately transferred to Isla Mujeres, where specialists are in charge of his health.

Harbor Master increases surveillance to avoid incidents at sea https://goo.gl/VBhjgi
The Harbor Master has confirmed that surveillance was increased 15 days ago to avoid potential incidents. Ismael González Gil, Isla Mujeres Harbor Master, said that in fact these measures have always existed, but they are currently being implemented, following the integration of the office of the Harbor Master with the Secretary of the Navy.
These surveillance measures are mainly focusing on private individuals who have some type of boat to carry out recreational activities with their friends and relatives, such as going fishing or simply taking a boat trip in the bay or around Isla Mujeres.
He explained that starting 15 days ago, the surveillance personnel, who are the agents with the Department of the Navy and the Harbor Master, require all vessels, without exception, to have the minimum security measures.
This includes boats used for nautical tourism, commercial fishing, ribereña fishing and even private boats, which must all have these minimum safety measures such as: life jackets, radio communication, first aid kit, life preserver, among others, as well as having their documentation in order for both the boat and its crew.
The Harbor Master said that in case they do not have these safety measures or if the documents for the boat and its crew are not in order, the surveillance personnel will have the power to secure the vessel and transfer it to the facilities of the Fifth Naval Region or the Harbor Master. Regarding the sanctions that could be applied to the owners, he said that that is the responsibility of CONAPESCA.

Millions of dollars ARE being investing in the municipality annually by the hotel industry in the Continental Zone of Punta Sam and Isla Blanca, where there are plans to have about 30,000 hotel rooms in the next two decades. Currently there are 3599 rooms under construction, in the five star category, that will be premiered in autumn and winter. Under construction are: the Luxury Hotel with 498 rooms; Hotel Riu with 743; Hotel Gran Palladium 753; Hotel Atelier 593. Undergoing expansion are the Hotel Fines with 500 more rooms; and Villas del Palmar with 105 additional rooms.
If they are all completed by December the number of rooms will almost double from the current figure, for a total of 7683. Regulations have authorized Punta Sam and Isla Mujeres to have 27,000 rooms in the next 20 years, when it will reach its maximum development, principally the large complexes will be in the developments of Playa Mujeres, Paraíso Mujeres, Costa Mujeres and Sotolindo.
The next part of this article is about the infrastructure projects on the mainland, where workers are migrating. It says the large franchise hotels have higher occupancy rates than the small hotels on the island.
The third part of the article says the fishing cooperatives lack institutional support to transition to the mechanized production of seafood such as lobster, grouper, and cobia, among other species. Cuban specialists say this could be implemented in the lagoon systems of the island, as well as along the coastal area of the mainland, so they they would not be dependent on natural reproduction of these species in this area.
Recently the president of the Federation of Cooperatives of Quintana Roo, Baltazar Gómez Catzin, said that the fishermen lives in ignorance and for this reason they have participated, without conscience, in the reduction of the population of the valued species like lobster, which have high commercial value in the international markets. For that reason, he asks that the government implement an institutional plan to direct the activity to the logic of mechanized production.
The latest proposal for farming cobia collapsed in 2011 when an attempt was made to take over the Federal Zone of the Isla Blanca cooperative by an individual, in an alleged arrangement with officials of the three levels of government. Before that incident, SAGARPA was planning to invest about 10 million pesos in the property for the members of that cooperative and of the Makax cooperative.
The last part of this article notes that at the festivities celebrating the 167th anniversary of the town, recognition was given to descendants of the founding families including: Magaña, Figueroa, Ríos, Burgos, Martínez, Fernández, Osorio, and Tejero, among others. There will be official activities in the evening, and social networks have information about the islanders who helped bring the island into the modern world, including the great builders of wooden boats, divers, and environmentalists.
