Rescued dolphin improves daily & is getting close to being set free

On May 2, a dolphin ran aground on the east side of the island and was rescued by volunteers and staff from the municipal agencies of Civil Protection, Ecology, and Zofemat; as well as specialists from Dolphin Discovery, who were called in to assist and evaluate the injured animal. He taken to the corral of the Tortugranja municipal aquarium, where he was provided with 24 hour medical care and monitoring by a team of specialists from DD, who are members of the "Beached Marine Animal Network".
The dolphin is of the species "Rough Tooth" (Steno Bredanensis) and was diagnosed with a chronic gastric infection, parasites, and dehydration. He continues to improve and the specialists say he could be released soon.

Mayor Juan Carrillo Soberanis handed over a fully equipped ambulance to the Isla Mujeres Red Cross, and congratulated the new president of the organization, Juan Felipe Biermman Stolle. The Mayor encouraged residents to contribute to this completely altruistic organization which needs their support to keep itself active and to continue to provide services and attend to medical emergencies.

The Festival of Caribbean Culture began with performances by Guatemalan singer Sara Curruchich and the group Rockabilly Malix Cats outside the Casa de la Cultura on Saturday at 7pm, following a workshop on painting techniques at 6pm inside the facility. The director of Culture and Arts in Isla Mujeres, Ruben Perez Martin, thanked the Mayor for his commitment to promoting art and culture and support for activities such as this with contribute to this effort as to maintaining the traditions and connections between the Latin American people of the Caribbean who share language, identity, and values, which unite them. (IMDN&E editor's note...editions of this festival are being held in other municipalities of the state, also.)

The Por Esto article (below) says the logo on the side of the vehicle indicates it was donated by Nacional Monte de Piedad, so I did a little research & discovered something interesting....they're a nonprofit institution and pawnshop (!), with centuries of history.
Wiki explains: "Since its foundation, Monte de Piedad has had two unchanged fundamental objectives. The first and foremost is with respect to loans to families with emergency needs, giving the most favorable conditions possible and without considering possible financial gain to the institution. Its first and primary lending strategy is microloans secured through pawned objects. However, because the foundation lost significant money in its early years, the governing board decided in 1782 that it was necessary to charge fixed interest. Because they are a charitable organization, they will take items with a value as little as 30 pesos; however, the average loan is about 500 pesos. Most of the pawned items are jewelry and watches but the institution will also take a variety of objects such as cars, domestic appliances and even sheets and linens. However, it has since added some other financial services such as banking services, begun in 1878 and home equity loans, begun in 1997.
The second has to do with the money the enterprise does earn. In the
past decade, the institution has donated money to more than 1,500
charities, with an average total yearly donation of between 400 and 450
million Mexican pesos. Charities include Michui Mau, who work with
burned children, the Mexican Red Cross, Teleton as well as charities
which work with autistic children, children with cancer, people with
AIDS, victims of domestic violence, among others. In addition to these,
the foundation also supports education in the way of scholarships."

Isla Mujeres hotel occupancy at 67%.

The Tourism Department confirmed that hotel occupancy has maintained at 67%, and is expected to improve with the Fishing Tournament this weekend. The contest is being advertised and includes more than a million pesos in cash and prizes, including a first prize of 350,000 pesos. Links are contact info are given.
Progress on the third stage of the expansion of the wastewater plant

This third stage consists of the construction of an aerobic digester, doubling capacity from 30 liters per second to 60 liters per second. This is part of a project that began several years ago by Aguakan with an investment of more than 30 million pesos. The wastewater plant is located in the southern part of the island and this project will double the capacity for sewage collection and treatment.

This article says there was no rain during the day on Sunday, except brief showers, which allowed tourist activities to continue. Improved weather is forecast for Monday, and there was a saldo blanco (no incidents) with nearly all the 800 golf carts rented, as well as hundreds of scooters, bicycles, and taxis, which were touring the attractions of the island. The fishermen were able to go out, and the ferry boat companies reported they were running at about 60 percent capacity.

A new president was installed for the board of directors of the Isla Mujeres Red Cross, Juan Filipe Biermann, and a new ambulance was donated through the Nacional Monte de Piedad, according to the logo on the side of the vehicle. Special guests attended the swearing in, who are mentioned in the article, and appreciation was given to the outgoing president, Jorge Cardenas, and his wife Patricia Rodriguez de Cardenas. Statistics about Red Cross services rendered in 2016 around the state are given.

On April 18, the Regulation for the Protection and Welfare of Animals in Isla Mujeres (Reglamento de Protección y Bienestar Animal de Isla Mujeres), became official, when it was published in the official state publication. The newly appointed municipal official for the relevant agency said he had a plan to register all the animals, with their addresses and owners. He said the registration would follow an education and awareness campaign, with signs and leaflets, and owners would be made aware that the regulations include sanctions.
He estimated that 95% of the dogs who are loose in the streets have owners, but said the situation is more complicated with the cats. It is estimated that there are about 10,000 animals on the island, and perhaps a similar number in the continental zone of the municipality, due to exponential growth in that area.
Article 1 includes requirements about providing proper care which includes food, shelter, rules for proper management and control for the health of the public and the animal, and prohibitions against violence.
Article 4 specifies what types of animals are protected in the municipality, including domestic, abandoned, those owned by companies, feral animals, those used for sports or for shows, those used for research, for service, and others are specified.
Prohibitions and obligations of owners are given which include proper ventilation, areas for movement, hygiene, preventing thirst, sunstroke, pain, and others are specified. It prohibits keeping animals on roofs without the necessary care and in danger of falling, as well as exposure to inclemency of weather without shelter.
Articles 19-48 address the identification and registration of cats and dogs. A Municipal Citizen Council for Animal Care and Welfare should be installed. In the section on infractions and sanctions, there are fines ranging from one to 100 days of minimum wage equivalent (80 pesos or little more than $4usd), and arrest of up to 36 hour for adults who incur violations of the provisions.

Fine dining a few steps away at Da Luisa or try the traditional neighborhood eateries a couple blocks farther. Within ten minutes walk are the restaurants Mango Cafe, Bahama Mama, Brisas, Manolitos, Green Verde, Kash Kechen Chuc, and the large department store-grocery Chedraui. Visit marinas, bars, & beach clubs that are minutes away by bike or on foot. Attend Yoga classes a couple villas away at hotelito Casa Ixchel.
