Noches Magicas brought Islanders and visitors together to enjoy the performances on the Town Square Sunday evening.
       The performances were enthusiastically applauded and enjoyed by islanders and visitors alike. The artists included the dance groups “Urban Dance” and “Pasión por el Danzón de Quintana Roo A.C.”, as well as singers Mario Ruben García and Cesar Rentería, who were given municipal awards for their participation. The performances included artists from the neighboring municipality of Benito Juarez (Cancun.)





Municipal president, Juan Carrillo Soberanis, was appointed vice president of Island Municipalities by FENAMM
 During the National Meeting of Municipal Presidents, held in Toluca, State of Mexico, the National Federation of Municipalities of Mexico (Fenamm), led by Manuel Acosta Gutiérrez, acknowledged the great work which the municipal government of Isla Mujeres, headed by Juan Carrillo Soberanis, has done since the beginning of the current administration. Therefore, he was appointed the vice president of Island Municipalities. 
     The Mayor gave a speech expressing his gratitude for the appointment and his commitment to continue working for the benefit of the islanders. He said Isla Mujeres is being positioned as one of the best destinations in Mexico, receiving national and international recognition, and his government will continue to work to increase the influx of visitors and investors, who are seeking safe destinations. He said he will continue to work in a coordinated manner with the different levels of government for the benefit of the Isla Mujeres municipality and its people.



The campaign has begun for the First National Week of Control of Dengue, Chikunguna, and Zika, which includes broad thermo-fumigation and misting on Wednesday and Thursday at 5pm, as well as visits to homes to eliminate areas where the larvae can breed. The head of the Vector department, Victor Tinales, said it is necessary for the residents to open their doors to the inspectors and cooperate with these mosquito control efforts. This will take place  April 3-7, and began at 9am in the La Gloria Park. Residents are urged to flip or cover items where water can collect, and to eliminate receptacles where water can accumulate and mosquitoes can reproduce, including tires, buckets, containers, and depressions. Residents are encouraged to avoid exposing their skin to mosquito bites with the use of long sleeved shirts, long pants, repellents, and mosquito netting. 
   "Dengue, chikungunya and zika are preventable diseases, most of the factors that facilitate their spread are controllable through individual and community prevention practices," said Juana Milián González, municipal Director of Health. 
      She explained that these actions are being carried out in coordination with the State Department of Health and SESA  to prevent the transfer of dengue, chikungunya or zika to a healthy person through the bite of an infected mosquito. They will be putting Spinosat larvicide in the tinacos of the whole island, in addition to advising residents to flip or cover any receptacles for standing water.

Committed to ensuring that all families have access to increased and improved health services, the government of Isla Mujeres, led by the municipal president, Juan Carrillo Soberanis, through the various agencies in charge of this sector, continues to support the work of improvement of the facilities of the Community Hospital of the island and the training of its staff.
"Among these actions are the maintenance and configuration of the digital system for the taking of X-rays, which will be able to perform about 1,200 plates a month and that is used mostly for trauma injuries - fractures -, so it will be of benefit for all inhabitants of the municipality, "said Juan Carrillo Soberanis.
Also, the mayor said that after a period of maintenance and rehabilitation, the Hyperbaric Chamber - located in the vicinity of the Paseo de la Trigueña - the Chamber has been working at 100 percent for nearly a month, with the necessary capacity and certification to provide adequate and quality services to those who require it.
In this vein, the Municipal Health Director, Juana Milián González, commented that the Hyperbaric Chamber is of great benefit to the islanders. For example, during the lobster fishing season it can be used to up to 5 people daily, providing they are providing service simultaneously to 2 people in sessions of 45 minutes. He said it also can be used to treat people with diabetic foot, for more rapid healing of their injuries, among other benefits.
On the other hand, the municipal president explained that the staff of the Community Hospital of Isla Mujeres will be continuously trained in the management of the defibrillator, and review of the functions of the volumetric ventilator, defibrillator and electrocardiograph, guaranteeing the quality in these services.
Finally, Juan Carrillo Soberanis acknowledged the great work that the municipal and state governments have done in a coordinated way through the various agencies involved to realize such important works that will undoubtedly generate great benefits for the islanders and their families; Therefore, he reaffirmed his commitment to continue working to improve the health services of Isla Mujeres.





Municipal Youth Institute held Rapid Soccer Tournament for ten teams of high school students from the Island and the Continental Zone   The Isla Mujeres Youth Institute is promoting encouraging sports activities for healthy lifestyles among young people. Among the first activities implements is a Rapid Soccer tournament among high school students of Colegio Bachilleres, with the participation of ten teams from the island and continental areas of the municipality. The name of the winning team was "Turismo", second place went to "Real Madrid", and third place went to "O.D."

Jorge de la O Pino, is the father of the captain of the boat "Anastacia" which was lost with its five crew members  a year ago. He still thinks that his son is alive and every day he dedicates a few minutes to praying that he will return home .       He said that he did not agree very much with the celebration of the Masses, because this would be like accepting that they were already dead, something that does not fit in his mind.
   
He said, "For me they are not dead, I ask God every day to bring them back alive." He said that the holding of the Masses, was done at the request of the wives, who are in their right and he respects that. It is noted that the Masses were held in the afternoon and evening on Thursday, and were attended by family and friends of the five young fishermen who disappeared on March 30th last year aboard the "Anastacia". To this day, nothing is known, but relatives have not lost hope that they will someday reappear.


Second ferry company may start operations

      In this article, the director of the Port Authority APIQRoo, Alicia Ricalde Magana says she is in favor of having competition for Ultramar & that two companies have made formal requests for the Isla Mujeres-Puerto Juarez route & it's "possible" one could start operating at the beginning of the Easter holiday season. First the SCT (Dept. of Communications & Transport) needs to sign off on the extension construction that was just completed on the Puerto Juarez pier.
She said then the boats must come to the pier and be physically tested to verify they are in compliance with all requirements, but the company Marinsa has suggested a virtual test, which isn't acceptable. She said there is a high probability that the company "Barcos Caribe" will start operations, providing it meets the requirements of the Merchant Marines, as well as those of the Port Authority and Harbor Master.


Selling of cloned cell phones

    After Islanders complained about being deceived, two men and a woman were arrested, who had allegedly been walking around downtown selling phones that are clones. Customer Guillermo Castañeda said the young people arrived to the island and one of them was wearing a long sleeve shirt with the logo of a cell phone company. He said the phones were being offered for 3500 pesos each or 7000 for a pair, and appeared to be Samsung Galaxy Edge 7's, which normally sell for ~18,000 pesos. He said about a half dozen workers bought the phones, then complained to the police officers at the Maritime Terminal, asking them to locate the alleged scammers. They were found shortly after noon and placed at the disposal of the Ministerio Publico.

Promoting the island as an alternative destination

  There has been a project to promote Isla Mujeres as an alternative destination where visitors can seek tranquility from the sea and alternative health services that include knowledge from the Aztec and Eastern cultures. It was proposed that businesses of this type operate near Punta Sur, but no investment or dates have been specified.
    The Lima Fernandez family opened an establishment of this type (the article says it is the first), which was recently promoted at a bimonthly cocktail event on Friday, where their products and treatments were presented, which are given in the article, with a web link.  It is the "Spa at Secreto." They are ready for the 49th Regatta del Sol al Sol (April 28-May 5) when a dozen sailboats will visit from St Pertersburg, Florida, and dozens of guests will attend a cocktail party at the famous Casa de las Rocas.

Growing Health Tourism Industry
   In 2015, Mexico was ranked 11th in terms of health and wellness tourism in the world with a market value of 10.5 billion US dollars, according to a Mexican finance expert. The Global Welfare Summit estimated 26 billion dollars are spent annually by health and wellness tourism, with an annual growth rate of 16 percent, in Latin America and the Caribbean.

  At the beginning of each month, a civic ceremony and reading is held each month on the Town Square, which is part of a commitment to promote civic awareness among young people, to foster love for Mexico and promote the importance of civics for the good development of society, explained Mayor Juan Carrillo.  In April, World Health Day and World Environment Day are commemorated, with support and assistance from the community of the island.

   The southeastern winds continued to be intense, and the port has been closed for small boats for a week, preventing the fleet of small fishing boats from working. The effects of cold front #39 are expected to arrive on Thursday.

  It has been two weeks since Suemy Martin Martinez suffered injuries in an accident with a municipal patrol car, which resulted in a fractured nasal septum, a coccyx fissure, and injuries to her hands, feet, neck, and skull which are still causing her pain, insomnia, and nightmares.
    She filed a suit with the Ministerio Publico (Public Prosecutor's office), where a file was opened,  and the expert opinion was in her favor, saying that Patrol 6020 was responsible, whose driver was Javier Santurrion Galindo. The accident occurred at colonia Caridad del Cobre when Sra. Martin was about to enter the neighborhood, and was struck from behind by the patrol car. The motorcycle was totally damaged and is unusable.
   She has asked for intervention from Mayor Juan Carrillo Soberanis and from the Chief of Police, Jaime Ongay Ortiz to expedite the process, and was told that a senior officer from the insurer Qualitas is in charge of issuing the payments. She said she has not had success when contacting the company by phone and are getting the run-around, and have sought legal assistance.
    The medical expenses were more than 50,000 pesos, and she has been advised to get skull x-rays for evaluation, as well as ongoing medical care. She is employed and was on her way to work, traveling from south to north, when the accident occurred on March 23 by the Corona business at 2:30pm.

One year since the disappearance of the fishermen

         The boat captain of the Anastacia was Jorge Fernando de la O. Avalos “Pipis”, and the crew were:  Marco Antonio Bardales Pastrana “Vampiro”, Alfonso Jiménez Torres “Chatilly”, Rusel Pech Cemé “Curro” and Humberto Constantino Ordaz “Beto”. They departed on March 30, intending to go fishing north of Cozumel. There were winds from the south, and when they were gone for 24 hours and had not returned to port, a search was initiated on the afternoon of April 1st, with worried family members seeking help from private individuals, officials and the military.
   The search was extended by sea, land and air, outside of the Mexican territorial boundaries, with no result. Photographs and information were published on social networks and in the media. The Mexican and foreign communities participated extensively to disseminate the information.
       Questions were raised about the initial search procedures by friends and family, as their despair increased with the passing hours. There was an initial disagreement between the Navy, the Harbor Master, and the other search groups. Some said there was a lack of a single command, which has occurred with other previous searches of lost seamen from this port.
        Prayer chains by family members and friends continue on this anniversary, and they have not lost hope that the men are somewhere, especially the orphaned children.
   Prayers
    There was gratitude for the tourism service providers and the private individuals, as well as the Naval ships and aircraft who helped the municipal and state governmental efforts, in the search efforts, as well as for the Harbor Master and volunteers. At the Catholic and Christian churches, there were requests for divine assistance during this time of suffering for the family and friends.

  It appears that the new Director of Fishing will be Policarpo Pastrana Portillo, aka "Polo", who is president of the Makax cooperative, although it is said that a few days ago the majority of members of the five cooperatives were supporting Vicente Celis and Raul Gonzalez as Director and Secretary, respectively.
   It seems that the Director of the Red Cross of Quintana Roo has validated the change in leadership of that organization in Isla Mujeres, with former Treasurer Felipe Bierman replaceing Jorge Cardenas as the local Director. The annual donation collection is now in progress and a new ambulance is coming, which was acquired with financing from the Azteca Foundation and the municipal government. A proposal has been made to establish a subdelegation in the Continental Zone (on the mainland), in order to serve a population that is almost equal to that of the island.

Complaints about cable service
  Customers are complaining about cable service from Izzy, saying the company is very punctual with its 50 peso late charge, but slower to resolve service problems. Cesar Peninche has a small business selling chickens, and says he has had problems for more than a week with poor internet service, which is difficult because he must generate bills and receipts every day.
      Customers are asking that an office for PROFECO (Federal Consumer Protection Agency) be reopened on the island so they can submit their complaints about bad service from this and other companies, especially now that Easter holiday season is about to begin.

Port remains closed for small boats due to strong winds from the southeast.
   Warning flags remain hoisted on the island's docks and fishermen are not going out, to avoid another wreck like that which occurred Friday near Punta Sam with the 20 foot boat "Tax 1" whose one crewman managed to swim to the hotel "Dreams", but the other was found dead on a nearby beach, according to a source with the Harbor Master's office.
       The unofficial information is that there was no boat by this name registered with the Harbor Master, therefore it is not from one of the fishing cooperatives nor a lanchero with the touring cooperatives. Indications are that it was traveling between Puerto Juarez and Isla Mujeres and vice versa, and the bad weather caused the regrettable incident. (By Olvidio Lopez)

Annoyance with APIQRoo

   Vehicles were denied entry to the APIQRoo parking lot for the car ferry to Punta Sam at 8am on Sunday, and were advised they could enter at 9am, which is an hour before the ferry starts operations. They were forced to wait at the airfield, and then when they were trying to enter the parking lot, it was at a time of high traffic activity, with many tourists already renting golf carts, causing risk of an accident, due to a lack of Traffic police.
    APIQRoo staff said a policy began a month ago to charge 200 pesos to stay overnight in the parking lot, and therefore a reja (barrier?) was installed. They said it is more noticeable on Sundays because then the first ferry doesn't leave until 10am, while on other days it is much earlier.
    This generates a problem that prevents the lining up of the vehicles two hours before the ferry departs, except for those willing to pay the fee for overnight parking. Drivers complained that this adds to the expenses of living on this beautiful isle, that it causes bottlenecks in traffic which increases the risk of accidents, and they said negative things about the APIQROo senior officials and politicians.
