1500 lots with services in new colonia on mainland
A new colonia is being established on the mainland part of Isla Mujeres named "Itzamná in Ciudad Mujeres" to provide 1500 lots for decent housing, because there has been rapid growth in the population of the municipality in recent years. The City of Isla Mujeres, headed by the municipal president, Juan Carrillo Soberanis, in coordination with the Department of Urban Development and Housing (Seduvi), are working to provide the lots with basic services, such as water, light and paving, for the citizens of The Continental Zone. The Mayor thanked the Governor and said, "Isla Mujeres is a developing municipality and therefore there is a growing need to provide decent housing for all its inhabitants. With this work, in coordination with Seduvi, we will create better lives for all the islanders," said the municipal president.
Juan Carrillo Soberanis reaffirmed his commitment to the island's citizenry, so that all families will have decent housing in a municipality developed with a foundation of environmental sustainability, which is an important part of the State Development Plan 2016-2022 and of the Municipal Development Plan 2016 -2018.

Alicia Ricalde Magaña, general director of the Integral Port Administration of Quintana Roo (APIQRoo), took a European businessman on a tour of several locations around the state, beginning at Isla Mujeres. He represents investors who may be interested in having a project of floating hotels. The visit focused on the eastern malecon, behind the Casa de la Cultura, where a study done by a previous administration indicated the proposal could be viable, with "rutas de cabotaje de altura" from there. During the businessman's visit, she also intended to show him the attractions and activities of the isle. She said this project has been proposed by previous administrations, including when she was Mayor.
Ms. Ricalde explained that the state government has debts and a limited ability to finance projects such as this. The governor has given instructions to seek private investors for large, development projects, which could provide economic benefits for the municipalities.
She said the European businessman is a representative for major shipping companies, both passengers and cargo, who aren't just interested in Isla Mujeres for potential investment, and he will also be visiting Cozumel Island, Puerto Morelos, Calica, and Mahahual. Then he will go to the state capital, to see the route for the Canal de Zaragoza, which could be viable for a "private public" investment.

The winds from the south and north have caused the Playa Centro (aka Posada Beach) to gain sand, and part of the buoy line is in the sand. Swimmers are entering the boat navigation area, which is especially dangerous after the lifeguards leave at 6pm and when it is dark.
In order to move the buoy line 10 or 15 meters into the channel, this must be authorized and currently the Capitanía de Puerto (Harbor Master)'s office is being integrated with the Secretary of the Navy, and then the request can be addressed. However in this case, SEMARNAT also has to approve because of the presence of coral reefs, if the main buoy is moved, affecting the navigation of the boats.
The municipal Director of Civil Protection, Ulises Berman, said that the Harbor Master, Ismael Gonzalez Gil, has made the request, but there is a process which does not end with the Navy, but also involves a decision by the SCT (Secretary of Communication and Transport), in order to move the area of navigation.
The waves may move part of the sand that was gained at Playa Centro over to the north by Chichis, where erosion has caused the loss of an estimated 10,000 square meters of sand. Businesses in the area are encouraged to warn all of the swimmers to avoid entering the area where the buoys are on the sand and where there are no boundaries for the navigation area. It is noted that this area is especially dangerous after dark, and after the lifeguards leave at 6pm.
Two complaints against police

Recently, two complaints against police officers have been filed with the Human Rights Commission, and have been published in Por Esto, with the SEyC (Ministry of Education and Culture) being in charge of the complaint, and it is being followed by the Public Ministry (Prosecutors), Public Security (municipal police), magistrates and authorities. One of these is in regards to injuries and damages sustained by Ms Suemy Marfil Martinez when her scooter was hit by a patrol car more than a month ago, and payment has not been made, although it was determined that the officer was at fault. The Public Ministry is required to issue a report no later than Friday on this case.
Due to the condition of the muncipal jail, some months ago prisoners were transferred to a Quintana Roo penitentiary, in accordance with the regulations of the state department of Ejecución y Penas and to avoid violating the rights of the inmates. The island jail does not meet the physical, legal, and administrative requirements for them to serve their sentences there.
However, some inamtes had already served about three years of their sentences in this small place which lacks recreational space, medical equipment, culture, and workshops. There are plans to improve the facility.

Merchants, vendors, and snorkel tours operators are reporting decreased business since the number of visitors has declined with the end of the Easter holiday season on Monday. The beaches and shops which were busy are now practically empty. It is hoped that tourism will improve with the arrival of the boats with the regatta, which begins this weekend. They are also hoping for improvement with the arrival of the whale shark tours season in the second half of May.

Holy Week begins April 9th with Palm Sunday, with the blessing of the palms and more emphasis will be given to the entrance of Christ (played for the sixth time by Wenceslao Trejo Martinez) into Jerusalem, riding on a small burro, as it says in the Scriptures.

Amar Cocina Peruana Restaurant is on the back street Guerrero, just north of Abasolo & the Cultural Center, on the west side of the street. Sergio's impressive batik art can be seen, and purchased, at the Thursday Artist Fairs. He also does murals & sign painting. We love the mural he painted for us! His are will be featured and for sale at the restaurant all month.
Sunday, April 9 Palm Sunday
On Palm Sunday at 9:30am, a procession will reenact the triumphant entry of Jesus Christ into Jerusalem, by walking from Playa Centro to the Town Square, where a mass will be celebrated in front of an audience which is expected to be ~1000 Catholics. Fifty people will participate as actors and 20 will be in charge of logistics.
Another reenactment of the entrance of Christ into Jerusalem is scheduled for 7:30pm from the tourist center at Mundaca Hacienda to the Sacred Heart Church in La Gloria, where Mass will take place.

There will be two Last Suppers and Washing of the Feet reenactments, with the first at the downtown church Immaculate Conception at 8:30pm and the second is an hour later at the Sacred Heart Church
Good Friday, April 14 10:30am Sacred Heart Church (in la Gloria), Passion of Christ reenactment with the Stations of the Cross . On Friday, reenactment of the ViaCrusis (passion play/stations of the cross) will start at 10:30 (at Sacred Heart) and join the other group at the Guadalupe Chapel (overlooking the Caribbean in Salina Chica) and they all will go together for traditional walk to downtown, which is four kilometers finishing on the Town Square at 3p with recreation of the crucifixion of Christ.

Action for Isla
To everyone who loves Isla Mujeres,
Action for Isla would like to cordially invite you to participate in the 2nd Annual Earth Day Isla Mujeres Dive Against Debris Event on April 22, 2017. The main objective of the event is to perform a cleanup of the docks and beaches of Isla Mujeres in order to give back to the community and the island that we all love and enjoy.
Last year’s event was a raging success, over 60 volunteers on land and sea collected more than 650kgs of trash in the space of an hour and a half, including 425 glass bottles, 87 snorkel tubes, 6 car and tractor tires and a supermarket shopping cart. We hope to make this year even bigger!
The main reason for this letter is to invite you to participate and support the cause. This event consists of teams of certified divers, support snorkelers and spotters on land that will remove trash from the areas under the docks from the Adolfo López Mateos dock to the dock of the restaurant Velazquez. Volunteers on the beach will assist in the separation and classification of waste. Additional volunteers and the schools of Isla Mujeres will facilitate a simultaneous cleaning of the beaches and boardwalk (Malecón) area and beaches of downtown (Centro) that same day.
In addition to cleaning, we will hold a raffle to raise funds for improvements in the area of the National Park and actively contribute to the organization Project AWARE, which aids in organizing such events worldwide and is currently supporting the logistics of this event. Furthermore, we will document and report the classification and total weight of all debris collected from these two areas to assist Project Aware in their ongoing research regarding marine conservation.
We will provide gloves and lunch for participants as well as large water dispensers, please bring your own refillable water container as it is Earth Day and we would like to promote reducing, reusing, and recycling.

*If you wish to dive to collect debris please ensure you are Advance Open Water certified and contact us as soon as posible, there is a limit on the number of divers we can have based upon the available gear. Please bring your own snorkel gear if you have it. ALL DIVERS AND SNORKELERS MUST ATTEND AN ADDITIONAL SAFETY BRIEFING THE EVENING BEFORE THE EVENT.
**The in water clean-up will begin at 8:00am (divers and organizers meet at 7:30am) the event will continue until 2pm to factor in the time for sorting the trash, and then the raffle will take place. Cleaners and volunteers may come at any time but we ask if you would like to volunteer at the stands please contact us and ensure you can show up at 8am to help with set-up. Thank you!
There are many volunteer positions available for this project and if you can help in any way, big or small, please contact us! We are excited to not only clean up trash from our beaches and public areas, but also to involve community members in our ongoing efforts to contribute to the health and wellbeing of our beautiful Isla Mujeres.
