- Given the importance of keeping the municipality safe, for both islanders and tourists, vigilance is closely kept on the island, through the implementation of speed control and breathalyzer operations, which have reduced the accident rate by more than 60 percent. Meanwhile, in the colonias, actions of vigilance and social proximity are ongoing.
Mayor Juan Carillo Soberanis recognized the work done by the (police) Department of Public Safety and Municipal Traffic to reduce accidents and protect the property and safety of families. He thanked the community for their understanding about the programs of speed control and breathalyzer testing that are being carried out throughout the municipality, which have yielded positive results.

Drivers of cargo trucks are complaining about an alleged fee that began the first week in January from the Municipal Transit Authority. A bread truck driver said that it appears to be a flat fee, but he does not think it is established by law. In the convenience stores one can observe that the bread section lacks inventory, since some companies may have stopped delivering to the island for a week, as part of an alleged 'nonconformity' by the driver who refuses to pay these unspecified charges.
An explanation is awaited about this charge since it increases the costs for families to buy basic foods.The drivers of trucks carrying soft drinks have complained about this, but the issue was channeled to their marketing departments and it is assumed that an agreement was reached with authorities.

In Isla Mujeres, most jobs and the economy of island families depend directly on tourism, and coordinated work is needed between authorities, employers and workers in the tourism industry, so that visitors leave with a positive impression of this holiday destination. Therefore, the municipal president, Juan Carrillo Soberanis, is in permanent contact with the various social and economic sectors of the municipality in order to generate public policies and agreements that have a positive impact on the development of Isla Mujeres.
Today we celebrate with great pride the centenerio of our Magna Carta, which governs our country and protects our rights and guarantees as Mexicans.

The Director of Ecology wants to control and prevent illnesses caused by stray dogs and dogs at the beach
The Director of the Environment and Ecology of Isla Mujeres and Veterinarian , (Medio Ambiente y Ecología de Isla Mujeres y Medico Veterinario) Jose Angel Vega Macias said that complaints must be filed in order for authorities to take action in cases of animal neglect, abuse, or abandonment, and it is not sufficient to just publish this on Facebook. He said, "We want to encourage a 'culture of complaint' and respect for their identity. "
He also addressed the issues of street animals, particularly dogs, who affect humans, causing different problems for the community, and how to resolve them. He said there are many problems with dogs at the beach, and authorities should be attending to the effects this has on people. There is a parasite that is present in dog feces which is passed to humans just by skin contact, and this is why we must begin to restrict the access of animals to the beaches. The beaches that are restricted from entry by dogs have signs, and it is our principal objective to prevent and control parasitical diseases that animals transmit to humans.
In regard to how to manage this situation, he said, "As the ones who are responsible for caring for the community we must strike a balance, now there are many people who focus on the protection of animals and their coexistence with people, which is a question that we support and recognize as positive, but one should also take into account the people who do not have empathy with the human-animal relationship, because a conflict is born here over this question."
In regard to the dogs who are roaming the streets and causing various problems for the community, he said, "In Isla Mujeres there are many dogs who are mistakenly called "strays" (street dogs"/"perros callejeros"), who are not cared for and have been abandoned by their owners who no longer want them for some reason."
From this moment, when a person has a dog, they are responsible, and even when the animal is not inside your house, this does not limit your responsibility, both to third parties and regarding what happens to the animal itself."
For this purpose, together with the Assistant Director of the Environment, Carlos Barranco, they are going to continue a project which began with the last administration, working on a field study that was not maintained, based on personal experiences and having a direct order from the Mayor to deal with the dogs and cats on the island.
He said, "We have already presented a project to create a refuge, such as a municipal kennel that aims to give a decent place to house animals collected on the streets, whether they are injured, or they have attacked someone or they are abandoned. Their stay in that shelter will depend on the state in which they are received."
It is important to explain that than none will be sacrificed. In the case of a an abandoned dog, it is our intention to seek an adoption here or off the island. For dogs that have attacked someone, according to the law they will be observed for ten days, and then returned to the owner who must sign a consent of the good state and an assumption of responsibility.
Regarding the regulation about not having dogs loose in the public streets or without a collar, he said it will be necessary to adapt a vehicle to transport these animals securely and carefully. Also, personnel will have to be trained to give the best treatment at the moment of capture, for example when a dog is aggressive, and for the management inside the municipal installations.
He said the physical location will be on a piece of property by the hurricane refuge which belongs to the City and is some hundreds of meters away from residences, so that the odors and noise shouldn't affect anyone. He said they had intended to begin this project in January, but the country's economic situation and a lack of funds have delayed it until March or April, depending on when they obtain funding.

The Director of the Health Commission, Carlos Manuel Gamboa Ortiz, sent a new request to the mayor of Benito Juarez, Remberto Estrada asking him to comply with the commitment that exists toward Isla Mujeres and pay more than $ 15 million owed for use of the landfill (which is located on the mainland part of the municipality of Isla Mujeres. Benito Juarez is the name of Cancun's municipality.)

In a month will be the 500th anniversary of the discovery of Isla Mujeres and the Yucatan peninsula by the Spanish explorer Francisco Hernandez de Cordoba, and islanders have begun preparing to celebrate this event with an exhibition of photographs, especially of tourism activities which grew during 60's and 70's. The celebrations are expected to take place March 4th and 5th, but official plans have not been confirmed. According to historians, the Spanish ships arrived on those dates from Cuba and had their first encounter with the Maya at the city of Ekab, where the abandoned Hispanic convent of Boca Iglesia is located, which was built later by the Spanish, after they took control and the natives had left the site.
The history of the expedition to the Yucatan written by Bernal Diaz del Castillo says that Hernandez de Cordoba left the port of Ajaruco, in the northern part of the province of La Habana, Cuba, in February 1517 and they found the coast of what is now the Yucatan. The fleet had been surprised by a storm that blew them toward land. They watched as the local people approached with cheerful faces and signs of peace. When the Spaniards used signs to ask about the name of the place, the Maya responded "in ca wotoch", which means "this is my house". For this reason they named the place "Punta de Catoche" (Catoche Point),which now is called Cabo Catoche (Cape Catoche).
Bernal Diaz wrote that they spent the time until February 20 navigating around Fernandina Island (Cuba) until they reached Punta de San Anton, and then they headed into the open sea. According to Bernal, there were two nights of very stormy weather, that endangered the ships, and caused doubt about the purpose of the expedition, because after the storm it was thought that the ships were lost.
Then they had twenty-one days of 'bonanza', after which they saw land, and when their ships were very close to the coast, they observed evidence of the first large population that was seen in America, and saw the first buildings of 'cal y canto' (stone & cement-like mixture). The Spaniards, who thought of all non-Christian developments in terms of the Muslims, called this first city that was discovered in America (Ekab) "El Gran Cairo" (Great Cairo), just as later they would refer to the pyramids or to any religious center as mosques..
During these celebrations, tourists can learn about the historical value of Isla Mujeres, because it is within this municipality that these historic encounters between the two cultures took place. The photographic exhibition will expose them to the birth of tourism recreational activity at Garrafon Park and in the Bay, as well as giving recognition to the magnificent work done by Gonzalo Chale Maldonado over half a century ago for the protection of sea turtles. As a result of his conservationist vision, Isla Mujeres is a place where tens of thousands of turtle hatchlings are released every year. Equal recognition will be given to the work of wooden boat builder Mario Burgos Sanchez and Buenaventura Delgado Diaz who was the first president of a fishing cooperative in Quintana Roo, and Ausencio Magana who was the local authority at that time. They and many others contributed to the growth of the two industries that were the economic foundation of this village, fishing, and later, tourism.

This article addresses the same issues as the article yesterday about traffic and parking problems, and says business owners have had two meetings with public officials. They complained that many local people do not respect the signs and regulations and should be sanctioned because they drive the wrong way and park their vehicles on the sidewalks. The entrepreneurs do not want tourism affected, they want more public parking, and they say there could be better management of the renovation of the storm drains and how it is affecting traffic.

The Secretary of the Navy extended an invitation to people over 65 to participate in a National Literary Contest as part of the commemoration of the Heroic Defense of the Port of Veracruz. This is for the special occasion of the Centenary of the Political Constitution of the United Mexican States of 1917, and it is the 9th edition of the National Literary Contest "Memories of El Viejo y La Mar." The deadline to participate is March 15 and the contest results will be announced on April 21, as part of the commemoration of the Heroic Defense of the Port of Veracruz.
There are cash prizes for the first three places and the winner will receive a trip to Mexico City and to the port of Veracruz for themselves and a family member, with all expenses paid. They will visit Naval bases, enjoy a ride aboard a Naval ship, and participate in cultural and recreational activities. The second and third place winners will receive a certificate, a suitcase, a packet of literary works, and a gift with a maritime theme.
The essay should be original and unpublished, related to the sea, double-spaced and between three and ten pages in length. Islanders may deliver their work to the Naval base located at Av. Gustavo A. Editorial note: On April 21, Mexicans celebrate the Heroic Defense of Veracruz (Heroica Defensa de Veracruz). It is a civic holiday, which means that it is observed nationwide, but is not a paid non-working day.
It commemorates the defense of the city of Veracruz against the United States occupation in 1914. The incident occurred during the Mexican Revolution, amid strained diplomatic relations between the United States and Mexico. Veracruz was Mexico's principal port on its eastern coast.
On April 9, 1914, the Mexican government mistakenly arrested several American sailors in Tampico. They were released within 24 hours and the President of Mexico issued a written apology, but refused to provide a 21-gun salute. As a result, US President Woodrow Wilson ordered troops to occupy the port of Veracruz. American marines landed at Veracruz on April 21 and were in complete control by the evening of April 22. General Gustavo Maass had ordered the Mexican troops to retreat, but about 50 soldiers remained behind to fight the invaders. Cadets, staff and faculty of the Veracruz National Academy and citizens of Veracruz also defended their city. Mexico and the US were on the brink of war and a peace conference was held in Canada by the ABC powers (Argentina, Brazil, and Chile). The occupation of Veracruz lasted six months and ended on November 23, 1914.
Wiki says: As an immediate reaction to the military invasion of Veracruz several anti-American revolts broke out in Mexico, Argentina, Chile, Costa Rica, Ecuador, Guatemala, and Uruguay. US citizens were expelled from Mexican territory and they had to be accommodated in refugee camps at New Orleans, Texas City, and San Diego. LINK

The Artist's Fairs are scheduled weekly on Thursdays at the Casa de Cultura, 4-9 thru April 20.
Yoga at the Casa Cultura on Monday & Wednesday mornings at 9am and Tuesday & Thursday evenings at 6pm. On the back street, Guerrero, at Abasolo.
