       While signing a collaboration agreement with the Technological University of Cancun, Mayor Juan Carrillo said, "It is of the utmost importance for the City of Isla Mujeres to have staff with the highest training and the best academic preparation so they can carry out their responsibilities with greater efficiency for the benefit of the inhabitants of the municipality." To achieve this objective, he said, it is necessary to work with top-level institutions such as the Technological University of Cancun. 
   The Mayor said, "Today, the Technological University of Cancun is characterized by being an educational community that focuses on the general development of  their students facilities, including in sports and physical activities, but especially their intellectual faculties, so that their students become responsible and productive members of society." 
 Sr. Carrillo Soberanis said: "It is an honor for me, and I am very pleased to sign this cooperation agreement, which I am sure will be of benefit for both parties, students, young graduates and, above all, the municipal government personnel. The signing was attended by officials and representatives of both the University and the City.

   There is confusion among the taxi drivers concerning the union assembly meeting and election scheduled for Saturday. On one hand, members of the Allied Plan for Democracy group, are pleased that the state government, via the Local Board of Conciliation and Arbitration, are respecting the statutes and enforcing the union regulations, which now leaves the call for assembly without validity.
   However, the union leader issued an announcement regarding the decision from the Local Board of Conciliation and Arbitration, who said that the announcements were poorly done, without clarifying the details; the articles referred to are the union statues and the Federal Labor Laws, and this is not a reason to cancel the assembly, according to Sr. Peniche.
      Because of this situation, there are many union members in Isla Mujeres who no longer know what is going to happen with the scheduled assembly, and many are concerned after the brawl that occurred on December 12, as well as the shooting and wounding of a taxi driver in the early hours of today.
    According to the members of the Allied Plan for Democracy, in response to the announcement (Call to Assembly) documents produced by Eduardo Peniche Rodríguez, the current Secretary General of the union, to the Local Board of Conciliation and Arbitration;  he has been informed via the courts that the announcements are not valid which were issued to hold an assembly meeting next Saturday, because they were not in accordance with the law and because they violate the internal statutes of the union.
     According to the resolution issued by the Local Board of Conciliation and Arbitration on Dec. 12, the current General Secretary of the union was informed that his announcement documents were plagued with errors, and because they did not meet the formalities of law, this prevents Eduardo Peniche from participating in the next elections to choose the Board of Directors (Comité Directivo) of the union.
     However, Eduardo Peniche says that the Local Board of Conciliation and Arbitration is referring  to the fact that the announcements are poorly issued, without clearly indicating which points, and the articles referred to are the trade union statutes and the Federal Labor Law.He added that such legalities, if they exist, are not grounds for cancellation of the meeting, and in any case. it will be resolved legally through an amparo. He reiterated that said assembly is not canceled.        
         It should be noted that the assembly is scheduled for December 17 at four in the afternoon, at  the taxi driver union lodge hall.

    Before dawn today (Thursday) a taxi driver was shot in the colonia known as "De Los Talleres" near the Hurricane shelter at the southern part of the island, which caused the mobilization of police officers, members of the Mexican Navy, and paramedics with the Red Cross. On November 8, a taxi driver was executed as he was traveling from north to south in colonia Amplification la Gloria.
    In today's case, witnesses say at least five bullets were fired at the victim, but only one hit him, entering and exiting his left leg, apparently without putting his life at risk. There was a tremendous police response following calls to 911 reporting a person wounded by gunfire, and there are presumptions of involvement in illegal activities.
    The taxi driver left the home of relatives in colonia De los Talleres, and a hit man was waiting for him, presumably with the intention to execute him, but he did not achieve his objective. A relative of the wounded man explained that he was taken to the Naval  Hospital and reported to be out of danger, while authorities were already conducting an investigation.
     The mobilization of the police and Mexican Navy lasted for several hours and there are rumors that someone has been detained, but this has not been confirmed.

More than 3000 tons of garbage removed from the Trash Transfer Facility

 Previously they were only transferring 45 tons  daily, but now they have been transferring an average of 80 tons a day. There has been an intensified effort since November 17th and more than 3000 tons of trash have been removed. They plan to finish emptying the facility by December 30th, to keep the promise by the Mayor. This information was provided by Jose Guadalupe Rios Chale, Director of Public Services in Isla Mujeres.

Expenses budget of $288 million pesos

   The 2017 Expenses Budget has been amended for a total of 288 million pesos, and not the 266.3 previously approved by the City Council. This is based on statistics from the projected Budget of Expenditures, which includes 60 million for public works. Next week this budget will be submitted for analysis and approval.
       The final figure of 288 million pesos is 19.5 percent more than the budget of 2016, which represents a difference of 47 million pesos, since the budget estimate for the current fiscal year was 241.2 million. This difference is attributed to the ongoing growth of Punta Sam and Isla Blanca.
     Regarding the need to reduce the costs of operating expenses, City Treasurer Adriana Martinez Galué, explained that only 35 percent of the budget is allocated for Personal Services, which means there are fewer staff, but they are also the most qualified. This will mean greater savings which will be invested for the benefit of the community, with 60 million pesos allocated for public works with a high level of impact.
       According to state statistics, in 2014 Personal Services comprised 42.6 percent of the budget, but when the PAN party was in office in Isla Mujeres, this allocation increased to 48 percent.

  This article has the same information as the DQR article, adding that a coordinator for the agents of the Public Ministry said that the first line of investigation by the Prosecutor's Office is to determine whether it was a quarrel or an attempted execution by organized crime, but the taxista said he did not recognize anyone, and remained silent. He was shot in the left thigh, given first aid, and taken to the Naval Hospital where he was reported to be stable, before noon.
     The incident occurred shortly after midnight when he left his home in colonia Talleres, near the Hurricane shelter, when he was intercepted by unknown people in the street. Police and emergency services were mobilized, but the police had no comment. Later the police chief said they are following procedures, and then the case was put into the hands of the prosecutors, in accordance with protocol.
     The investigation continues regarding the taxi driver who was executed near CENDI a month ago. On social networks people are condemning this event and calling for improved coordination between the three levels of security to prevent more violence. There is anxiety among local families in this place that is known for being peaceful.

  A suicide prevention event was held at the Convention Center, which was coordinated by the DIF, and the Yantra Foundation brought in experts and invited hundreds of school children to attend. The conference "Dale like a tu vida" (Give a "like" to life)  focused on proposing tools to young people that promote their self-esteem and values ​​to succeed in any adverse circumstance."In order to prevent suicide among adolescents, you give them tools that promote their self-esteem and encourage greater communication of their feelings with the people they have in their immediate environment," said the specialist Gibrán Roldán González, during his speech.

Suicide statistics
      Quintana Roo ranks first in suicide cases nationwide.  According to data from the World Health Organization (WHO), worldwide, more than 800 thousand people die from suicide each year.         In Mexico, in 2007, 5,990 suicides were recorded, representing 1% of all registered deaths, ranking as the 14th cause of death and presenting a rate of about five per 100,000 inhabitants. The states with with the highest suicide rate are Aguascalientes (9.2), Quintana Roo (8.8) and Campeche (8.5).          40.8% of suicides occur in young people aged 15 to 29 years. Among them, the rate reaches 7.5 suicides per 100 thousand young people. Of the total suicides in 2013, 81.7% were by men and 18.2% by women.           Hanging, strangulation, or suffocation is the main method of suicide (77.3 percent). The main place where the deaths occur is in the private dwelling (74%).

People honor her with pilgrimages and efforts of endurance, such as the annual run around the island, which will probably be held in the morning, usually from the downtown church to Punta Sur to the Guadalupe Chapel.
 There is a procession in the afternoon with children dressed up as Juan Diego, shepherds, and shepherdesses usually between the Chapel Guadalupana and the downtown church, and sometimes there are horses.  Juan Diego saw the vision of the Virgin of Guadalupe on the hill at Tepeyac, 485 years ago. There will probably be an evening event on the Square.  See article below. I will update this info when it is available.

During the Posadas, there is usually a dance on the Town Square, featuring regional dances & costumes from different states of Mexico. The schools may have Posada plays, which are reenactments of Mary & Joseph being refused shelter. Posada means 'inn'.

Celebrating New Year's in Isla Mujeres
   To celebrate New Year's Eve, some  Isleno families set up tables in the side streets with pinatas strung overhead, and dine on turkey stuffed with seasoned ground meat, while others crowd the Town Square for live music, dancing, and fireworks. Each neighborhood brings in the New Year with a bang, and the skies explode with color in all directions. 
     During the NYE countdown, there is a tradition of eating twelve uvas de buenas suerte (grapes of good luck), each representing a month, with a toast of champagne or cider. The party on the town square continues all night long. At the other end of the isle, people gather at Punta Sur to greet the first rays of the sun at the eastern-most point in Mexico.  
     Other customs include cleaning your house on New Year's Eve & sweeping out bad luck. Wearing red underwear could bring you love in the New Year, or  your white undies may bring you peace, while yellow represents wealth. Those who hope to travel should grab an empty suitcase and carry it around the room or the block, and set it by the door. If you drop a shoe on New Year's morn and it lands "boca arriba" (face up)  you will enjoy good luck in the upcoming year. 
 The old year is represented by a life sized character called El Viejo, The Old Man, who is later filled with fireworks and set ablaze. He may resemble a politician, and he is usually holding cigars & tequila. Fireworks are everywhere, and their names are metralletas (literally "machine guns" – but it means fire crackers), cañones (larger fire crackers), voladores (rockets in many different sizes), chifladores (whistlers), and barre pies ("foot sweepers", that spin on the ground & shoot sparks).
      Kids receive toys on Dia de los Reyes, January 6, when families, friends, and coworkers share rosca de reyes. King's cake, usually with hot chocolate. If you get the Baby Jesus,it means you'll be hosting a party & providing the tamales on Candlemas Day, Feb. 2.

The Artist's Fairs are scheduled twice a month, on the First and Third Thursdays, weekly on Thursdays at the Casa de Cultura, 4-9 thru April 20.
