On the occasion of the 63th Anniversary of the Women's Vote, the City of Isla Mujeres, led by Mayor Juan Carrillo, unveiled a memorial plaque in recognition of island women who have left their mark in the history of this municipality
The Mayor acknowleded the work, efforts, and dedication of the women who have strengthened the construction of a better municipality and highlighted the important role of women as pillars of society.
The plaque was unveiled inside the town hall and includes the names of the following women: Eva Fanny Quijano Kiní, Guadalupe Ancona de Azcorra, Ligia Lourdes Álvarez Manzano, María Josefa Adame Solís, Guadalupe Briceño León, Betty Magaña Carrillo, Concepción Rosario Armenta, Elsy María Salazar Gómez, Dora Beatriz Chuc Sequera, Consuelo Trujillo, Rosa Elena Ríos Fernández, Dominga Bacab Garrido, Gabriela Concepción Magaña Martínez, Cristina Concepción Medina Figueroa, Alicia Concepción Ricalde Magaña, María Teresa Gómez Officer, Nelia de Jesús Garrido Gómez and Sandra Luz Magaña Rivero.

The City Council of Isla Mujeres appoved a decree for a series of reforms to the constitution of the state of Quintana Roo, relating to the process of selection and ratification of the judges of the Superior Court of Justice.

The Cancun Travel Mart being held Oct. 17-19 offers an excellent opportunity to promote the attractions of this vacation destination, because more than 600 tour operators, buyers, event planners, members of the press, and suppliers are involved with this event.
The Mayor said his administration plans to offer a location that is more varied, safe, and sustainable. He said they will work to promote sustainable development and environmental preservation through orderly and responsible growth.
He said Isla Mujeres has become one of the favorite destinations for many visitors because of its natural beauty, its history, and its cultural richness, but especially for the quality of its services. Therefore, it is important to maintain a partnership for promotional work between the government, the private sector, and the community, to ensure tourism growth.
Isla Mujeres is a vacation location of the highest level, however to maintain high quality standards in tourism, everyone must be involved with advocacy and customer service for this exceptional destination in the Mexican Caribbean, said the Mayor, Juan Carrillo Soberanis.

The Harbor Master, Ismael Gonzalez Gil, confirmed that navigation by the small boats that provide nautical tourism services and the coastal fishermen would be restricted on Wednesday, due to the weather. Strong winds from the north east arrived on Tuesday at 11am and continued throughout the day, and may continue for two more days. The direction of the wind is expected to change this weekend when a cold front is expected on Saturday and Sunday.

The Director General of APIQRoo (Port Authority of Q Roo), Alicia Ricalde Magana, reported that PROFEPA (Federal Attorney for Environmental Protection) has placed a closure notice on the construction of the company Barcos Caribe at the Maritime Terminal in Puerto Juarez, for failure to obtain a favorable environmental determination from SEMARNAT (Ministry of the Environment and Natural Resources). When the inspectors came and reviewed the entire infrastructure of APIQROO, the visit concluded with the temporary closure of the module located by the main entrance of the Puerto Juarez Maritime Terminal.
This module is leased to the company "Ruta Nautica Caribe Maya", whose legal representative is Cesar Celso Gonzalez Hermosillo y Melgarejo and who is also associated with the "Impulsora Maritima de Q Roo and el Caribe", with the commercial name "Barcos Caribe". She said there was an omission by the previous administration to have granted use of the area and permitted the construction without first registering with the Director General of the Ports. She said the contract for the lease concluded on July 1, 2016, and is still in the process of being registered with the Director General of the Ports.

Cuban refugees arrested on the beach

Of the 17 Cuban refugees who landed in the surf of the eastern Caribbean coast, near the gas station, ten were captured by municipal Police officers and the whereabouts of the other seven is unknown. One said they had been as sea for about a week and had sailed from Batabano, enduring a difficult journey with several breakdowns of the inboard engine, which is a car motor adapted with a propeller.
Interestingly, none of them had grown beards, and some of them look freshly shaven and their bodies did not appear to have suffered the ravages of such a difficult journey. Onlookers gathered at the road to observe the fragile balsero boat, which looked as though it was about to shatter as it approached the coast with difficulty, bobbing in the large waves.
There were comments on social networks as the boat approached, although the authorities did not appear to take notice of their arrival. The Navy sent out a rescue boat after the Cuban had landed, and a land vehicle after the detainees were transported under arrest.
The Cubans who were taken into detention were detained while in the Federal Zone, and curious citizens came to look at the boat and those taken into custody. Inside the fragile boat were several bottles of soft drinks, some containers that still held fuel, and some plastic bags and things to wrap up in (envolturas). Unfortunately for the Cubans, their arrival did not go unnoticed and in addition to the curious people, there were two police patrols from Public Security waiting for them to reach the shore.
However, the police officers were outnumbered by the Cubans, who scattered as they reached the beach, and the the officers only caught three men and a woman, while some of the observers protested, as the four Cubans were handcuffed together in pairs.
Those objecting included one person who was present from the first moment they arrived onto the beach and who said that a policewoman had aimed her gun at the Cuban woman when she began to run, in an attempt to escape. Solidarity among the islanders was evident swiftly, and from the moment the Cubans landed, witnesses asked the officers to look the other way and to allow the Cubans to go on their way; saying that they has suffered many privations during seven days of sailing in bad weather. They also objected to the Cubans being handcuffed in this fashion, saying they were not criminals, but rather they were just people seeking a better life.
Later the officers caught six other undocumented Cubans at other locations, and like the first detainees, they were taken to the municipal jail. Once they were placed in cells, the foreigners were given bottled water, food, and clothing. Their names and ages are: Roberto Linares Maeva, 23; José Benjamín López, 25; Pedro Alfonzo Rodríguez, 25; Orlando Barrieta González, 27; Alfredo Quintana Ortega, 28; Daniela Estrada de 29; Leiner Lafitte Arellano, 32; Rogelio Rodríguez Arao, 33; Ramón Espinoza Sincau,51; and Raúl Lafitte Rodríguez,58.
After being medically assessed, the ten Cubans were turned over to the INM (National Migration Institute) for the appropriate legal procedures.
Weather brings nautical activities to a standstill for small boats

Oct. 18 Although the port was open for general activity at dawn, the restriction for boats under 40 feet was imposed at noon, affecting boats offering tours to Isla Contoy, diving trips, sports fishing, and commercial fishing. The fishermen had returned from work, reporting a good catch, more or less, and were busy cleaning and hanging their nets. They said if the winds continued, they wouldn't be able to work for at least a couple days.
The Harbor Master, Miguel Ismael Gonzalez Gil, said that since noon the harbor had remained open at the areas of el Farito and the lagoons, but navigation by small boats into the sea was restricted due to the entrance of tropical air from the Caribbean causing Northeasterly winds at 28 to 37 kph and gusting to 40 kph.
He said due to the intensity of the winds, the Port Authority assisted a sailboat that had been anchored in the lagoon facing the Whale Shark Monument, whose anchor was dragged several meters along the sea bed, but didn't come loose. The assistance was offered without any further incident.

Concerned about the increase in crime rates as a result of burglaries in businesses and homes, vandalism and even a rape, alderman Baltazar Gómez Cazin, member of the Committee of Public Safety, said he will ask police director Ongay Jaime Ortiz to intensify surveillance in both the insula and the mainland.
In an interview, the councilman said there has been a worrisome increase in crime, in this place where, until a few years ago, it was so peaceful that you could sleep with the doors and windows open without fear, but today is impossible. "People complain about the vandals are hanging out on the walking path of Salina Grande, in colonia Cañotal, and that there are many robberies in the colonias. The last straw was the rape of a housewife who was sleeping peacefully in her home. And islanders are complaing that the police almost never catch those responsible, " he said.
He said patrols are not carried out properly and, in this regard, said he has recived reports that many of the vehicles apparently are broken, since there are very few patrols on the streets. He said, "Public safety is very important and one of its foundations is surveillance. The higher the police presence, the more crime is inhibited, which is why we need to know how many vehicles are in service and how to activate the others as soon as possible ".
He said there have also been reports from citizens of mistreatment or unfair treatment by officers. There have been complaints about the toilets in the cells and that the odors are unbearable.
