    The local legislator, Alberto Vado said there has not been and will not be an  'exhorto' asking the local Isla Mujeres government to remove the concession for water and sewage from Aguakan, He said they will not ask the City Council and Mayor to revoke the concession.
        The Mayor spoke with him and they agreed that there are no deficiencies in this service in Isla Mujeres. He said the priority is that the people will have adequate and appropriate service of tap water and sewer services. The Mayor said if the needs of the people are not being met by any company in the city, be it Aguakan or any other rendering services of this nature, then they will have revised agreements.

Two complaints regarding treatment at the Community Hospital have been filed with the Human Rights CommissionLink to full article & photos

    On Tuesday, two complaints were submitted to the Isla Mujeres Human Rights Commission, after they were also delivered to the new Governor and the new Mayor, concerning poor service at the Community Hospital of Isla Mujeres. The complaints were accompanied by a petition with about 200 signatures. One of the women complained that she had been waiting three years for gallbladder surgery and it had been cancelled twice. She said this situation was complicated by the need to find blood donors, which is difficult, and when the surgery is rescheduled, she would end up without donors. She attached about 70-80 signatures of people who had been in similar situations at the Community Hospital.
    The second woman complained of having received poor care from the administrative staff and the medical staff. She said there is not a single emergency physician, there aren't doctors on Saturday's and Sunday's, nor at night, and the medications that are prescribed are not available at the hospital. She attached a list of about 100 people who had similar complaints about the Community Hospital.
       The Deputy Inspector for CDHQRoo, Martha Patricia Puc Laines, said she sent a communique to the Director of the Hospital, requesting a report. She said the changing times of the government must be taken into account while awaiting a reply.

"Upside down"

   This article says the new Mayor, Juan Carrillo Soberanis, received a municipality that is "patas arriba" (lit. paws up). In an interview, the Mayor said the newly appointed treasurer, Adriana Martinez Galue, is currently in the process of assessing the financial situation of the City, and should have an analysis within three days of the financial situation left by the previous administration.
    He said, "What we have seen so far are large deficiencies in the Public Services Department, where there is a lack of equipment, vehicles, and the workers do not have the necessary tools to do their jobs. Most importantly, tons of trash have accumulated at the Transfer Station, which needs to be addressed, before it is declared an environmental emergency.
    He said he has given the Director of Public Services instructions to empty out the Transfer Facility before the end of the year, and to simultaneously initiate a junk removal program to combat the Aedes Aegypti mosquito, because Zika is worsening on the island.
    He said, "The street lighting is inadequate and this causes a lack of a sense of safety among the residents, coupled with a lack of police officers, so we will hire more. Granted, it's not the only way to combat crime, but we are not going to permit Isla Mujeres to be an unsafe municipality."
    He noted that the City vehicles, in general, are in poor shape and more trucks are needed for trash collection, which currently cannot be provided at 100 percent, due to the missing vehicles. Additionally, the ones in use are inadequate.
      "Regarding the issue of health care, we cannot be deaf to the complaints of the residents. I am committed to making an effort to acquire two emergency physicians or two specialists in urgent care, in order to attend to emergencies 24 hours a day, and in the course of the week this commitment will be met," he said.      The Mayor acknowledged that there are deficiencies in public services and in the urban image that can be corrected, so that in the end the "Pueblo Magico" distinction will not be lost, because despite all these problems, Isla Mujeres is beautiful.

Concern among islanders

    Islanders who were looking forward to the arrival of the ferries of Barcos Caribe to compete with Ultramar are concerned about the closure of the facilities of Justicia Social, where the ferry company has planned to have its office and pier. The facility was closed by PROFEPA (Federal Attorney for Environmental Protection) for lack of an Environmental Impact Statement while renovations are taking place.  There is confusion about why the pier was included in the closure since it has not changed since it was built, some years ago.
    It is generally known that the Social Justicia cooperative's facility was bought by the company Barcos Caribe, which is owned by relatives of the former Governor, Roberto Borge Angulo. It was originally announced that they expected to begin the new ferry service in August, then Sept. 15, and then September 30th.
   Island families are unhappy with a policy implemented by Ultramar;  charging for boxes and packages, which will affect residents even more when they do their holiday shopping. They have been looking forward to having competition to Ultramar.

   Hotel occupancy is around 35 percent, and day-tripping tourists continue to visit, which helps a little. The port remains open for navigation by small boats, with caution. The Tourism Department said that although it is low season, occupancy is better than previously on these dates, when it was around 20 percent.
       There are not many visitors arriving with suitcases, with only 3-4 per ferry. The cooperatives were selling a couple snorkeling tours. The Harbor Master estimates that the port will remain open for general navigation at least until the weekend.
         The cloud bands from Hurricane Matthew were sometimes accompanied by an increase in wind and storm surge, but there were no conditions that merited closing of the port. .


To implement public forums

      The new Director of Public Safety and Traffic (the Chief of Police), Jaime Ongay Ortiz, plans to implement a program of public forums on the island and on the mainland, in order to hear first hand about the concerns of the inhabitants of the municipality. At the moment he is busy assessing the situation of his Department and he will present a report to the Mayor, in order to intervene and use their powers to improve the situation.
    He was interviewed while he was waiting to meet with the Mayor, and he acknowledged that there are not enough municipal police officers at this time to deploy and to establish social proximity programs. In spite of this, when a homicide occurred last Saturday in the Continental Zone of Isla Mujeres, the alleged murderers were arrested immediately by Municipal Police officers.
     Regarding the "climate of insecurity"  (lack of a sense of safety) that is prevalent on the island, specifically because of a wave of burglaries in homes that generally occur at night, including while occupants are sleeping, Jaime Ongay said the first step is for those who are affected to file complaints, otherwise the police are unable to work to capture the criminals. He said, "I am urging the community to file a complaint, because if no complaint is filed, we cannot act and follow up."
   
   The Naval Commanders have given instructions that they will no longer allow the Naval pier to be used by boats of the Harbor Master, the PGR, or other agencies. It is not currently known what will be the status of the two boats that have been moored at the Naval pier.
   Por Esto says it appears that the Navy is divorcing itself of all things to do with civilians. First they revoked the agreements about health services with the IMSS and the ISSSTE, which allowed beneficiaries to go to the Naval hospital. And they announced that their boats would no longer provide emergency transports to Cancun at night, when there is no ferry service. Later they turned the airfield over to the state government.

The 9th annual Diabetes Clinic will be November 3rd in La Gloria. We are a team of nurses, social workers, EMT's and paramedics with a doctor for consultation of patients who need to be seen immediately.
