The Mayor, Juan Carrillo Soberanis, initiated a program of cleaning and dredging the absorption wells, to prevent flooding and accidents. Priority was given to the most vulnerable spots in the City, such as Rueda Medina Avenue. They will service the nine absorption wells of the island, located in downtown and the colonias of Salina Chica, Meteorologico, and La Gloria, as well as five more on the mainland in Rancho Viejo.
The Mayor asked the public to be understanding about any inconvenience the dredging work may cause and requested the community do their share by not throwing garbage in the streets which causes the drains to become clogged.

Companies that are expected to participate in the bidding to provide urban transportation on the island and in the Continental Zone of the mainland include Isla Turicun and the Taxi union, among others.
The alderman said it is important to address this citizen complaint about the lack of bus service, and to make the announcement as quickly as possible to attract interested companies. It is noted that Isla Turicun had the concession for 15 years, with a poor performance, and they weren't allowed to serve routes on the mainland, which are "held" by the taxi drivers, nor were they allowed to extend their routes to serve workplaces.
He said this service is useful for hundreds of workers, and many tourists use it to explore the sights of the island. (In the TVIM version of this article, the Councilman said he was very optimistic and it is possible that bus service could be reactivated in early to mid January. He said the proposals submitted will be analyzed in order to guarantee that the service will be of high quality and that the problems that existed for many years won't reoccur. )

On Sunday night, Naval staff based in Isla Mujeres rescued nine undocumented Cubans south of Isla Contoy National Park. The Navy received a call from the Park Director at Isla Contoy about people adrift in a boat near that island. A boat was dispatched, (a Defender BR-08) which went to the area and conducted a search pattern, with the goal of safeguarding lives at sea. They located a boat made of wood and styrofoam, powered by an improvised sail, with nine men aboard.
The Cubans were immediately taken to the Isla Mujeres hospital for a medical assessment and were found to be in good health. They were provided with food and beverages before they were tuned over to INM.
This rescue occurred one week after another group of about 15 Cubans arrived to an Isla Mujeres beach, but the municipal police only secured 10 of them, amid controversy over an alleged lack of training of the officers to carry out an international protocol in these types of situations. (In the Por Esto version of this article, it notes that the Navy were not involved with that intervention, although the Cubans landed about 500 meters from their military base. It also notes that this rescue took place about three kilometers south of Isla Contoy.)

In order to prevent accidents, the City of Isla Mujeres, via the Department of Traffic, will begin an operation this weekend with a breathalyzer, whose slogan is "Zero Alcohol", to raise awareness among drivers not to operate a vehicle when inebriated, which endangers their lives and others.
This operation will begin on Friday, October 28, with checkpoints and random testing, on the main streets of the municipality. It will be conducted every weekend, in an ongoing manner, during this administration. Although the island is a small community, it is not exempt from traffic accidents, and each weekend there are 2 or 3 and each year, out of all the accidents, there are at least 3 fatalities.
Comandante Jose Carlos Pech Pat, Director of Municipal Traffic, said he was given instructions for this operation by the Mayor, and these activities are intended to help create a new culture of awareness to prevent situations that put the lives of citizens at risk. Sr. Pech Pat said, "The principal causes of accidents are alcohol and excessive speed, and for this reason we are implementing a breathalyzer operation and enforcing the Traffic Laws, with fines for those who drive while inebriated.
They will also be checking that motorcyclists are wearing the mandatory helmets, have current plates, and that their documents are in order.

Artistic festival for "Day of the Dead"

There will be a dance event during the festivities for Dia de los Muertos, reenacting this Mexican tradition and its customs, which has existed since pre-Hispanic times, by a island dance troupe consisting of 30 enthusiastic women who are senior citizens. The folklorico dance troupe, "Son del Caribe", will perform on the Town Square at 8pm on Sunday, November 6, during the Magical Nights (Noches Magicas), which are presented regularly by the Casa de la Cultura. This dance troupe mostly perform examples of national culture at the main local attraction. The Director of the troupe, Eleazar Pena Rogelino Yama said, "We will talk about the customs and traditions in Mexico regarding the dead and the lightheartedness (picardia) that Mexicans have concerning death, enlivened with live music." He gave the reporter a video which has been prepared for the occasion. He said their goal is to rescue this Mexican tradition of Dia de los Muertos from foreign influence and to expose tourists to this historical information, in an 80 minute performance.
The narrative begins with the story of the origins of this tradition during the pre-Hispanic period with the Toltecs and Aztecs who celebrated Dia de los Muertos in November. In this scene, the stage is represented as a cemetery, with dialogues and moments among the artists represented in dances and performances. At one point, the musical background is "Calaca" by Amparo Ochoa. The dead 'talk' about their families visiting the cemetery, which is only on their minds this day, and not during the rest of the year.
The Son de Caribe dance troupe will also perform in Cancun on August 11, and information is given.

All Saints Day & All Souls Day are the Dias de los Muertos...one for children, one for adults. Nov. 1 & 2, when families visit graves & clean & decorate them. On the island, these are private moments in the cemeteries, not public celebrations like in many parts of Mexico.
On Oct. 30 the usual Sunday "Noches Magicas" on the Town Square (8p) will be themed for the holiday w "Noche Magica de las Almas/Magic Night of the Souls", featuring folklorico dancers.
On Nov. 2, Hundreds of residents have been invited to participate the silent parade, who will dress in traditional clothing or white, with Catrina makeup (Catrinas vivientes..living Catrinas...it's the "Festival of the Living for the Dead") from the Cemetery to the Casa Cultura where there will be a display of altars in the style of different regions of Mx. Lots of attention is given to keeping these Mexican traditions alive, & each year Halloween is celebrated more enthusiastically...publicly on HIdalgo, especially. Bring lotsa lil items & be prepared to be mobbed by cute littles & watch for some pretty impressive & clever homemade costumes. I wouldn't be surprised to see T & T'ing on Sat, Sun, & Mon nights, but quien sabe?
The Casa Cultura also has dance performances on Oct. 29-Flamenco and on Nov 5-Poynesian. The Artist Fair at the Casa Cultura will be Thursday, Nov. 4.

The 9th annual Diabetes Clinic will be November 3rd in La Gloria. We are a team of nurses, social workers, EMT's and paramedics with a doctor for consultation of patients who need to be seen immediately. Please consider donating $50 which would buy 200 test strips, enough for one patient for a year. We also need donations of reading glasses, particularly the higher numbers.
