ISLA MUJERES, 3 de octubre.-
During the Second Regular Session of the City Council, they approved amendments to the Regulations of the Public Administration of the Municipality and Rules of Procedure of the City Government,to improve services to the islanders.
Having a government that is close to the people and attentive to their needs is one of the commitments made by the Mayor, Juan Carrillo Soberanis during the election period. For this reason, his creating new positions and strengthening others. He created an Undersecretary of the Continental Zone to provide greater representation for that part of the municipality.
Municipal Regulatory provisions have been signed by municipalities around the nation to approve issues associated with the National System of Public Security and Transparency and Access to Public Information. (recent Federal reforms).
The Mayor explained that the modification, additions, and deletions made to the Regulations were done in order to update the addresses, units, and areas of administration in accordance with the laws. He said these reforms were made to provide the best service to the citizens, in order to meet their needs to resolve things quickly and efficiently, to avoid having to return again. He said this is done to improve the quality of life for citizen and prevent them from having to leave the island or waste valuable time on procedures and services.
He said his government is committed to providing quality services and warmth and efficiency and to help citizens find solutions with a close and caring government.

Although it has been reported that a petition with more than one thousand signatures seeking improved hospital services would be submitted to the Human Rights Commission, it had not been delivered at noon (Monday). The Deputy Inspector of CDHeQRoo in Isla Mujeres, Martha Puc Laines, said she expects the protesters to come in and present the petition with signatures of hundreds of people who want better service from the Community Hospital, and then she will be able to pursue the issue.
It is noted that this group of discontented people delivered a petition seeking improvement of the health services at the Community Hospital, which contained hundreds of signatures representing over 1000 complaintants, to the Mayor, Juan Carrillo Soberanis and to the state Governor, Carlos Joaquin Gonzalez. Before delivering the signatures, the group held a march and a demonstration in front of the hospital, holding signs.

During the event of turning on the pink lights at the Town Hall to mark the month of the fight against breast cancer, Mayor Juan Carrillo Soberanis invited citizens to be aware of the importance of periodic review as a preventative measure for the detection and timely treatment of this disease. He said his government will work toward the promotion and implementation of a comprehensive strategy for the women of the island, with the goal of reducing cervical and breast cancer.
He said, "Breast cancer is the second leading cause of death in women between 20 and 59 years of age in Mexico, and only ten percent of the cases are detected in the early stage. In some cities of our state there has been a slight increase, especially in women between 20 and 30 years of age. This is one of the most common diseases in women, worldwide."
He said the most effective method of prevention is periodic review. Women over 40 should have mammograms and ultrasounds, and women who are younger with a family history of breast cancer should see their doctors, as they have higher risk factors.
He said the health of women, as well as of the total population, are a priority, and something they will work toward tirelessly.

SCT investigates the landing of a helicopter in Los Alacranes, which is a Protected Natural Area. Full story and photo at link below.

A video was taken and a report published in "el REFORMA" that a helicopter (registration #XA-EHP) allegedly landed in a Protected area, at the Parque Nacional Arrecife Alacranes, so that three people aboard the aircraft could board a nearby yacht. This was documented with a cell phone video, by the crew of another boat, whose dingy was affected by the helicopter. Strong winds from the helicopter blades overturned their dingy, which angered them, and one pointed his hand at the yacht and said "You owe me for my motor, cabron".
The video lasts about a minute and shows three people getting out of the helicopter and walking along a beach in a small archipelago, going to a yacht that is waiting a few meters away. They are accompanied by two men, with the first carrying two suitcases and the second has a cardboard box. They climbed aboard the boat, while the helicopter (a Bell-412) departed, generating strong gusts of wind.
The Director General of Civil Aviation, under the SCT (Ministry of Communication and Transport) is investigating the alleged incident, as well as PROFEPA (Federal Attorney for Environmental Protection. It has been confirmed that one of the occupants was Guillermo Ruiz de Teresa, head of the General Coordination of Ports and Merchant Marine, which is also part of the SCT. He said he was on a personal activity and was invited to take a take a tour, and he never imagined that the pilot would land in an unauthorized area. There were reports that Gerardo Ruiz Esparza was there, which he denied in a Twitter message, saying on Sunday he was with his family in CDMX.
The National Park Arrecife Alacranes is the largest coral structure in the Gulf of Mexico. It provides a sanctuary for 136 species of fish, 24 species of sharks, four endangered species of sea turtles, and 34 species of coral. The islands that comprise it are nesting areas for 116 bird species, four of which are on the verge of disappearance.
It is under the protection of the Ramsar Convention for being a wetland that is "important worldwide". According to the National Commission of Natural Protected Areas (CONANP), is a national protected area since 1994. In October 2006, it joined the World Network of Biosphere Reserves of UNESCO.

On Monday, the emergency services number was changed to 911. (Previously it was 066) It was changed in 16 states, and in Quintana Roo the Governor made the first call. (It will be implemented in the other states in January. )He asked the community to use the service responsibly and made it clear that there will be consequences for those who use it fraudulently, noting that a prank call can prevent a life from being saved.
This change began with a federal initiative in 2014, and represents a tool for public safety to provide aid 24 hours a day, 365 days a year, for medical emergencies, civil protection, and security, with trained operators, approved protocols, and geolocation of the origin of the calls.

Alberto Vado Morales, Diputado/ Legislator for the IV Congress of Quintana Roo has said that the state Congress remains firm on its decision to revoke the contract with Aguakan (Desarrollos Hidráulicos de Cancún S.A. de C.V.) and to have it turned over to CAPA (Comisión de agua Potable y Alcantarillado/ Commission of Water &Sewage).
A letter was sent to the municipality of Solidaridad to revoke the agreement with Aguakan, with will be sent to each of the other municipalities. In recent days there have been questions about the quality of the tap water, which according to the WHO (World Health Organization) contains excess sulfates and dissolved solids which could cause health problems.
He said once the new Mayor of Isla Mujeres was in office, they expect that the administration of Juan Carrillo will turn its attention to this issue and address the request of the State Congress to revoke the agreements with Aguakan.

This is another article about problems with the Hurricane Seawall that protects downtown, whose gabions (metal cages of rocks below the wall) are deteriorating, and whose southern section has not been restored. The gabions were installed along a kilometer of the wall, east of the City, after Hurricane Wilma (2005) and have not been tested by a hurricane since that time.
There are concerns that the wall is falling apart and was not adequately constructed. Residents say the area at the southern end of the wall, by the water pump, is vulnerable, and could cause the island to be divided by water and affect the airstrip. It is noted that with hurricanes, the seawater of the Caribbean breached this area to join with the waters of the Bay.
The other area of concern is at the streets of Allende and Hidalgo, where there are private houses by the headquarters of the Naval base. These houses could be 'eaten', and part of Juarez Avenue could be at risk.
Regarding Colonia Salina Chica, sea water could enter where that seawall ends and put dozens of nearby houses at risk, in addition to the coastal road to colonia Meteorologico. It is also noted that the perimeter road by Isla 33 could collapse onto the beach below, since there is already a cavity (cave?) below the sidewalk.
Small boats advisory to stay in port

The SCT, Ministry of Communication and Transport advised all small boats to stay in port on Monday afternoon, along the coast of Quintana Roo and not to go into the Yucatan Channel.
Effects of the powerful Hurricane Matthew are threatening Haiti, Jamaica, and Cuba, and may affect the Bahamas and Florida. The ports of the Yucatan and Quintana Roo are monitoring the path and evolution of the storm.

The 9th annual Diabetes Clinic will be November 3rd in La Gloria. We are a team of nurses, social workers, EMT's and paramedics with a doctor for consultation of patients who need to be seen immediately. Please consider donating $50 which would buy 200 test strips, enough for one patient for a year. We also need donations of reading glasses, particularly the higher numbers.
