Oct. 26 The Harbor Master, Ismael Gonzalez Gil, reported that boats under 40 feet are restricted to the area by el Farito and lagoon areas until further notice and cannot make trips between the island and Puerto Juarez, nor to Isla Contoy; and no diving at the Cross in the Bay, nor at Manchones, and no fishing. He said the restriction began last evening and is due to the winds. It may continue until Tuesday, but it will be reevaluated daily, and the port will be reopened as soon as the weather permits. The fishermen are anxious to return to sea because this weather improves the lobster catches.

José Nivardo Fernández Martínez, Director General of the Department of Urban Development, the Environment, and Ecology denied that the current administration has issued any permits for bungalows to be built at North Beach. The local community have expressed their dislike for this project, "Bungalows Reef Club", whose EIS (Environmental Impact Statement) indicates they are to be built in the sea, off Playa Norte, near Mia hotel.
"We are a government that is conducted with respect for the laws and institutions; and we have instructions from our mayor, Juan Carrillo Soberanis, to enforce the law and to be in compliance with the law. He said the present administration will be promoting the development of the municipality, providing it occurs in an manner that is orderly, sustainable, and in compliance with all laws and regulations.

Mayor Juan Carrillo reopened the Senior Citizen's park, and encouraged the community to make good use of this space that is provided so that the elderly can have an optimal place for their recreational activities. Full article at this link.
Having adequate public spaces for the entire island community, regardless of age, is one of the priorities of Mayor Juan Carrillo Soberanis, who inaugurated the new perimeter fence and reopened the Senior Citizen's Park. City officials said it will be used exclusively as it is intended and will not be reserved for parties & social events.
The Mayor was accompanied by his wife, Paola Orrico de Carillo, that his government, in coordination with the municipal DIF, have a commitment to work together to provide quality care for all sectors of society, and today that is the elderly.
He said they are presenting the finished park, whose perimeter fence was rebuilt, because it had collapsed. This is the first of many actions that are to come for the benefit of all the island's families, as part of a commitment to provide first class services and public works to the community, he said. The Mayor asked the community to make good use of the public spaces and to take care of them; keeping them clean and in the best possible condition.
The fence consists of 37 linear meters, and was built with an investment of 850,000 pesos, with resources from Ramo 33, via the Fund for Contributions to Strengthen Municipalities (FORTAMUN).
Senior citizen Filadelfo Duarte Hernández thanked the Mayor, the DIF, and the entire government of Isla Mujeres for thinking of the older people and providing them with this park where they have a place to exercise and experience healthy recreation. He is a member of the group who play Cachibol. Officials in attendance included the delegate from SINTRA (Ministry of Infrastructure and Transport) in Isla Mujeres, Jorge Miguel Martin Alvarez.

Jorge Miguel Martin Alvarez, SINTRA delegate in Isla Mujeres, said 191 concessions were granted under the previous administration of former Governor Roberto Borge, of which 88 are now blocked and cannot enter into operation. He said at this time they are not issuing plates to any rental agencies, and they are reviewing a variety of them, as well as the requests for extensions, and other new requests that have been received.
The official said they found 241 new concessions, of which 88 are blocked, and the rest are under review. He said during the past year there was a total of 20 rental agencies which operated with a total of 785 vehicles, but the intention is to have 8 new concessions with 88 more vehicles, which would make a total of 873.
The golf cart concessions were not the only problem detected; there is also the number of concessions granted by the Isla Mujeres Taxi Union. In this case, there were a total of 950 concessions until recent months , when they tried to increase this number to 1080 concessions, but these new concessions have also been suspended. All the records have been delivered to the State Governmental Director of Communications and Transport, Alejandro Ramos, who will present them to the Secretary of SINTRA.
It is recalled that last week the SINTRA delegate began an operation to detect vehicles which lack permits or plates 'sobre puestas' (expired? lit 'super imposed'). This review resulted in 25 vehicles going to the impound yard, including golf carts, dump trucks, trucks, and Uber vehicles.
(Note, the taxi statistics include vehicles operating on the mainland).

Mayor Juan Carrillo Soberanis was firm about his rejection of the proposed construction of 22 bungalows at North Beach, which was authorized at the last moment by former mayor Agapito Magana Sanchez. He said, "These permits are flawed in their conception, they are invalid, and they will be revoked."
He said the law is on his side, and he will not allow or permit projects which do not comply with the laws and regulations, such as the construction of "bungalows" at North Beach. He exhibited the documents dated September 20, which was 10 days before the end of the previous government. The license for construction was authorized by the (then) Director General of Urban Development effective Sept. 20, 2016 to March of 28 (sic, There is a photo of the document in the City section & it says "to March 20, 2018") for the company, “Círculo Creativo Villahermosa, S. A de C. V.” to build two platforms and 22 bungalows of which one is the main building and the others are secondary, made from local woods, and to occupy an area over the water of 2508.86 square meters.
The Mayor denied that his administration has authorized the construction of 22 bungalows at North Beach, saying he is in favor of orderly development for the municipality, and opposed to laws being violated or projects which cause environmental damage. He said, ""I reiterate that as Mayor, but also as a citizen of Isla Mujeres, I am in favor of development, as long as it orderly, sustainable and the projects comply with the laws and regulations."
According to the EIS (Environmental Impact Statement) this project was intended to be built over the sea, near the hotel Mia . The new Director of Urban Development, Nivardo Fernandez Martinez, has denied that the current administration has granted permission for the "Bungalows Reef Club" project. He said, "We are a government that is conducted with respect for the laws and institutions, and we instructions from mayor Juan Carrillo Soberanis to comply with law and to enforce the regulations."

Firm hand against motorcyclists without helmets

The Traffic Police have announced that there will be no tolerance for motorcycle drivers not wearing their helmets, as part of a measure to prevent accidents with unfortunate consequences. They began a campaign to distribute informational leaflets, which include the Traffic Law which prohibits this practice (Article 79, section VII). With the lax enforcement in recent years, many motorcyclists and their passengers do not wear their helmets and there have been several accidents where irresponsible drivers have received head injuries, when a helmet would have saved them from these serious consequences.
Officers began distributing pamphlets at an early hour along Rueda Medina, and once the informational period is over, they will start issuing sanctions, as well as enforcing laws about license plates and drivers licenses. The helmet law has been on the books for over half a decade, and other laws will be enforced to try and prevent accidents. This includes regulations such as Article 154 which prohibits driving while intoxicated, and offering an option such as being referred to self help groups such as AA for possible alcohol addiction. The breathalyzer program will help reduce the high incidence of accidents that are caused by addictions.
Agreement
A collaboration agreement with Alcoholics Anonymous and the municipal authorities could resume, on both the island and the mainland, to help contain the drunk driving problems. A few days ago they began discussions of this issue, with AA on the island, and in Benito Juarez, for the mainland. This agreement has been effective since 2009, and will resume in a matter of weeks, after new signatures. It will include a new clause to provide education in the municipality, from fifth grade upward (thru the nivel medio lit. middle level) about the problem of alcoholism. Nowadays, this problem is advancing and affecting children.

The Director General of Public Services, José Guadalupe Ríos Chalé, said the wall of the downtown cemetery will be ready before the Day of the Dead celebrations. He said the two cemeteries receive periodic maintenance throughout the year, not only before this time when the departed.
During the interview, he explained that several factors contributed to the collapse of a ~20 meter stretch of the wall, which had been given minimal maintenance since it was constructed. He said, "Now we could see that the wall did not have "castillos", nor anything to support it. (nada que la sostenga), making it very precarious. In addition, the rain, humidity, and wind that hit the fence for so many years also contributed to its collapse. The weight of a large amount of trash that accumulated, especially branches and leaves, also helped to cause the section to fall." This occurred last weekend.
He said the fence was built about 50 years ago, and at some later date, a base was built on its front, of blocks and concrete. He added that the island cemeteries are tourist attractions, especially the one downtown, where both foreign and domestic tourists visit the tomb of the pirate Fermin Mundaca, and take pictures of it.
He said the wall will be ready by November 1st, or before, and both cemeteries will be litter-free, painted, and ready for the Day of the Dead.
Mud overflow while cleaning an absorption well

A program of dredging and cleaning of the absorption wells began on Monday, but a mishap occurred while removing accumulated mud from one of the wells by the Town Square. Civil Protection was using a machine to extract the mud, which they have used since "time immemorial" (tiempo inmemorial), but something when wrong and the mud began to overflow into the street.
The crew shoveled the mud into wheelbarrows, and used fire hoses with pressurized water to clean the area. They were supervised by the Director of Civil Protection Helman Ulises Berman Granier, who said, "The wells have not received any maintenance since they were built, and have not had their sludge removed. The was causing the rain to puddle across the Town Square, which is similar to the problem that occurs with the baseball field and its surroundings, which become flooded."
He explained that there are eight absorption wells spread across the island, with two at the Town Square, two at the Mercado, one for the baseball field, and four others are scattered in the colonias at the areas most susceptible to flooding. There are also five in Rancho Viejo, on the mainland. He said the will all receive the same treatment to remove all the mud that may have accumulated over the years, with some that are practically overflowing.
In response to a question, he explained that removal of flood waters on Hidalgo and nearby is different because that water is removed by pumps and carcamos (sumps?). Therefore it important to keep them maintained and to start them in a timely manner. While this may not prevent flooding during heavy rains, they contribute to removing the water more quickly.
He said they are not only cleaning the absorption wells, but also the storm drains and pipes, while the sewer system is the responsibility of Aguakan.

At this time of year, Mexican families remember & celebrate their departed relatives. Hanal Pixan is the Mayan celebration. Altars are made with photos of the deceased and some of their favorite items & food, water is offered, copal incense is burned, marigold flower petals are often used. The schools are having altar contests & displays, there's usually one in the Town Hall, and there will examples at the Casa de la Cultura.
All Saints Day & All Souls Day are the Dias de los Muertos...one for children, one for adults. Nov. 1 & 2, when families visit graves & clean & decorate them. On the island, these are private moments in the cemeteries, not public celebrations like in many parts of Mexico.
On Oct. 30 the usual Sunday "Noches Magicas" on the Town Square (8p) will be themed for the holiday w "Noche Magica de las Almas/Magic Night of the Souls", featuring folklorico dancers.
On Nov. 2, Hundreds of residents have been invited to participate the silent parade, who will dress in traditional clothing or white, with Catrina makeup (Catrinas vivientes..living Catrinas...it's the "Festival of the Living for the Dead") from the Cemetery to the Casa Cultura where there will be a display of altars in the style of different regions of Mx. Lots of attention is given to keeping these Mexican traditions alive, & each year Halloween is celebrated more enthusiastically...publicly on HIdalgo, especially. Bring lotsa lil items & be prepared to be mobbed by cute littles & watch for some pretty impressive & clever homemade costumes. I wouldn't be surprised to see T & T'ing on Sat, Sun, & Mon nights, but quien sabe?
The Casa Cultura also has dance performances on Oct. 29-Flamenco and on Nov 5-Poynesian. The Artist Fair at the Casa Cultura will be Thursday, Nov. 4.
