The Harbor Master, Ismael Gonzalez Gil, reports that restrictions for boats under 40 feet are expected to continue on Sunday, with heavy rains and strong winds forecast until Monday. The rains began on the early hours of Saturday, and were expected to continue during Saturday, with the heaviest rain expected on Sunday. There are concerns that this low pressure system could become a hurricane at the start of the week, while it is moving across the Gulf of Mexico toward the Florida peninsula

Whale shark tour operators are requesting intervention of authorities against boats without permits, and noting that on some days there are no whale sharks found, in these early days of the season. Sanctions for offering tours without a permit can be applied by SEMARNAT (Department of the Environment and Natural Resources) equivalent to 30-50,000 days of Minimum Salary (72 pesos/day or ~$4/day).
Factors for determining the fine include: Gravity of the infringement and the damage which occurred or could occur; the benefit or profit obtained from the activity, whether it was intentional and what was the consequence of committing the infraction, if there was recidivism, and what security measures were required to impose enforcement.
In 2015, there were three administrative procedures relating to whale shark tours, by PROFEPA. Permit holders say suspicious boats should be reported immediately, and they expect authorities to act. They say everyone with permits should protect each other, and it is important to protect and conserve the whale sharks, in addition to their economic dependence on this activity.

On Friday night in colonia La Gloria, there was a large procession of hundreds of parishioners dressed in white and carrying candles, as part of the annual celebration of the Sacred Heart of Jesus church. This event took place after the 8pm Mass, during which parishioners were encouraged to forget their political differences, and to have a peaceful election process.
The festival continues from May 29 through June 9, and coincides with the celebration of Corpus Christi. The festival is expected to conclude with confirmations of youths and children by Bishop Pedro Pablo Elizondo. The celebrations are led by priest Raul Sanchez Alonso.

Advisory from Civil Protection regarding Tropical Depression #3 (Issued at ~noon today):
Regarding its developments and path, the low pressure system has developed into Tropical Depression #3, located NE of Cozumel, and it does not represent a risk of hurricane formation for the state of Quintana Roo, confirmed the head of Civil Protection.
It is causing scattered rain and cloudiness across the state in general, and especially at the northern zone.
It is located at latitude 21.9° North and longitude 88.1° West, which is 200 kilometers northeast of Cozumel, and 175 km to the East-Northwest of Progreso, Yucatan.
A weather bulletin was issued by Civil Protection on Saturday, for the period of 3pm to 10pm, which advised that in Isla Mujeres cloudy skies were expected with moderate to strong rain from electrical storms, with occasional squalls and winds from the east-southeast at 25-35kph, gusting to 50kph. This is from a system of unstable tropical air which has a 70% probability of development into a tropical storm or hurricane within the following 48 hours off the coasts of the state, therefore vigilance is advised. (It is expected to organize and develop as it moves away from the Yucatan peninusla, into the Gulf, toward the Florida peninsula)

It was emphasized that people should be attentive to avoid hazards and major problems, and they should ignore rumors and unofficial, irresponsible information and misinterpretation of the weather bulletins. The credible, trusted source of information is the official information which is provided from the specialized agencies, experts, and personnel of Civil Protection and the Weather officials.
The coordinator of Civil Protection for the Northern region of the state, Guillermo Morales, emphasized that not being aware & ready is more dangerous than being highly alert, and people should be aware that this is one of the most visited areas of the state and it is our obligation to safeguard the citizens and visitors.
Regarding the current weather conditions, there are forecasts for intermittent rain, with some heavy rains expected , but according to the current satellite view, the system is not organized, and not creating other types of problems, and they are monitoring it and will advise people to make any preparations, if necessary. Members of the committee are listed, and they report that they are ready to serve within the scope of their duties, in any weather situation, and are currently working to assure the necessary internal coordination and preparations to provide services.

Important notice.
A tropical disturbance is predicted to affect the coastal and sea areas near Quintana Roo, starting in the early hours of Saturday, June 4. At 8pm on Friday night navigation was restricted for boats under 40 feet, including trips to Isla Contoy, Sports Fishing, Whale Shark tours, snorkeling and diving, and parasailing, they are allowed tours near the island and boats over 40 feet would be allowed to bring tours to Isla Mujeres.
The general population is advised to be aware of the development of this system which is predicted to cause increasing winds, waves, and heavy rains with thunderstorms starting around 4pm on Saturday with winds from the E-NE switching around to the E-SE at 40-60 kph, with stronger gusts, continuing Sunday and Monday.

June 4 This thunderstorm is currently poorly organized, with a broad low pressure area forming over the northern Caribbean Sea, which is expected to gradually develop Saturday night and Sunday. It is expected to pass over or near the Yucatan Peninsula and the southern Gulf of Mexico. It has a high risk of developing in to a hurricane when it moves across the Gulf at the start of the week. It could generate heavy rains locally in parts of the Yucatan Peninsula, western Cuba, the Florida Keys, and Florida.

June 3 Advisors will be overseeing the voting areas during Sunday's election. There are 28 polling stations in the municipality, of which 10 are basicos, 17 are contiguas, and one special one in the port to receive votes for Governor. There have been 18,175 ballots provided for voting for Governor and an equal number for the Legislators. For the City of Isla Mujeres, there are 17,407 ballots available.
On the island, there will be five ballot boxes at the primary school "Julio Sauri, and most of the voting will be done in colonia La Gloria, where long lines are expected at the intersection of Isla Contoy street and Pargo, starting in the early hours of Sunday, based on past experiences.

June 3 As of Friday afternoon, some establishments were unaware of details regarding the prohibition of alcohol sales, which begins early on Saturday, and continues all day Sunday. The Ministry of Finance and Planning issued a statement on Thursday advising owners sales of alcoholic beverages were strictly prohibited from 7:30 am Saturday until midnight on Sunday.

June 3 An insulator had broken for one of the three electrical lines providing power to the Middle School, Benito Juarez., which was noted by members of the neighboring cooperative "Patria & Progreso". They say the insulator broke and is just hanging from the cable, and a strong wind could cause a short circuit, which could burn out the transformer. The middle school is a voting location for this election, when voters will be choosing a Governor, legislators, and City governmental officials.

June 3 Staff with Civil Protection reported that Isla Mujeres is ready to cope with heavy rain, with the storm drains cleaned out, and all three Salina lakes are at low levels, and rain will help them regain normal levels. On Friday, at 1pm, the storm was located 583 km southeast of Tulum, moving west-northwest, and its effects should be felt throughout Saturday. It is likely that small boats will be restricted, with heavy rains expected, with electrical activity, reduced visibility, and the possibility of sudden squalls causing increases in winds and waves.
