~350 fishermen affected by seasonal ban on grouper

ISLA MUJERES, 1 de febrero.-
  The ban on grouper fishing from February 1 to March 31 will affect about 350 fishermen according to the president of the Quintana Roo Federation of Fishing Cooperatives,  Baltazar Gómez Catzín. Previously the ban was from February 14 to March 14, but it was officially extended to 60 days for 2016, which involved SAGARPA (Secretaría de Agricultura, Ganadería, Desarrollo Rural, Pesca y Alimentación) via CONAPESCA (Comisión Nacional de Acuacultura y Pesca). This was officially published in the DOF (Diario Oficial de la Federacion). 
      According to the local fishermen, the extension of the ban will bring benefits to the reproduction of the species, because the females with eggs won't be captured. Previously there had been concerns that the ban should be extended beyond March 14, because there were still females who had not spawned. According to the publication in the DOF, the main reason for extending the temporary ban is to allow the species to have more time to spawn and thus establish guidelines for the sustainability of these organisms for fishing.


Association of Small Hotels want better internet service from Telmex

ISLA MUJERES, 1 de febrero.-
    The Association of Small Hotels Fascinantes of Isla Mujeres (Asociación de Pequeños Hoteles Fascinantes de Isla Mujeres) confirmed they will have another meeting with Telmex concerning the poor quality of internet service. Previously, Telmex had promised to have a fiber optic network installed downtown by the start of 2016, to accelerate internet speeds, which has not occurred. 
     The poor service causes annoyance for international and domestic tourists who are frequent users of the internet. The hoteliers want this problem addressed and the commitment met, before this lowers the prestige of Isla Mujeres as a vacation destination.

Potholes pose risk for accidents

    Tourists lease more than 600 vehicles daily, including golf carts, scooters, taxis, and bicycles, which are all traveling on the roads of the island. Potholes have appeared in two sections of the perimeter road, where hundreds of tourists travel, which poses a risk for these visitors, according to the taxi drivers.
    The first troublesome stretch is between the airfield and the kindergarten "Gabriela Mistral", which is a distance of about 600 meters (~1/3 mi), and the other is from Amplification La Gloria to the FOVISSTE housing. Crossing these sections is a 'nightmare' for some drivers, especially at the bottleneck-like section by the airfield. The potholes could cause a fall by one of the two wheeled vehicles, as well as an accident by the larger vehicles, which could have negative consequences for the image of Isla Mujeres, according to some golf cart rental agents, who hear frequent complaints from visitors about this problem.
    According to recent information for the Department of Public Works, there are no immediate plans for investment to refinish the damaged area near the runway, having considered a second stage to modernize this road, without risking failure to complete what was begun.     Some taxi drivers and private drivers, such as Eloy Sanchez and Elena Paz Hinojosa say, "Aguakan should take responsibility for repairing the damage they cause to the roads when they open them up repeatedly and do not properly repair them afterwards. This results in accidents which are their fault, and they should be held accountable."

   Forecasts from the SCT (Secretaría de Comunicaciones y Transportes) and from SEMARNAT (Secretaría de Medio Ambiente y Recursos Naturales) indicate that good weather is expected in the northern region of Quintana Roo in upcoming days, before the arrival of the next winter storm. Caution is advised for small boats because choppy waters are expected daily, with waves up to two meters at times, and the Harbor Master recommended caution when the winds from the southeast are gusting over 30kph. The SCT forecast predicts the arrival of cold front #35, the ninth winter storm, into the northern part of Quintana Roo on Thursday.
   In Isla Mujeres recreational activities took place on the sea and on the land, and the fishermen worked to replenish their inventories. Boaters in the Bay of Mujeres are advised to be aware that the boat "Happy Day" is have submerged near the entrance of Nichupte Lagoon at latitude  21° 07’ 52.90” Norte and longitude 086° 47’ 13.70” West, approximately 5 km west of  Puerto Juárez. It is marked by two blinking green marine lanterns.

  Last week, two people began taking measurements on the runway and in the parking area of the airfield, two months after its administration was transferred to the state of Quintana Roo at an official ceremony. Formerly, it had been administrated by the Navy for two decades.
    At that ceremony on Nov. 20th, Enrique Lima Zuno, representing the business community, said the runway is in good condition and he requested that it be extended, and that the tower be rebuilt to house officials from Immigration, Customs, and International Health; in order to meet requirements for operating, which will require a significant investment of public resources.
   Today the runway is used regularly by the Mexican Navy, and occasionally by one or two private airplanes. The business community is proposing that planes could arrive from Florida, Alabama, Mississippi, Louisiana, and Texas. In particular, these flights could carry friends and relatives of those who compete annually (and biennially) in the regattas from St Petersberg and Pensacola.
    These events have occurred continuously for half a century, when boats bound for Isla Mujeres compete in late April and early May. Both cities, which are ports in Florida and sister cities with Isla Mujeres, represent great economic and social benefit to this destination, according to Sr. Lima Zuno, Director of the Yacht Club of Isla Mujeres.
      The business owners want the runway extended another 300 meters to total 1500 meters, in order to accommodate flights by these executive aircraft. However, in the past the Directorate of Civil Aviation has issued an advisory recommendation, due to the urban growth around the airport, which has continued.



Completion of baseball park renovation delayed

   Renovation of the children's baseball park, “Ariel Magaña” began late last year and is expected to be completed by the end of February, with an investment of 2.9 million pesos, according to Public Works director Miguel Caballero Garcia. 
      This remodeling includes replacing the roof over the grandstands, adding new mesh protection, installing new gates to control access by players and by the public, expanding and completing the perimeter fence, improving the electrical installations and lighting systems in the stands and on the field, landscaping, marking the field, installing trash cans, and general painting.
     The renovation was originally scheduled to begin in late September or early October and to be completed by the end of 2015, but it did not work out that way. The structures are about a decade old, and this work is important for the safety of athletes. It is noted that more maintenance of the sports facilities is desired by some sports promoters.
