City employees are expecting to receive payment of their year-end benefits starting on November 15, when they receive their salaries for the first half of the month. Last year to cover these year end benefit payments, about 20 million pesos were invested, and that amount is expected to be larger this year. The benefits payments include paid days off, vacation pay, savings fund, and part of the year end bonus (the aguinaldo).

The Festival of Carribean Culture in Isla Mujeres will feature artists of various nationalities.

On Sunday, November 15th, at 9 am the annual drawing for young conscripts for national military service will be conducted at the Community Center in colonia La Gloria for those born in the year 1997, previous and current.
The City of Isla Mujeres invites all youth to comply with this patriotic obligation of appearing for their national military service.
Este domingo 15 de noviembre a las 9 de la mañana en el Centro Comunitario de la colonia La Gloria, se llevará a cabo el sorteo anual para los jóvenes conscriptos del Servicio Militar Nacional clase 1997, anticipados y remisos.
El Ayuntamiento de Isla Mujeres invita a todos los jóvenes a cumplir con esta obligación patriota de presentar su Servicio Militar Nacional.
The Mexican Military, is made up entirely of professional career soldiers. Draftees are not integrated into any military units. Legally, every Mexican man is obligated to one year of national military service (SMN), when they participate in weekend sessions which are social service in nature, emphasizing education, history, physical fitness, and military discipline. They can also comply with civil service by involvement in literacy programs and sports training programs. Upon completion, they are given a "Cartilla", which is often requested when seeking employment. Each year a public lottery is held where the youths will present themselves in alphabetical order to draw from an urn of balls. A black ball means you get a "pass" for the year, but are "available".

Yesterday, a female Hawksbill turtle washed up in a rocky area of the Caribbean coast, behind the restaurant "La Lomita, and staff from the municipal Department of Ecology and from the Tortugranja came to the scene. The director of Tortugranja, Raciel Rivera Coba, said it was a female, 83 centimeters long and 72 centimeters wide. After an inspection, it was determined that the turtle died from drowning, presumably after being stuck in a fisherman's net. The remains were buried on the beach near the place where they washed up.

Downtown business owners had complained to the CFE, Federal Electricity Commission, about a deteriorating electrical pole, and requested its replacement. A CFE engineer inspected the pole, confirmed that it was in poor shape, and said it was not at risk of falling.
In recent weeks, pieces concrete fell off the post, and there was exposed, rusty metal. The City has repaired the pole by applying more cement to it. They used a metal tambo and various cubic meters of concrete, and the old structure has been re-covered.

Concern that wall by SEMEFO building could collapse

After the collapse of the wall of the dome for the senior citizens, there are some people who are concerned that the wall of the SEMEFO (Forensic Medical Service) could suffer the same fate. There are others who say this is not a risk because the foundation for this wall is built into limestone rock with sascab, unlike the fence at the dome which was...mostly built upon fill? (que era embutido la mayor parte del área).
The mayor explained that the collapse of the wall did not indicate any jeopardy to the dome. The dome construction was financed by CONADE, the National Sports Council, and apparently the builder did not consider the need to reinforce the wall with a solid structure. The collapse occurred a month ago, and there was a federal declaration of a state of natural disaster due to the weather, but it is not yet know what funds will be available for Isla Mujeres. The reconstruction will take place after the funds are available.
There was also a privately owned fence that collapsed during the heavy rains, in colonia Salina Grande. Since that time, residents who live in colonia Guadalupana and cut thru at the SEMEFO fence, have had some concerns about using that path. The SEMEFO building and fence were constructed more than six years ago, but the facility was never used.

The abandoned SEMEFO (Forensic Medical Service) building is located along the boundary of the municipal cemetery in colonia La Gloria, and has been damaged by water seepage and vandalism. It is being misused and damaged by homeless people who are sheltering there. When the reporter visited, there were three people drinking a few meters away.
Plans were announced in early 2013 to rehabilitate and use the building, including stocking it with staff and equipment, which did not occur. Residents who live in nearby colonia Guadalupana often cross thru this area, and some say they have asked for police support to maintain constant vigilance in the location. Residents say when they walk thru the area after dark, they are not given respect and insinuations are made.
Hotel occupancy expected to increase during the Festival of Caribbean Culture

Some hoteliers say they are expecting 70 percent occupancy during the Festival of Caribbean Culture this weekend. Last weekend general occupancy was about 50 percent. Some hotels are promoting the festival and offering packages. Information about the schedule is given in this article. (and is below in the events section).

Friday, Nov. 13 at 7pm, there will be a performance by the dance troupe Alma Caribeña; La Trova Islana, the band Gil Harry SevenF, and the headliner is Cuban Jazz musician Isaac Delgado and his band.
Saturday, Nov. 14 at 7pm, there will be a performance by the
Symphonic Orchestra of Quintana Roo, featuring songs written by
isleños, including Virgilio “El Chino” Fernández and his son Virgilio
Fernández. It will be at the building next to the Catholic Church on the Town Square. This will be followed by, at the Casa de Cultura, “El Chevo y su Swing Urbano”, who
play a mix of Caribbean rhythms and urban music, including the hit:

The singer, born in Chetumal, and who has opened his way to success through perseverance, his art and his mastery of his voice as an musical instrument, has been described by international media as a passionate singer with a powerful voice and emotional acting which has gained for him a privileged place on the stages of the Old Continent.
Among his awards and recognitions are the special award given to him at the international singing competition “Monserrate Caballe” in Andorra and the “Luigi Infantino” prize in Lugoj, Rumania.

Celso Piña, better known as "the rebel of the accordion", will have the Mexican Caribbean dancing to la cumbia on November 14th, in Isla Mujeres, sharing the stage with Pato Machete.
The rhythms of this singer, composer, and arranger and icon of Mexican popular music in recent years, has confirmed his performance the festival. They will be bringing their distinctive sound that has enriched the cumbia with touches of other popular rhythms such as ska, reggae , rap and hip hop.
A born Musician, self-taught skill on the accordion, Pina provides a value beyond what is musical, and he represents an emblem of cultural Mexico today. This was demonstrated in the documentary film which he starred in, for the channel 11-one, and reinforcing the image immortalized in literature by Garcia Marquez, dancing to the rhythms of cumbias which are proudly made in Mexico.

This is a very poor area in the municipality of Isla Mujeres. Most are living without electricity and running water. The situation for the animals there is dire right now with parvo & distemper running rampant, and heavy overpopulation. We expect to treat/vaccinate/spay/neuter 1000 cats & dogs with the cost of surgery at just $10us per dog. This may be the only time any of these animals see a vet. We can treat the existing animals, vaccinate others against disease, curb the population growth, and educate pet owners on proper animal care and make a HUGE DIFFERENCE!! We have the knowledge, experience, volunteers, and heart to make it happen. We are asking for all of your help to raise funds to make the campaign a reality.
