A Peruvian tourist died yesterday afternoon who had been aboard the "Celacanto", and if any of the crew members, the captain, or the boat itself lacked proper documentation for this diving activity, there could be a financial penalty from 50 to 1000 times the Daily Minimum Wage. This was confirmed by the Harbor Master of Isla Mujeres, Ismael Gonzalez Gil, who said the investigation continues, both by his office, and by the local Public Prosecutor's office to rule out or determine any criminal liability in the case.
The Harbor Master said that if one of the crew, the captain, or the boat do not have their papers in order, there could be a fine imposed between three thousand pesos and three million pesos. He also said that the crew and the captain of the boat could be held legally responsible if the Public Prosecutor's investigation reveals alleged negligence or mismanagement of the people or the diving equipment.
He said the investigation into the cause and general circumstances surrounding the death of 22 year old Abel Jairo Irán Vega will include the autopsy results and the condition of the oxygen tank, as well as the quality of the oxygen it contained and the amount of pressure.
The Harbor Master said that one of the members of the boat's crew did not bring him his libreta del mar document, which could result in an economic sanction. Regarding the family of the deceased, they said they are not seeking to blame anyone, they only want to return to Peru.

On Friday, the program "Recycling Waste for Food" will return to the island, and there will also be a junk removal event, for the prevention of mosquito borne diseases. The recycling event will take place at the Green Dome in Salina Chica, starting at 8am, where islanders can exchange cardboard, aluminum, plastic, and other waste materials for products like rice, beans, oil, milk, and more.
This program was implemented by the government of Roberto Borge to contribute to family budgets while promoting awareness about recycling and caring for the environment. It is unique in the country and has benefited thousands of families in all of the municipalities of Quintana Roo.
The Junk Removal event will also take place on Friday morning, starting at 8am, in the colonias of Salina Grande and Caribe. It is being conducted by municipal agencies, as well as the State Health Department, to prevent and control diseases that are spread by mosquitoes. Residents are encouraged to put their junk, pots, and such at the curb on Thursday night so that the trash trucks can remove the material the next day.

Since this weekend when the summer holidays began, there have been approximately 16,000 people crossing daily to Isla Mujeres, of whom ~13,000 arrive on ferries and the other ~3000 arrive on boats from the Cancun Hotel Zone offering sightseeing tours.
This was confirmed by Port Authority manager, Jazmin Perez Gaytan, who said that because of the large numbers of tourists, mostly of national origin, who are visiting the isle, the ferries are running three or four extra round trips. She said the ferry from Gran Puerto (Ultramar) is making three or four extra runs to the island in the mornings, until two or three in the afternoon, and then from four to eight in the evening, they are making the same number of extra crossings from the island to Gran Harbor.
She said with so many people arriving and departing, organizational measures have been taken, including providing a single line for local passengers trying to reach Cancun from three in the afternoon, with personnel available to take their tickets at the terminal in Isla Mujeres.

In support of youthful activities and sports, the DIF social service agency invites the island community to attend the event "Summer Fest Isla Mujeres" featuring young Islander longboarders, a type of skateboard. It will take place Saturday at 10am in La Gloria at Paseo de los Peces.

The first poster is about a contest for children 7-12 to create a 'collage' or 'mural' of 1m x 1m from recycled materials, and they may also use paint, crayons, and markers, for the contest on Thursday, July 23 at 8pm on the Town Square stage. The theme is Whale Sharks and marine life of Isla Mujeres and there are surprise prizes. Deadline to register at the Tourism Dept offices, during office hours 9-4, is Thursday, July 23 at 3:30, and the artwork must be at the stage by 7:45 pm on Friday. Judging is based on: creativity, cleanliness, and use of materials to express the theme.
The second is a costume contest for children 0-12, made from any materials, with the theme of whale sharks and marine life, and cannot involve commercial designs. It will also take place Thursday on the Town Square stage at 8pm, and has the same registration information, with surprise prizes. Judging is based on: expressing the theme, creativity, aesthetics, finished appearance, harmony, design, and colorfulness.
The poster below is for the Photography Contest being held on the Tourismo de Isla Mujere Facebook page from July 18-24 for people 15 and over. The theme is the Giant of the Sea (and the protagonist of the photograph must be "The Sea of Isla Mujeres and its Marine Ecosystem"). Post a photograph to the wall of Turismo de Isla Mueres that expresses the theme of the contest. Those that do not relate to the theme will be disqualified. The photo with the most "Likes" between July 21 at 9am and July 24 at noon will win.
The photo must be natural, without filters, and participation authorizes the use of the photograph for promotion of tourism in Isla Mujeres. Each participant may only submit one photograph. The winner will be announced at the closing event of the Whale Shark Festival on Friday, with surprise prizes. A professional photographer will be involved with reviewing the photographs.
The poster below is for the sand sculpture contest for families on the Posada beach Thursday, July 23 at 10am. Each family team must have a minimum of two members and a maximum of 4, must begin together, and have two hours to finish. The theme is Whale Sharks and the Marine Life of Isla Mujeres. The registration may be done at the Tourism office during office hours or the day of the contest at the beach between 9:30 and 10am. Tools may be used such at buckets for water, wooden sticks, spatulas, water sprayers, rulers, and brushes, but molds may not be used. Shells and algae may be used for adornment, without affecting the natural environment. Judging is based on creativity, cleanliness, symmetry, degree of difficulty, and finished appearance.

The cadaver of a sea turtle was found Tuesday morning in a rocky area along the Caribbean Sea, which is difficult to access, but in view from the cliffs above. It appeared to have been freshly poached, and it is noted that there are only a few people to monitor these beaches at night to protect the turtles, which in reality are not enough.

It was found that the 18 people on board, counting the tourists and the crew, were within capacity, and included three guides, a sailor, the captain, and a woman who was helping take care of a child. According to Por Esto's research, failure to have necessary documentation could result in a fine of 50 to 1000 Minimum Daily Wages, depending on the gravity of the offense.
In response to a question, Harbor Master Miguel Ismael Gonzalez Gil responded that the "Celacanto" continues to work normally, since this was an event that happened in the water and thus far there is no evidence that directly involves the boat in the death of the tourist. He said if the Attorney General determines that it was involved, it will automatically be detained for the corresponding investigations.
He said he talked to the family of the deceased, who in these first moments recognize that it was an accident, and want to return home to Peru, but do no know how to proceed. As was reported, tourist Abel Jairo Iran Vega, 22, died while diving at Los Manchones in water that was ten meters deep and apparently had heart disease.

The municipal Department of Tourism said overall hotel occupancy is at 66% and it is expected to reach 80% over the next few weeks. The merchants are pleased with the many visitors coming into their stores, and the restauranteurs are happy to have their tables full of diners. The golf cart rental agencies are doing well, and after midday tourists have a difficult time finding a cart available. The beaches are busy with many domestic tourists and local families enjoying the summer holidays, as well as tourists staying in Cancun who are seeking a safe, clean beach without seaweed, and find Isla Mujeres to be the best option.
Regarding the seaweed phenomenon, the municipal Director of Tourism, Gustavo Rodriguez Orozco, said that due to its geographical location, 90% of the beaches of Isla Mujeres are free from concentrations of seagrass, which usually comes to the beaches of the east side, which are not suitable for swimming. "We can boast of clean beaches and we invite everyone who wants to cancel their reservations due to seaweed to reschedule their holiday to be in Isla Mujeres. In fact, this could increase our hotel occupancy. People are searching for beaches without seaweed, and here we have the best. We are a peaceful destination, safe, and for these reasons we invite tourists to come and stay overnight in Isla Mujeres, which has the best beaches in Mexico, especially North Beach, recognized on an international levels as one of the most beautiful and safe."

She said, "The highest concentrations of passengers occur in the afternoon, and Ultramar has implemented extra runs, departing every 15 minutes to meet the demand, whereas normally the ferries depart every half hour. Monday morning Ultramar added three smaller boats and 'un jet' and they are awaiting the arrival of "Piolin" (Tweety), which normally covers the route in Cozumel. On Sunday and Monday, Ultramar transported 26,799 passengers on the regular line and 1130 from the Hotel Zone. Magana transported 1629 passengers.
The cooperatives who offer tours had 399 customers, and the catamarans from the Hotel Zone in Cancun brought 685 visitors over with their "all included" package tours. The small private boats and other companies that use the docks of API brought over 433 passengers, and the (car ) ferry brought over 2202 passengers, who mostly descend on foot, with relatively few visitors coming across the bay with their own vehicles.
Ms Perez said the highest concentrations occur in the early afternoon when hundreds of daytrippers are returning, therefore a special line for residents has been implemented from 3:30 to 7p or 8p, so those who reside in Isla Mujeres can cross to Cancun without being immersed in the crowds and long lines that form when the tourists are returning. Some residents are displeased and say it is discriminatory to separate the islanders from the tourists, complaining that only allowing access to 80 islanders per boat is unfair, because while tourists occupy the other seats, they are forced to wait for another boat.
