    Vincent Celis Paz, at age 66, passed away in Cancun, as a result of cancer, and will be buried in the morning at the municipal cemetary, after a service at the downtown Church of Immaculate Conception. According to his son, Vicent Celis Paz, Jr., he was one of the discoverers of the "Cave of the Sleeping Sharks" fifty years ago, with his peer, Carlos Garcia, aka "El Valvula". The cave became a tourist attraction for visitors of all nationalities, after it became internationally known, helped by publicity from diver and filmmaker, Ramon Bravo Prieto, with TV appearances and the cave was featured in National Geographic, among other places.
       Sr. Celis dedicated his life to working at sea for over 16 years, diving and fishing to capture all types of seafood ranging from turtle and conch, which were legal to sell at the time, to shark, and all types of fish. He was also secretary of the fishing cooperative "Patria & Progreso" for many years, where he was given the nickname of "Secretario" because he was well liked and respected by his peers and the community at large.

        At the Blue Flag raising event, which recognized Playa Centro as one of the cleanest beaches of this holiday destination, Mayor Agapito Magana Sanchez said, "Isla Mujeres has made progress of 90% toward the goal of being designated as a "Pueblo Magico". He said all the requirements have been met for consideration as a 'Magic Town', and he is looking forward to the decision by the Federal Government through the Department of Tourism.
        "We are a people with an identity, with a sense of belonging, with a history; we have three cultures represented on the island, pre-Hispanic,  Mayan, and Hispanic; we have the Hacienda of the pirate Mundaca, Punta Sur, the Mayan ruins; and we are a community that was founded since 1846, with a great deal of history, "said Agapito Magaña. 
        He explained that the "Magical Towns"/"Pueblos Magicos"  program is part of national policy for tourism, which makes it a priority to comprehensively promote Mexico as world-class tourist destination by promoting the country's rich heritage.
        He said  this is a program that promotes inter-agency coordination, as well as coordination between states and municipalities. It diversifies and improves the quality of destinations,and their tourism products and services.  It encourages and promotes public-private investment to generate economic benefit and employment, and it enhances social and economic development, to benefit the host community. 
        With the addition of Isla Mujeres to the program, the town can achieve the realization of improvement of public works in the historical, cultural and tourist centers of the island, such as: underground cables, restoration of landmark buildings, replacement of floors using original materials, tourist signage, and the rescue of green areas. 
      In the short and medium term, if the "Pueblo Magico" designation is awarded, the community will receive benefits such as improved infrastructure,  diversification of tourism products, and creation and modernization of marketing tools and actions that can contribute to triggering  growth in the domestic market.
     It is recalled that on February 24th, during the 37th Ordinary Session of the City Council, it was agreed that the municipality of Isla Mujeres should work toward joining the program "Pueblos Magicos", and it appears that this project will soon become realized.

The City Council revised Article 10 revised of their rules of procedure

    The City of Isla Mujeres thru the municipal Institute of Culture and the Arts, conducted the first event "Isla Mujeres Danzarte 2015". The purpose of this first edition is to raise awareness of the dance groups, not the professionals, that are more representative of the region.

    Todo está de acuerdo al programa y  aún es la primera etapa.  Everything is on schedule and in the first stage.   

    Ariel Miguel Caballero García, municipal director of Public Works, denied that there are delays in the roadwork of repaving and that dust  is a normal, inevitable consequence that arises in this type of work. He said that the project is on schedule, is in its first stage, and has been estimated to take 75 days.
      The Background
        Yesterday, residents were in the media demanding that the work be expedited, and complaining about the dust. The director urged residents to remain calm and to be patient, because this will eventually benefit them. He said even if workers are not seen in the area, the project is progressing according to plan and the established schedule. He said the work stopped temporarily after heavy machinery entered the site and broke the old asphalt.

On Thursday afternoon, the municipal president Agapito Magaña Sanchez, led the distinctive Blue Flag event, at the beach which is now known as Playa Centro, marking the start of beach season 2015.

Controversial construction begins

     Construction has begun on a lot located on south Hidalgo Avenue, at the corner of Ignacio Allende street, which is only 90 square meters, and was once involved with a dispute between a neighbor and an ex-mayor.The manager of the work, Ronald Quinto said they have all the documents available and in order, concerning the construction project, and can clarify any doubts of concerned neighbors. He gave assurances that the project has been approved by the City. He said he is authorized to discuss technical details of the work, but did not disclose the owner's name.
     There is controversy about building on it because it is near the hurricane wall that protects downtown. Concerning this alleged risk, Sr Quinto said with the excavation of more than a meter deep, they encountered a capa de compacto that is not appropriate to be in front of the wall, but this new construction will include cement with reinforcement structures of 'contratrabes' to give strength to the whole foundation of what will be commercial space, and possibly two apartments above.
      Neighbor Daniel Edgardo Marfil alleges that the land was once surplus property of the City, that became private property during the administration of Paulino Adame Torres (2002-2005). Sr. Quinto said Sr. Adame had sold the property to another individual, who hired a construction company from Yucatan to do this work.

Parents of students at the primary school "Julio Sauri" want  maintenance done to two domes on the campus  after a small tube fell from one, and the last piece of canvas has fallen from the main dome. The Director of the afternoon shift, Angélica Jiménez Kú,  said Civil Protection has evaluated the structures, after the tube fell. Although it is not their responsibility, the Parents Association has been working at collecting voluntary donations, but has only collected about 2000 pesos, said Sra. Jimenez Ku. Money was collected during the registration period, but now these fee have been prohibited, and they are entirely dependent on the government to provide maintenance of the school infrastructure. There are concerns that the structure will deteriorate and pose a hazard, since it is exposed to the sea air. The parents would also like the students to have a safe, shaded area for eating and recreation.

  Owners of small taco shops are concerned that the 16%IVA (Value Added Tax) now being applied to prepared foods at convenience stores and grocery stores will be applied to them next year, and have a negative economic impact. They explained that they work many hours and are of humble means, with a minimal profit margin, feeding other working class people, with a great deal of competition.
   Doña Alejandra Castillo Cervantes said she has worked hard since she was a child in the countryside of Valladolid, Yucatan, where she took care of livestock and was once nearly trampled by a cow. She arrived on the island in the early 1980's and began selling tacos inside the ferry terminal in 1984, selling Yucatecan dishes, that are popular with locals and tourists alike. She is 61 years old and has worked selling tacos for 31 years to support her family.
      "I work two shifts daily, to prepare the food, 365 days a year, without days off," she said. "I get up every day at 5am to make purchases, and at 10am I sell food on Rueda Medina, in front of the Harbor Master building." After noon,  she leaves her post to take a break, and then prepares the next day's food until 10pm at night.
      Her small profits support her family, and purchase clothing and medicines, since she has been on treatment for diabetes for the past 11 years, spending 1500 pesos monthly for the pills she takes three times a day. For the past year and a half she has been helping with money for a family member with cancer, and despite all this need, she says, "I don't get help from anyone" as she struggles to address the family health problems.
       She and her colleagues complain about the government inventing new taxes and say that life is expensive in a tourist town like Isla Mujeres where the minimum wage is not sufficient. (The minimum wage in Quintana Roo is less than $5/day)

Nice building, but no firetrucks

This has the same information about the new fire station, and the lack of functioning fire trucks, noting that the unit nicknamed  “El Piolín” (Tweety) broke down on Rueda Medina in November when on the way to the fire at the hospital, downtown. Both trucks are out of service because parts are not available. "Tweety" was donated by the municipal government of Cozumel, and the other unit was donated by a group of foreigners, and both are parked on the south part of the island near the Hurricane Shelter. It is hoped that volunteers might find another used vehicle from the United States, as has happened over the past twenty years when an ambulance and a firetruck have been donated.
    It is noted that the fire station dormitory has space for seven people, and there are three bathrooms, an office, a dining area, and space to accommodate two trucks, and its utility services are connected. The Governor is expected to attend the inauguration, whose date has not been announced yet.
