The Director of Civil Protection, Mauro Humberto Rodríguez Velázquez, said that in the event of a hurricane, there are adequate hurricane shelters and other locations, to meet the needs of the vulnerable population.
He explained that there are seven shelters: El local social del Sindicato Unico de Trabajadores al Servicio del Ayuntamiento de Isla Mujeres (SUTSAIM) or the City workers union hall, el local social del sindicato de taxistas “Gustavo Díaz Ordaz” or the taxi union hall, the hurricane shelter at the southern part of the isle, the facilities at the Naval base, the primary schools “César Mendoza Santana” and “Julio Saury Espinosa” and the middle school “Benito Juárez”, as well as the school “Jean Piaget”, which was added in recent days.
Together they can shelter 1500 people who live in flimsy houses, while the island has less than 1000 vulnerable residents, principally those who live in the irregular colonia Guadalupana. The Director says that within memory, the shelters have never been full, much less exceeded capacity.

In the event that the Secretariat of Environment and Natural Resources (SEMARNAT) and the National Commission of Protected Natural Areas (CONANP) decide to maintain the current Management Plan regulating watching and swimming with whale sharks, the licensees of Isla Mujeres are saying they may respond with radical actions.
This was stated last week by one of the representatives of the licensees, Martin Trejo Manzano, who said they could initiate radical actions, and if this activity is not opened up as it was last year, Isla Mujeres licensees could close the maritime access to the area of whale shark tours this week. In the event that the modified regulations aren't changed, they say they will to continue going out to work, since there is not enough monitoring to control them. They are objecting to a new regulation this year that restricts them to working every other day. They are awaiting a final decision from SEMARNAT and CONANP about their request to have this regulation removed. This requirement was originated because the number of permits was expected to increase by 30 percent, but thus far the officials have not released the official figure. There was talk that there would be more than 320 permits issued this year, in 2015.

Tuesday morning the mayor, Agapito Magana Sanchez, led the opening of two major works of infrastructure. Working for the welfare of islanders.
The mayor, Agapito Sanchez Magaña opened two significant works this morning: the basketball court of the Chiapanecos and the Skate Park. Infrastructure is one of the most important aspects for the development and welfare of the island community Both of these public works were carried out in order to boost development and improve the quality of life for the island community.
Miguel Caballero García, municipal director of Public Works, reported that approximately 676,000 pesos were invested in completing the rehabilitation of the Chiapaneco basketball court.The work included: supplying and installing reflectors, supplying and installing of seats, supplying and installing a sportflex Plexipave finishing system for the basketball court, supplying and installing of trash receptacles, and supplying and installing adocretos.
Regarding the Skate Park, he said the investment was more than two million pesos. This new sports area consists of ramps, access gates, lighting, benches and trash cans. The park is located in the eastern part of the island, with a beautiful and unique view of the Caribbean Sea, near the newly opened basketball court.
The resources for these two facilities came from the Fund for Municipal Development and Paving 2015 (FOPEDEM). Mayor Agapito Magaña said that later they will continue working on the rescue of other public spaces, such as the former Hacienda Mundaca.

Lowering the levels of the lakes

The director of Civil Protection, Humberto Mauro Velázquez Rodríguez,
said that after a week of work, they have managed to lower the level in each of
the salina lakes, in anticipation of more rain. The
official said the pump continues to operate, because
despite the water level having fallen dramatically, the lakes continue
to receive some runoff. He said that currently one pump is running, because there is no risk of overflowing.
After heavy rains last week, Civil Protection personnel have been cleaning and desilting the storm drains, which is continuing. They also are continuing to repair the damaged pump in the downtown area, which should be resolved in upcoming days. The Director said if rain occurs, there are additional pumps which can be put into operation to prevent any new flooding in the area. He said, "Unfortunately, last week heavy rain fell which exceed the capacity of the pump and it was impossible to lower levels rapidly."

It is alleged that the poor construction of the palapas on the beach could jeopardize the Blue Flag award and it is noted that one has begun to lean. The palapas are used for beach massages and it is noted that five have been built since January, and another is under construction.

With hotel occupancy at 45% and a significant presence of American tourists, both overnight and daytrippers, the main beaches of destination reflected an average number of bathers. Providers of tourist services reported an average demand for tours by boat, while agencies renting golf carts reported that demand exceeded supply, because most of the tourists who visit the island do not want to leave the island without a ride aboard a golf cart.
The excellent weather conditions on Tuesday, which included strong sun and intense heat, led to swimmers of all ages taking a dip in the waters of the bay,which was so calm and free of waves that it looked more like a huge swimming pool.
Tourism providers working at different locations agreed that, indeed, the island is full of tourists during the day, when they arrive on tours that depart from the Cancun Hotel Zone, in addition to other important visitors arriving, especially domestic tourists and families based in Cancun, via the passenger and cargo ferries. However, after six or seven pm there is a significant decrease in the number of people on the streets and in establishments, including on Hidalgo Avenue, where there are local restaurants, where there are not many diners, in spite of efforts by their owners.
The manager of a business located on Rueda Medina Avenue, that sells souvenirs, said they close pretty early due to lack of tourism, because once the boats that offer package tours return to Cancun, the presence of visitors is minimal. He said the boats return to the mainland around five, so they close the store by six due to the lack of customers. He also complained that many tour passengers shop at the stores that are recommended to them by the tour companies.
On Hidalgo, which is the hub of night life on the isle, one store employee commented that there are almost more people on the street during the day than there are at night. He said because there are so many tourists in the streets, it appears that hotel occupancy must be higher than the 45% reported by the municipal Director of Tourism.

The State Government has already deposited two million pesos of the total of three and a half million that the state is contributing to the program for renewal of boats and motors. This was announced by the president of the Regional Federation of Fishing Cooperatives, Baltazar Gómez Catzín, who said that later this month the remaining amount will be deposited. In an interview, he said that the deadline for receipt of applications was May 30, and the money will be deposited by the state and federal governments by June 30th.
In response to a direct question, Sr. Gomez Catzín said there were about 40 fishermen from around the state who submitted their applications for assistance to obtain a motor, and another 30 who applied for assistance for a boat. He made it clear that they are still awaiting approval by CONAPESCA, and some applications may be rejected.
He said they are waiting for publication of the list of beneficiaries, and only those fishermen who have not received assistance in previous programs are eligible. The Federal government contributes 40%, the state government contributes 30%, and the fishermen pay the remaining 30 percent.
He said, "The Regional Federation of Fishing Cooperatives in the State congratulated Governor Roberto Borge for having supported this program for engines and boats, that is so necessary for seamen, since it is well known that the cost of engines and boats has soared, especially in these times when the dollar is so high and the fishermen could not renew their equipment on their own." He added, "Especially if we consider that production has declined significantly in recent years, to the point where fishermen must travel to deeper water, as far as 50 miles offshore, to find their products, which causes higher costs for them, especially in fuel."

The new Management Plan for Isla Contoy National Park is causing annoyance among fishermen, who proposed three years ago that they should also be allowed to use the fishermen's camps on Isla Contoy when it is not lobster season. They want to use the camps as a starting point to go out of the park, ten or twenty miles away, to catch fish. They are currently not allowed to stay overnight except during lobster season. (which is eight months of the year, starting July 1 and ending March 1.)
Fidel Villanueva Madrid, Executive Chairman of the Technical Advisory Council of Isla Contoy National Park,said the Council considered this proposal for the Management Plan. He said, "There is a serious problem with illegal fishing. We have counted more than 345 boats from the fishing camps of Isla Blanca and Cabo Catoche crossing into the park boundaries to capture anything they find, because they know the rangers are not going to do anything to them, among the reasons being that some of these poachers carry loaded weapons. Therefore it is important that the Mexican Navy join in the surveillance."
He added that because of this history, the fishermen of Isla Mujeres are not allowed to occupy the camps outside of lobster season. He said when they began to develop the new Management Plan, the fishermen asked to be allowed to spend the night in their huts, not to capture fish within the park, but to go our more than 10 or 20 miles from Contoy, far from the park boundaries, which would be very supportive for this sector.
He said when the lobster fishermen go to Isla Contoy, they must invest between 3000 and 4000 pesos in fuel and food, which is lost when there are no lobster or they catch very few. With the possibility of going out to catch fish, they could recuperate these expenses. "Actually, there are few fishermen spending the night on Contoy during lobster season exactly for this reason; because they don't want to lose their investment in the event of a small lobster catch, and with the possibility of also capturing fish, this could reactivate lobster fishing at Contoy," he said.
He added that this proposal was raised as a means to help the fishing industry of Isla Mujeres, but the benefits would be greater if the fishermen were also allowed to use the camps during the bans on lobster fishing, in order to go out and catch fish. "The main problem is that in order to preserve the underwater environment, many bans and prohibitions have been implemented that are affecting the fishermen. In the case of Isla Mujeres fishermen, they are forced to travel farther away and to dive down to greater depths, increasing the risks of decompression, therefore environmental authorities should not shut one door on them without opening another," he said.
