De guarniciones, en la avenida Perimetral

Lanrry PARRA

ISLA MUJERES, 19 de mayo.-
Work began this week on the construction of  las guarniciones (curbs) of the coastal road, which will consist of about 350 linear meters when it is completed. After this work is completed, motorists expect that construction will continue on this road, since the initial work on the first half was done before the Easter holiday period.

Licensees still waiting for whale shark tour permits

Concesionarios no han recibido permisos para temporada de avistamiento del tiburón ballena

Lanrry Parra

ISLA MUJERES, 19 de mayo.-
The whale shark tour season was scheduled to begin on May 15th, but has been delayed because the environmental authorities have not released the permits, causing five days to pass when licensees could not work.
The Harbor Master said that if the permits were delivered by May 20th, the season could possibly begin May 25, after the requirements are completed with his office. However, so far, they are still awaiting the permits. Some workers said the environmental authorities will not release the permits until June 1. Some licensees say the permits are already in the offices of the environmental authorities and it only remains for them to provide the flags or emblems (banderas or banderolas) for each boat.
The whale shark tour season was scheduled from May 15 to September 17, but with this delay in the start of activities it is unknown what the date of completion will be. Meanwhile, workers are taking training courses for their certificates to work on these tours.

This baking course began on April 20th and is part of a self employment training program by BECATE of the state Employment Service. Twenty five senior citizens completed the course to develop their skills in preparing desserts, which will allow them to be self employed.
The issue of self employment is important to the current municipal administration. The courses were paid for by investments from the state and federal governments.

Hundreds of cancellations due to delays
Cientos de cancelaciones por retraso] Ver mas
More than 600 cancellations have occurred due to the late delivery of the whale shark tour permits. Tour providers are asking why there are environmental authorities claiming the season begins on June 1 when the 2015 Management plan states it begins May 15th.
An unnamed licensee said, "We know that Aquaworld is one of the more favored companies, because they were given permits since May 14th. There have been Aquaworld boats seen in the whale shark tour area, with no consequences. Aquaworld has an advantage and takes tourists to swim with the whale sharks, while we sit here waiting." Some licensees say the Wildlife Department and CONANP are violating their right to work.
The Director of Tourism, Gustavo Rodriguez Orozco, said the delay greatly affects islanders whose finances are dependent on this activity  at this time of year. "Many reservations have been sold, including since the month of February, from the opening date. There is no choice but to cancel, which gives a bad impression. No matter how much you explain the situation to the tourists, they will feel like they have been deceived."
He added that another major problem is that many licensees invested everything they had in their boats and engines to meet the requirements of the 2015 Management Plan, and had expected to begin to recover this money starting on May 15th. He said this type of incident is unfortunate.
It is noted that each licensee with a permit to offer tours for swimming with the whale sharks invests ~50,000 pesos in repairs for his motor and  boat, plus the cost of the permit.

Giving 1362 Sabin vaccines
Aplicación de un mil 362 vacunas Sabín[+] Ver mas
There is a goal to apply 1362 Sabin vaccines against polio to five year old children during the Second National Health Week May 23-29., said the director of the General Hospital Pedro Zapata Reyes.  Seventy four vaccines will also be administered against HPV, human papillomavirus to girls in fifth grade or who are 11 years old.
Ongoing vaccinations will also occur to complete the basic protocols for BCG, pentavalent, anti Hepatitis B, MMR (SRP...anti rotovirus and anti pnuemonia), and updating DTP and MR for those who have not received their second dose. They will also administer 1362 doses of Vitamin A and distribute 900 packets of rehydration electrolytes, for children between six months and four years of age. Protection will be given against neonatal tetanus by giving pregnant women a dose of tetanus and diphtheria toxoid. Vitamins and mineral supplements, including iron and folic acid will be given to the population at risk.
The two fixed locations for vaccinations are the General Hospital and IMSS. There are six mobile locations to cover all the colonias, so there is no excuse for five year olds to not be vaccinated. Information will be distributed to mothers and guardians of young children about the prevention of diarrheal diseases and acute respiratory infections, as well as how to identify warning signs and home management.
The Hospital Director also warned about the dangers of heat stroke and preventative measures to avoid it and symptoms to identify it. These include headache, feeling tired and thirsty, nausea and vomiting, muscle cramps and convulsions, profuse sweating followed by hot dry skin and rapid breathing. He recommended that during the hot season to prevent diseases you drink plenty of water, eat cooked food, wash your hands before eating and after using the bathroom, and wash produce with soap and water.

May 5. Tuesday: Cinco de Mayo (Battle of Puebla). No school. This date is commemorated more enthusiastically in the US, as general celebration of Mexican culture (and opportunity for abundant consumption of salsa, chips, and Mexican beer.).
Here it is an 'optional' holiday (office & bank closings vary state to state) commemorating the victory of Mexican troops against a large number of French troops in 1862.
(Then, more French troops arrived, sending Benito Juarez's government into exile, and Maximilian was crowned emperor of Mexico in 1864. At the time, the US was involved with its Civil War, 1861-65.  {Link:How Battle of Puebla affected US Civil War.} Then the US supported Mexico and invoked the Monroe Doctrine against European involvement in the Western Hemisphere. Napoleon III withdrew French troops in 1866.)
