Seeking tourists from the local Peninsular region

ISLA MUJERES, 12 de mayo.-
In order to attract local tourism, there is a program of promotion that began on Monday, aimed at the states of Campeche, Yucatan, and Quintana Roo.  A delegation from each of these states will tour the main attractions of each of the three states, and then return to their home state to promote domestic tourism. 
    On Thursday, May 14th, the delegation from the state of Yucatan will arrive in Isla Mujeres to learn about the attractions of this holiday destination. As part of this program, next week the delegation from Quintana Roo will visit the state of Campeche, to learn of the various attractions in its different municipalities, and this trip will finish in the state of Yucatan.
   The delegation from Quintana Roo includes representatives from the state Tourism Promotion Board (Fideicomiso de Promoción Turística) and directors from the Tourism Departments of Chetumal, Cozumel, Holbox, Felipe Carrillo Puerto and Isla Mujeres, making a total of 24 people. 
      This information was provided by the Isla Mujeres Director of Tourism,  Gustavo Rodríguez Orozco, who added that this is a project of the  Tianguis Turístico de México, which focuses on tourism promotion in each state.

The characteristics of the waters around Isla Mujeres make them special and unique for the practice of sport fishing with the "Grand Slam" of species that live here (blue marlin, white marlin and sailfish), said organizers of the tournament.
      Since earlier this year, the organizing committee of the 12th edition of the Cosme Alberto Martinez Magana International Fishing Tournament have had preparatory meetings with agencies including: Navy of Mexico (Fifth Naval Region), Harbor Master, National Fishing Commission, Ministry of Health, General Hospital of the Island, local branch of the Red Cross, and of course with all municipal departments involved in the organization and production of this event.
       The presence in island waters of the species most appreciated by sport fishing enthusiasts, coupled with the prestige that this tournament has gained year after year, has caused competitors to register a month in advance for the first time in history, which indicates the twelfth edition of the international competition will be a success.
      This is already established as a popular celebration among fishermen and the general population, and has become a real fiesta in general because in addition to the thrills of fishing, it features artistic beach festivals with music, dancing, seafood dishes, exhibitions, and other activities. The prize package includes a late model pick up truck, motorcycles, boats, foreign travel, and more.
     The registration committee invites all sports fishing fans to participate, noting registration closes Saturday May 23 at 7am, an hour before the starting gun. For more information call  998 877 – 03 - 07 or email  direcciondeturismoim@hotmail.com.

After four months in jail, "El Gallito" attempted suicide

ISLA MUJERES, 12 de mayo.-
After nearly four months in jail, Jonathan Adriel Meneses Marín, aka “El Gallito”, tried to commit suicide by hanging himself from the bars of his cell with his shirt, but luckily he was spotted by his cellmates who prevented it. The police chief, Joaquin Acosta Poot, said after the failed attempt, he was taken to the General Hospital of Isla Mujeres were he was given a thorough revies and remained for a long time, until he was fully recovered. The police chief said today "El Gallito" has already recovered fully and said he was sorry to have attempted suicide.
      He remains locked up for charges of theft and injury, which he has been held on since January, after being determined by preliminary investigation 018/2015. The investigation indicated he had allegedly stolen a motorcycle which had the owner's wallet inside. The young thief allegedly found it easy to take the credit cards and shop at one of the local department stores, but when he returned home the moto's owner and his cousin were waiting for him. At the time, he denied using the credit cards to buy goods for his home, but in an attempt to avoid responsibility, he tried to escape on that same motorcycle. For this he was detained and brought before the appropriate authorities.
      “El Gallito” was also involved with the execution of two females in 2011, for which he was detained at the state capital in the facility for minors for two years.

Three days before the start of the whale shark season, not a single permission has been granted by CONANP (National Commission of Protected Natural Areas) nor the Wildlife Department (Dirección General de Vida Silvestre). There is confusion and concern among the licensees about the starting date for the season, because apparently this year environmental authorities have been considering starting the season on June 1st, while other sources indicate it will be May 18th.
   The Harbor Master, Miguel Gonzalez Gil, confirmed that so far no one has been granted a permit for any boat from Puerto Juarez, Isla Mujeres, Holbox, and Chiquila, a situation that is blamed on the Management Plan that did not set a definite starting date. It is remembered that before 2013, the permits were given at least five days before the start of the season. "The window for present applications opened on April 28, and so far there is nothing; not a single licensee has submitted documents to the Harbor Master, to report about this activity."
   In response to a direct question, Gonzalez Gil said the rules of operation of the Management Plan changed in 2014, and since last year the issuance of the permits has expanded further, between 10-15 days before the season, but he blamed the delay on the long weekend of anniversary of the  Battle of Puebla (Cinco de Mayo).
   However, there are licensees of Isla Mujeres who think differently and believe the delay is due to agreements between the Wildlife Department and Aquaworld, who are planning to begin whale shark tours for the first time. A licensee who spoke anonymously said ""In a meeting we had three weeks ago with the Wildlife Department, we were told that, according to the Management Plan, the licensees would work every other day and be off every other day. They had also talked about reducing the number of permits and the question we ask is, whether this decision was made  to protect the whale shark, or for the advantage of large companies, like Aquaworld, "
    He said in regard to working alternate days, this would represent a loss for most of the tour providers, but would be a gain for Aquaworld. "In Isla Mujeres there are some entrepreneurs that each have several boats. Last year when the Wildlife Department said they would only give one permit per person, they had to make transfers of rights to third parties. But most of us have nothing more than one boat, and we will be the most affected." 
     Another licensee, also spoke anonymously, and agreed with the statements of his colleague, adding, "It seems like this year the Wildlife Department is giving an advantage to Aquaworld because everyone knows they have many boats and can send out one half one day and the other half the next day, while we will be grounded every other day."  

Fishermen rely on assistance programs

The windows are open to accept applications for assistance programs involving boats, engines, GPS, and similar equipment, from Monday, May 11 to June 12, announced the president of the state Federation of Commercial Fishing Cooperatives, Baltazar Gómez Catzín. He said the those who have previously received a boat or an engine will no longer have access to the support.
      Applications are being accepted in each municipality, and in the case of fishermen of Isla Mujeres who are registered in Chetumal, they can submit all the relevant documentation once they have registered on the SIREMO (System for Motor Registration) registration website. Registration for the program of motors and boats is similar to that for assistance from the program PROPESCA, where you submit the relevant documentation after you have registered on the SIREMO site and been given a file number for your application. When each fishermen has submitted all the required documentation, either personally or with the managers for the applications of the cooperatives, which is at the discretion of each individual, they will be reviewed. 
    He is announcing this to all fishermen who have not received assistance for a boat, motor, or GPS to be well informed about the requirements and submit their applications and documents before June 12, when the windows close. If they cannot physically go to Chetumal, the other option may be Estafeta, but it is recommended that the fishermen do the process themselves.
     He said they are asking staff from the PESCA department to send personnel to provide guidance and answer questions for the applicants for this program for motors boats and GPS, as well as for the PROPESCA program, to assist and advise the fishermen regarding use of the SIREMO page, and once they have registered there, and the applications are approved, they can provide the appropriate documents.

Staff from the Magana ferry company explained that the boat Caribbean Island was out of service due to mechanical problems that required parts from the United States. Meanwhile the company substituted the boat Caribbean Queen, to provide service for their clients.
     Magana company spokesman Jorge Aragon said the Caribbean Queen usually takes ~45 minutes to cross to Puerto Juarez, but now the trip is done in 30 minutes because the boat has new pistons, rings, rods, gaskets in the engine, which is practically new.  He said at the latest, the Caribbean Island should be back to its normal route this afternoon or tomorrow at the latest (today). He explained about the delay being caused because the parts were not available in Mexico, noting the part the broke was three 'camisas',(literally..shirts) which are part of the machinery that work the pistons, of one of the turbos.
     He commented about their desire to provide accessible and affordable service to the islanders as well as the people of the state of Quintana Roo, and workers who live in Cancun and cross daily to the island, who do not always receive assistance for transport from their employers. He said, "Even with the problems, we have not withdrawn our support and continue our promotions and discounts, held for the benefit of these people, and hope to provide service for all of those who trust in us."
    He noted that round tickets for residents are 50 pesos and for state residents they are 105, with flexibility regarding their identifications, since they accept any credential that indicates state residence. Workers are offered the option of crossing for 70p round trip. Regarding the promotion for islanders, this only applies when tickets are bought on the island, not at Puerto Juarez.
