Resignation of Cristina Medina from Ecology: For the investigation of the death of "Lucky"

Cristina Medina Figueroa submitted her resignation as muncipal Director of Ecology on Friday morning, after holding the post for a little more than a year. She said her decision is due to her commitment to being ethical and the need for an investigation into the death of a dog which was denounced on social networks, so that the investigation can be carried out in strict accordance with the law and with utmost transparency. During the investigation, the municipal authorities have removed the three employees involved from their  jobs in the Municipal Ecology department.
  The City government expressed its readiness to fully cooperate with authorities investigating the case. At the signing of the General Law for Animal Welfare and the swearing in of the Citizen Council for Animal Welfare and Care, (Ley General del Bienestar Animal & Consejo Ciudadano para la Atención y Bienestar Animal) the Mayor said, "We did not participate and we are not complicit with anyone; we are as outraged as the people who protect the animals."
   In regard to the negative publicity generated by this case, the mayor said, "We are not going to risk losing all the we have worked for together for many years: A successful tourism destination. There are those who are driven by vested interests or petty motivations who are spewing misleading information that threatens the livelihoods of hundreds of islander families, who love this place, and we will not allow this to happen."

       It is estimated that the bathrooms under construction on the eastern malecon near the statue of “La Trigueña” will be operational by the end of the month, according to the municipal Public Works director Miguel Ariel Caballero García, and the administrative director of the construction company BMB,  Fernando Bacelis Godoy.  The work is 90% complete and just lacks installation of the panels separating the toilets and urinals, which are made from stainless steel. The fixtures have been installed. He said the details will take a little longer, as it is intended that the building will have a Caribbean-like facade, with wooden trim and clay roof tiles, and decorations with a sea motif on the edges of the roof.
   The nearby walkway has been equipped with solar lights, which have been in operation since last Saturday. They are made with special materials from Spain, with a warrantied lifetime of 10 years, without maintenance. They are LED lamps, with special materials such as cast iron coated with a special polymer.

      On the website "TripAdvisor" there are complaints from several foreigners against jewelry stores who sold them false silver or fake stones. The complaints include allegations against "The Silver Mine" which has been sanctioned twice.

For the second time, the mayor, Agapito Magaña Sanchez, hoisted the Bandera Blanca  (white flag), making Isla Mujeres becomes the first municipality to obtain the designation of Comunidad Saludable (Healthy Community). 
       The event took place in the General Hospital "José de Jesús Lima Gutiérrez," where the mayor said, "We love this island. We work every day to provide the best, without compromising that which have worked together for years to build. It is demonstrated with this recognition that we received today on behalf of the community of islanders. "
          The mayor congratulated the entire team of the General Hospital for the work they do, in conjunction with the government, to provide better medical services.
   The goals of the Healthy Community program are for people to live in peace, harmony, and health, with more than just an absence of disease, but with physical, mental, and spiritual healthiness. The Director of the General Hospital thanked the Mayor for his contributions, and the hospital staff who do the day to day work. 
   At the event, certificates were given out to the City, the DIF social service agency, the Community Center, the Naval Hospital, and The Church of Immaculate Conception for their work in completing the requirements of the program in the area of promoting good health. Certificates were also given to the chair persons of the neighborhood health committees for their work in their communities. Recognition was given to other distinguished people who are promoters of health, most of whom are women, and to others who have participated in the program.
   Accompanying the mayor in the hoisting of the flag were the hospital director,  David Valenzo Loeza;  Dr. José Manuel Sánchez, coordinador jurisdiccional and Health promoter,  Dr. Tarhin Sadat Vital Casique, director of Municipal Health/Salud Municipal..
      The mayor took the opportunity to announce that in a few days they will raise the “Bandera Blanca” ( "white flag") over Playa Norte / North Beach, which is the first step towards the raising of the Blue Flag, which would certify Isla Mujeres as a primer beach.

            The Port Authority of Quintana Roo (APIQRoo) is providing maintenance to the signal buoy of the Bay. There has been significant wear to its anchor chain, and the signal light needs maintenance because boats have reported that it was not lit at night. 
         Most of the buoys provide a warning to vessels at night with an intermittent light. It is recalled that a buoy was serviced a few months ago that operates in front of the Cancun coast, in the area known as the "Bandera".

 A facility was opened in Isla Mujeres, Espacio de Cultura del Agua (ECA), as part of the Governor's commitment to promoting the proper use and care of this vital fluid, and as Quintana Roo complies with the National Water Program Plan 2011-2016 of President Enrique Pena Nieto. 
   The City government was thanked for providing space for the offices, while CAPA and CONAGUA provided equipment, furniture, and materials, demonstrating that the three levels of government are working together. They have the support of civic organizations that promote actions for the protection, conservation, and sustainable use of natural resources.
  The facility is located at local 23 in the mercado “Audomaro Magaña” in la colonia El Cañotal, where the  ribbon cutting ceremony took place. Those in attendance included La directora general de la Comisión de Agua Potable y Alcantarillado (CAPA), Paula González Cetina, accompanied by el secretario de Educación y Cultura, (SEyC) José Alberto Alonso Ovando, representative for Governor Roberto Borge Angulo; el presidente municipal Agapito Magaña Sánchez; and director of the business Aguakan, Roberto Robles.

Although the Department of Ecology knew the protocol for the detention and impounding of Lucky  after he was in the street for a week, the staff proceeded to act in an old fashioned manner, with flagrant disregard for the Animal Welfare Law of Quintana Roo (Ley del Bienestar Animal de Quintana Roo).
      The process should have been to bring the dog to its owner, who in this case was don Jorge "Chino" Gomez. If he was reluctant to take the dog back, he should have been given a notice of sanction, according to the laws, with notification to a civil judge, and then he would have 24 hours to respond to the accusation of abandoning the dog. If he did not appear, then a second subpoena would be issued, and if there was still no response, an order to appear will be sent to the police. A significant fine could be imposed with administrative procedures.
  These procedures were not followed. It was assumed the owner was neglecting the dog and had abandoned him.  The dog was captured and kept in unsuitable conditions for 3 or 4 days, in a crate where he could barely fit. Although there were people who wanted to adopt him, he was euthanized. He was electrocuted, although the medical staff of the Clínica Comunitaria are only a few steps away from the office of the Ecology Department.
      On social networks there are videos and photographs of employees in a vehicle without a license plate that is allegedly used to capture animals in the street for euthanasia, and it is unknown why this is tolerated.

Activities for Municipal Month of Ecology:


 On Nov. 5, the Animal Welfare Act will be signed by the State Ministry of the Environment.
Nov. 8 is the Day of Municipal Urbanismo with compulsory cleaning of vacant lots, and the start of collecting of batteries.
Nov. 15 is World Recycling Day, when there will be a training workshop about recycling and reusing.
Nov. 20th is Municipal Clean Air Day, when an ongoing campaign will begin for the certification of smoke-free spaces.
Nov. 25 is Municipal Day of No Use of Pesticides when an interesting conference will be held on the management of solid residues concerning vegetable oils: "What to do with them"
Nov. 27 is Municipal Species Conservation Day when there will be an opening of the drinking fountains and inauguration of the space for the conservation of the Striped Iguana (Iguana Rayada). Also there will be a brigade to rescue and assist the Blue Crabs during their period of reproduction. (They move between the mangroves and the sea to spawn during the full moons in the fall, which often includes crossing a road).
On Nov. 30th, Sunday, there will be a drawing contest, and a presentation of the cookbook "Lion Fish".

From Christy Dix: Hola amigos, I'm happy to announce the first Spanish Boot Camp of the season will be Tuesday November 18-Thursday November 20 from 1-4pm. Beginners and intermediate students are welcome. We will focus on conversational skills while having fun!

 Blue crabs are migrating to the sea for spawning during full moons, from the mangroves. Try to avoid running them over. Look out for them in areas where there are mangroves...in Sac Bajo & near areas of Makax Lagoon.
