Increased by 10 million pesos

City income during 2015: Under proposed budget

Councilman Víctor Osorio Magaña said the income for the City for the fiscal year 2015 will be increased by 4.4 percent compared to this year, rising the figure to 239,503,397 pesos. This is a difference of about 10.5 million pesos. The major amount comes from property tax revenue which should increase from 49.9 to 5.5 million pesos (sic:  el impuesto predial, que subiría de 49.9 millones a 5.5 millones de pesos), from garbage collection fees which will increase ~7 million pesos, and from participants in the Fish Fund, which will increase about 2 million pesos. The Federal assistance is estimated to increase from ~200,000 pesos to 3.3 million pesos, according to numbers provided by the alderman. 
   The income in the Budget of 2014 (Ley de Ingreso 2014) was 229,306,818 which is increased in the Budget of 2015 by 4.4 percent to 239,503,397 pesos. Increased income also comes from the growth of the hotel industry in Punta Sam where in 2015 there will be 500 new rooms, which also brings increased revenue in the garbage collection fees.

Boat that went aground was removed with no reports of mishaps or damage to the marine ecosystem

ISLA MUJERES, 15 de noviembre.-
After nearly two days of being aground near MUSA (the underwater art museum), on Friday afternoon the boat "Fipesco 51" was moved without any apparent damage or bad effects. The Harbor Master, Ismael Gonzalez Gil, announced that the removal was uneventful. He had sought to expedite the shrimp boat's removal to avoid possible damage to the area, because the vessel had about 10,000 liters of diesel fuel on board.
    The removal work lasted a little over 24 hours and was constantly monitored closely by the Navy and officers with PROFEPA (Federal Environmental Agency), as well as authorities with the National Marine Park, although the incident occurred outside the park.
    The owner of the shrimp boat investigated the two options for repair work, and chose to have the vessel towed to Puerto Juarez, which is where the boat is currently located. The work of refloating was coordinated by the boat's owner and assisted by two boats, and the 10,000 liters of contaminated, oily water were removed to avoid possible environmental damage.
     Officials with the administrative branch of the Port Authority will investigate the causes and any financial responsibilities, but the important thing is there is no longer any threat from this vessl.  He said running aground appears to have caused a 10 centimeter rupture in the hull.

City Treasurer Alvaro Magaña Galué, gave assurances that the ~1000 city employees will receive their year end bonuses, for which about 20 million pesos have been allocated. The fund is expected to cover the payments of the savings fund, vacation pay, economic days, and the two 2-week pay periods in December, as well as the holiday food baskets, among other benefits. The payments will be made in a timely manner and in accordance to union agreements.
     He said benefits will be paid at the end of November for each and every employee, also, which include economic days, vacation pay, the savings fund, and others.

Seeking Blue Flag after meeting criteria for White Flag certification of the beaches

After the hoisting of the White Flag, which certifies North beach as a location of environmental quality, the director fo the Mexican Institute of Certification and Standards, Viviana Fernandez Camargo, said this is the first step toward obtaining the Blue Flag certification.
   There are only 27 beaches in Mexico who have hoisted the White Flag, after meeting stringent quality tests of seas water, and critera for solid waste management, coastal infrastructure, biodiversity, safety and services, environmental education, and noise pollution, among others. Staff from various City departments, as well as restaurant and hotel staff and volunteers works hard for the past nine months to meet the strict requirements of this certification. There were inspectors from the Mexican Institute of Standardization and Certification AC who assess North Beach in regard to criteria given in the Official Mexican Standard NMX-AA-120-SCFI- 2006, and the results were positive.

Authorities with the Secretariat of Environment and Natural Resources (SEMARNAT) agency presented a proposal of alternative management strategies for the next whale shark tour season. The proposal was presented to licensees in Lazaro Cardenas, and at the Community Center in La Gloria to the licensees of Isla Mujeres and Cancun. 
       The proposal was presented by the director general of Vida Silvestre (Wild life), Fernando Sánchez Camacho, and attendees included the director of la Reserva de la Biosfera del Tiburón Ballena, Francisco Remolina, Port Authorities, Naval authorities, City officials, and personnel with the Comisión Nacional de Areas Naturales Protegidas (Conanp).
    They said in 2015 the maximum number of tourists who can be transported will be 1350 per day, which a reduction of 50 percent compared to this year. The tours are divided between 243 boats and it expected some will take breaks on some days.

November is the "Month of Good Treatment", which is an initiative of the United Nations on behalf of children. On Friday the DIF (social services agency) held a walk to raise awareness about the importance of working for children. The march included the president of the DIF, Marthy Vargas, the Mayor Agapito Magana Sanchez, as well as the women volunteers, officials, citizens, and entrepreneurs. The march took place down Media Rueda, culminating at the Posada del Mar, and the color purple predominated, which has been assigned to this month; “Mes del Buen Trato”.

    With assistance from the state government of ~16 million pesos, sports domes are being built at schools on the island and the mainland. Work began a few weeks ago at the dome at the high school Colegio Bachilleres and later will begin at the Middle School, as well at schools on the mainland. Some will begin this year, and others in 2015.
       The municipal Director of Public Works, Miguel Ariel Caballero García, confirmed that the City will seek resources to rehabilitate the 'gabions' that were installed to protect the retaining seawall. They were installed seven years ago to cushion the impact of strong waves and have lost their effectiveness. They are in poor condigion and the loose stones could present a risk to nearby houses in severe weather. The Director said this occurred they were not maintained, and because it is very difficult to change this type of gavion they will have to submit new documents to the Federal Government, which takes a long time.

    The civil association  “Eco-Turismo Isla Mujeres A.C.", which includes 80% of the whale shark licensees, did not approve of the new Operating Plan proposed by officials for next season. A study about the daily capacity of the protected Whale Shark area has determined there has been an over-exploitation of the resource. The 45 members of the association said they are seeking to present an new proposal, because they oppose this new Management Plan. They said they will not sign the document, because it is unfair.
         One licensee said "It's unfair to the fishermen who have ventured into this activity and invested so much money, and now they want to remove the income of these people and say they can work one day and another day they cannot." He said, "Of the four month season from May 15-September 17, there is very little activity in the first two months, leaving only two months to take advantage of the opportunities. If we add to this that we can only work on some days, and others we cannot, we will be doomed to fail."

The project of the renovation of the main street & malecon  Rueda Medina began five years ago and included moving the overhead wires underground, which has not yet been finished. The CFE Federal Electrical Commission has not installed its network underground because the safety conditions have not been met by the construction company. Some residents are annoyed that their walls were broken into and not resealed, allowing insects or rodents to enter.

Police officers have been installing signs and maintaining signposts that are in poor condition due to corrosion from salt. The number of motorcycles in circulation has grown exponentially compared to a decade ago, and they are responding to the need for new signs in an attempt to prevent accidents.
   Several signs have been installed at sites of greatest risk to warn drivers of the existence of danger. Crosswalks are being painted in Sac Bajo tourism zone and at the pedestrian crossing of the schools "“Andrés Quintana Roo” and “Julio Sauri Espinosa”. The police chief, Joaquín Poot Acosta, said they are replacing signs in poor condition and will be installing them in the areas of the most vehicular traffic.

Activities for Municipal Month of Ecology:


 On Nov. 5, the Animal Welfare Act will be signed by the State Ministry of the Environment.
Nov. 8 is the Day of Municipal Urbanismo with compulsory cleaning of vacant lots, and the start of collecting of batteries.
Nov. 15 is World Recycling Day, when there will be a training workshop about recycling and reusing.
Nov. 20th is Municipal Clean Air Day, when an ongoing campaign will begin for the certification of smoke-free spaces.
Nov. 25 is Municipal Day of No Use of Pesticides when an interesting conference will be held on the management of solid residues concerning vegetable oils: "What to do with them"
Nov. 27 is Municipal Species Conservation Day when there will be an opening of the drinking fountains and inauguration of the space for the conservation of the Striped Iguana (Iguana Rayada). Also there will be a brigade to rescue and assist the Blue Crabs during their period of reproduction. (They move between the mangroves and the sea to spawn during the full moons in the fall, which often includes crossing a road).
On Nov. 30th, Sunday, there will be a drawing contest, and a presentation of the cookbook "Lion Fish".
