Three actions were taken at the City Council meeting (Regular session XXIV), and the first was approval of changes to the state Constitution (in the first paragraph of article 99 and a sixth paragraph was added to article 98.) The second action was a declaration for the holding of a City Council Formal Session to read the decree of the Foundation of the City of Dolores, which is now Isla Mujeres, for the 164th anniversary of the founding of the town, on August 17th. The third action was a discussion of the possibility of adopting changes to the Revenue Act of the municipality of Isla Mujeres.
    Details of the changes to the state Constitution and to the Revenue act are given in the article.

A group of leaders of major promotional businesses in the tourism industry will be visiting Isla Mujeres from Thursday, August 7th to Saturday the 9th, taking an intensive tour of the main points of Isla Mujeres. This promotional work is carried out in coordination with the CVB, Convention and Visitors Bureau in Cancun, with the intention of reversing the so called "off season" that occurs annually in the months of September, October, and part of November. 
     The ~half dozen promoters will be touring with representatives of the state and local Tourism agencies, as well as representatives of the Cancun CVB to the main attractions of the island, as well as visiting Isla Contoy, the Underwater Museum, the Cross in the Bay, and swimming with the whale sharks. They are planning to collect photos and information which are expected to be used massively, since these are directors of promotion of the most important businesses at an international level.  directores de promoción de las empresas más importantes a nivel internacional

The CFE, Federal Electricity Commission, is using a subcontractor to promote use of digital meters and digital smart cards for payment of electrical services. Five workers have been going around the island explaining the benefits of this service since Monday August 11th, with plans to continue through Friday, the 15th. This change will be optional until early 2015, and the plan may be mandatory by law by the end of that year. 
      The workers intend to install the new system for  Isla Mujeres users including hotels, restaurants, general businesses, and private homes. Benefits include being able to choose a payment date on the 5th, 10th, 15th or 25th of the month, and thus preventing payments from getting too high, and it also avoids charges for reconnection if service is suspended. 
      So far, they have convinced about ten percent of the 3000 users in Isla Mujeres. Among the problems encountered by the workers is the fact that some people cannot read, some are suspicious of the program, and finally others do not want their meters changed. One complaint that was heard was that changing from an analog meter to a digital meter triggered a charge for high consumption of electrical energy.     Two more cases of decompression were treated at the hyperbaric chamber on Tuesday, which occurred separately. The fishermen were diving for lobster, using compressors, not oxygen tanks. They were given prompt treatment. They are  Jesús Estrella Balam, 35, of the fishing cooperative “Isla Blanca”; and Rafael Marrufo López,  33 años, of the fishing coop “Puerto Juárez”. 
        Yesterday the tenth case of decompression was reported, and now there have been two more, which is cause for concern, as it is mainly fisherman who are affected by this condition. They are engaged in diving for lobster, and have to experiment in new ways, even if it means risking their health.

     Wendy Quijano Aceves has filed a complaint against her neighbor Marcelino Velázquez Garrido, with PROFEPA, the Federal Environmental Protection Agency, concerning his workshop where she says he makes crafts from Queen Conch shells, generating dust and noise. She says when she took pictures, he threw a conch shell at her, which did not hit her, fortunately.

Fisherman treated at hyperbaric chamber

Managers of golf cart rental agencies report they are operating at 100% of capacity for golf carts, but that scooters are not as much in demand. The carts are available for rental by the hour or by the day, and this service is very popular with tourists seeking to see the naturally beautiful attractions of this destination. During this summer vacation period, there has been a great infux of tourists who are renting these carts.

This modification would increase the income and outgo of the budget to 140,306,816 pesos with the authorization by the state legislature of a loan of 11 million pesos. This occurred at the Regular City Council Meeting #24.

Three million pesos will be invested with two million contributed by the state government, and one million from the city government.

NEED DIABETES SUPPLIES FOR OCTOBER DIABETES CLINIC: We have been doing Diabetes Clinics on Isla Mujeres for five years, with more local residents participating annually. This is a joint project of bilingual social workers, nurses, and other health care professionals originally from the USA, working with Isleno community partners. Diabetes is now the primary cause of death in Mexico.
We are in great need of donations of glucometers and strips, specifically these brands: Contour, Contour Next and OneTouch. Many doctor's offices, clinics and hospitals discard strips that are almost expired. Strips are actually still effective for at least a year after expiration dates so often those are the ones that are most often donated. If you have any contact with medical professionals or pharmaceutical reps, you can often get current supplies. We can also use lancets, lancet devices, alcohol pads, and syringes.

 On August 31, about 500 athletes, both Mexican and international, are expected to participate in an open water swimming competition, Competencia de Nado de Aguas Abiertas, at Playa Norte/North Beach. The swimmers will travel distances between 250 meters and five kilometers, with the course being defined by a rectangle of buoys off Playa Norte. Dozens of foreigners are expected to participate, especially from the United States.
