Three events took place at noon at the Town hall today, which were: the installation of the Municipal Health Committee, the reinstallation of the Comittee of Security in Municipal health, and the signing of the Street Safety agreement took place   (Comité Municipal de Salud,  Comité de Seguridad en Salud Municipal, and Convenio de Seguridad Vial. ) In attendance were the General Secretary of the City Council, César Poot Pérez, the State Secretary of Health, Juan Lorenzo Ortegón Pacheco, and other special guests, who are also officials in government.
     Among the objectives in Health is ongoing coordination between institutions, public organizations, and private & social organizations to carry out activities that prevent, treat, rehabilitate, as well as to investigate public health concerns, and to elevate the quality of life in the municipality.
    The state Secretary of Health presented two breathalyzers, which are on loan, for use at strategic points to decrease accidents caused by drinking and driving.

The monthly security meeting took place today, and was attended by procurador de Justicia del Estado, Gaspar Armando García Torres, (State Attorney General) and representatives of the municipal, state, and federal police forces. It was hosted by the Naval Commander of this region,  Juan Ramón Alcalá Pignol, at the Naval base, and the press were not invited. Issues relating to crime rates and actions to be taken to combat crime and drug traffic were on the agenda, as well as analysis of crime trends and strategies for combating crime in general, according to those attending the meeting.

Last night the third power outage occurred in less than a week in the colonia Meterologica, and in the early hours workers from the Federal Electricity Commission arrived to restore service by replacing a transformer with one of a higher capacity. The problem was caused by overloading of the  35.5 KVA transformer, which was replaced by a 75 KVA transformer. This is expected to solve the problem once and for all. In recent days they had handled another problem in the area by rearranging cables to prevent their overheating.

    The decompression chamber is available 365 days a year, but now that the season has begun for its highest demand, maintenance work will be done. This includes replacing some nozzles, the oximeter, the regulator of the 'boquillas' and other minor work. Last year there was a membership of about 85 fishermen, and this year that number is expected to exceed 100 registrants.  An average of 300 pesos monthly is deducted for each fisherman, which is paid by their cooperative and not by the fisherman, which gives them the right to this quality service if it is necessary. (Lobster season begins today, and decompression illness is a risk for lobster fishermen who dive down to catch the crustaceans, often using a line of  air from a compressor in the boat.)

 It will be four months since the street vendors were removed from the beaches and the Rueda Medina malecon, but the 20 spaces built for them by the municipal mercado "Javier Rojo Gomez" have not been put into use yet. Many vendors think they will not have success at that location, nor at the market "La Pulga" (the "flea market" by Poc Na hostel) . In recent days, a group people who had been involved with selling on the beach, showed documents indicating they are local, and submitted a list of 26 members of their group who are awaiting a verbal commitment from the authorities for an eventual return "ordenado" to the beach. It is noted that in the past there were sellers of handicrafts and fake jewelry arriving daily from Cancun, but now with this list consisting of locals who have been selling for many years, and some are even native islanders, who make the argument that... I'm a lil unsure about this next part...? to allow those to make money who make a commitment in return, under terms to be completed ? including cleaning the beaches, which they are already doing.  tienen el argumento a que hagan efectivo el compromiso de retorno, bajo requisitos que desean cumplir, entre ellos limpiar las playa como ya lo vienen haciendo.

The primary schools are scheduled to end their year on July 11-15, and on the last day the certificates will be given and the approval ratings will be released, regarding rates of failure and drop out. The high school is aiming for an 8.3 average  overall, but it is projected to reach only 8. In previous semesters there has been a problem with students coming up deficient in reading comprehension and math.
   There are 4630 students, comprised of 585 in preschool/kinder, 2368 in primary, 979 in middle school, and 692 in high school. There has been unprecedented growth on the mainland and within two years the number of students there is expected to exceed the number on the island.

July 20: Whale Shark Festival ..to last a week this year. Includes a parade w floats, sand sculpture contest, recreational activities, and more.

 July 26:  There will be 600 Mexican athletes competing on the island for the “Copa Isla Mujeres de Tae Kwon Do”, including about 40 athletes from Isla Mujeres.

July 11 Full Moon Rise: ~6:50    Sunset is ~7:30
July 12 Full Moon Rise: ~7:45   and ~50 minutes later nightly


 On August 31, about 500 athletes, both Mexican and international, are expected to participated in an open water swimming competition, Competencia de Nado de Aguas Abiertas, at Playa Norte/North Beach. The swimmers will travel distances between 250 meters and five kilometers, with the course being defined by a rectangle of buoys off Playa Norte. Dozens of foreigners are expected to participate, especially from the United States.
